The Council of The Corporation of the Township of
Picketing, in accordance with the provisions of The
Planning Act, R. S. O. 1960 as amended, hereby enacts
as follows:
1. The attached explanatory text, which
constitutes Amendment No. 11 to the
Official Plan of the Township of
Picketing Planning Area, is hereby
adopted.
2. That the Clerk is hereby authorized
and directed to make application to
the Minister of Municipal Affairs
for approval of the aforementioned
Amendment Mo. ll to the Official
Plan of the Township of Pickering
PlanninE Area.
3. This By-law shall come into force and
take effect on the day of the final
passing thereof.

(a) TITLE
Amendment No. 11 to the Official Plan
of the Township of Pickering Planning Area.
(b) S~MISSION
The following text constitutes
Amendment No. ll of the Township of Picketing
Planning Area, and is herewith submitted for
the approval of the Minister of Municipal
Affairs.

ITEM 1
PURPOSE: To establish an exemption to the sewer
staging proFramme to permit the construction of
certain sewage works by inserting a policy state-
ment as exemption # 9 to Part III - THE STA~ING
P~OGRAMM~ General Policy in view of Part IV -
IMPLE~ENTATION, Section (c) Public Works, second
paragraph.
STATEMENT: The Township of Pickering Official Plan
contains a staging programme, which was designed
to ensure the orderly and economic development
of the Municipality without unduly restricting
necessary services to accommodate existing
development.
Since the preparation of the original
Plan, additional engineering studies have been
completed. Certain then existing development,
namely the Dunbarton High School, reached the
point of development where further municipal
services are necessary in order to permit
continuance of operation.
Council, on the request of the Picketing
District High School Board, passed Resolution
# 310/67 dated October 2nd, 1967, as follows:
"Resolution #
MOVED by Councillor R. Chatten, seconded
by Councillor J. Williams~ that if no
other means exists to service the Dunbarton
High School and extension with adequate
sanitary facilities that Council agree to
provide a sanitary sewer outlet south of the
~01 subject to the following:
a) ~hat the Woodlands Centennial School be
included in the arrangement.
b) That the connection from the Dunbarton
High School ~nd Woodlands Centennial
School to the existing sewer south cf
the 401 be in the form of a forcemain
excepting where a permanent gravity
sewer forms part of the system.
c) That the Township not be involved in any
part of the cost of such services and
that the engineerin~ drawing for the
installation be designed by qualified
professional engineers engaged in the
field of Sanitary Engineering and that
such engineering drawings when completed
be submitted to the Township Engineering
Depart~ent for approval together with
the necessary forms and drawings required
for submission to the O.W.R.C., the D.H.O.
and the C.N.~. to obtain their approval.
d) That the School Boards agree to maintain
th~ pumping units and forcemain at their
own expensc until permanent sewer outlets
are provided by thc Township and agree
to pay the yearly charges for maintaining
pipe crossings under the right-of-ways of
the C.N.?.
e) That the Township Solicitor agrees
that such a Special Service can legally
be given by the Township without
Jeopardizing the general servicing
plans and right to refuse all other
requests.
f) That the School Board apply for an
amendment to the Official Plan to
permit the installation and not
proceed with definite plans until
the Department of ~unicipal Affairs
has approved the ~mendment necessary.
g) That the section of gravity sewer
forming part of the system be assumed
by the Township when completed.
as recommended by the Standing Committee
on Public Utilities dated September 20,
1967.

In accordance with paragraph (f) of
Resolution # 310/67, the School Board has applied
for the necessary amendment to the Official Plan
and such proposal has been concurred in by the
Township Planning Board and Council on the terms
as outlined in said Besolution # 310/67.
Consideration of this amendment was based on the
understandinM that the works will be at the
expense of the Pickering District High School
Board~ will be of the forcemain type of service,
will not be a charge on abutting properties and
abutting properties will not be permitted to
- connect thereto.

CHANGE: In order to implement the preceeding
statement, the following shall be added as
exemption number 9 to Part III - THE STAGING
PROGRAMME, General Policy:
9. The construction of s~itary sewermains
in Stage 3 of The Staging Programme, such
sanitary sewers to be constructed from
the Dunbarton High School and Woodlands
Centennial Public School southerly along
White's Road to Oklahoma Drive, and east-
erly along Oklahoma Drive to connect with
the existing sewer.
The Township of Picketing shall not be
involved in any part of the costs of these
services. The Picketing District High
School Board and Picketing Township School
Area # 2 Beard agreed to maintain the pumping
units and forcemain at their own expense until
permanent sewer outlets are provided by the
Township, and agreed to pay the yearly charges
for maintaining pipe crossings under the
right-of-ways of the Canadian Mational Railways.
The Section of gravity sewer forming part
of the system is to be assumed by the Township
when completed,

PURPOSE: To establish an exemption to the water
staging programme to permit the construction of
certain water works by inserting a policy state-
ment as exemption number 8.1 to Part III - THE
STA~ING PPOORB~ME, General Policy in view of
Part IV - IMPLE~NTATIOW, Section (¢) Public
Works, second paragraph.
STaTEmeNT: The Township of Pickering Official
Plan contains a staging programme, which was
designed to ensure the orderly and economic
development of the Municipality witbout unduly
restricting necessary services to accommodate
existing development.
Since the preparation of the original
Plan, additional engineering studies have been
completed and certain then existing residential
development has reached the point where further
municipal services are necessary.
Council, on the request by petition of
the property owners on ~osebank Road Morth~ northerly
from the site of the wate~~ reservoir, an area with-
in the approved deferred wa~er rate area; passed
Resclution# 33/68 dated February 5th, 1968, as
follows:
"Resolution #33/68
MOVED by Deputy Reeve R. ChaSten, seconded
by Councillor D. Kitchen, that the Engineer
be instructed to prepare an Engineer's
report on the installation of a watermain
on Rosebank 9oad M. between the reservoir
and the north limit of S 1/2 of Lot 30,
Concession 1 and that the necessary
By-law authorizing the work be prepared,
as recommended by the Public Utilities
Ccmmlttee January 25, 1968.
CARRIED"
CHANGE: In order to implement the preceeding
statement, the following shall be added as
exemption number 8.1 to Part III - THE
STAGING ~OG~AMME, General Policy:
8.1 The construction of watermains in Stage 5
of ~he Staging Programme with the water-
mains to be constructed from the Township
Reservoir northerly along Mosebank Road
~orth, to the north limit of the south
half of Lot 30, Concession l, being
approximately 3,300 feet north of the First
Concession Road. The cost to be a charge
against abutting properties who will thus
be able to obtain a Municipal water supply.

statement, the following shall be added as
exemption number 8.2 to Part III - THE STAGING

watermains to be constructed from the
inter-section of Fairport Road and the
First Concession Road, and proceed
easterly along the First Concession Road
and the Old Highway No. 2 to the Police
