BY-LAW NUMBER 3871/91
Being a by-law to adopt Amendment Number 64 to the District Plan for the Town of
Picketing
WHEREAS pursuant to the Planning Act, 1983, S.O. 1983, c. 1, subsections 17(6) and
21(1), the Council of the Corporation of the Town of Pickering may by by-law adopt
amendments to the District Plan for the Town of Pickering, being an official plan, and
submit them to the Minister of Municipal Affairs for approval;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF
P1CKERING HEREBY ENACTS AS FOLLOWS:
Amendment Number 64 to the District Plan for the Town of Picketing, attached
hereto as Exhibit "A" and including the Explanatory Text, is hereby adopted.
The Clerk of the Town of Picketing is hereby authorized and directed to submit
Amendment Number 64 to the District Plan for the Town of Picketing to the Ministry
of Municipal Affairs for approval.
This By-law shall come into force and take effect on the day of the final passing
hereof.
By-law read a first, second and third time and finally passed this 15th day of
1991.

AMENDMENT NO. 64
TO THE
TOWN OF PICKERING DISTRICT PLAN
(LIVERPOOL COMMUNITY PLAN)
AMENDMENT NO. 64 TO THE TOWN OF PICKERING DISTRICT PLAN
(LIVERPOOL COMMUNITY PLAN)
PURPOSE:
The purpose of this amendment is to permit a mixed use development
consisting of a hotel, hotel support commercial, banquet hall, offices,
office support commercial, and residential medium density uses.
LOCATION:
The subject lands are approximately 3.2 hectares in size and are located
on the south side of Finch Avenue between Brock Road and Royal Road.
The lands are generally described as Part of Lot 19, Concession 1, Town
of Pickering.
BASIS:
The amendment has been determined to be appropriate because of the
locational attributes of the property, the retention of a medium density
housing designation, and the opportunity to create additional
employment opportunities, provide uses which area currently lacking in
the Town, and achieve a comprehensive and integrated site design.
ACTUAL
AMENDMENT:
The Town of Picketing District Plan (Town Centre Community Plan)
is hereby amended by:
1. Deleting in its entirety, Section 5.B.(d) and replacing it with the
following:
5.B.(d)
Precinct NO. 1 includes lands bounded by Kingston
Road, Brock Road, Finch Avenue and Royal Road. The
Precinct is situated in close proximity to the Town
Centre, and is highly visible and accessible. These lands
are suitable for the development of a variety of
commercial and medium density residential uses.
The southerly portion of the Precinct may be developed
as a Local Central Area in accordance with subsection
3.B.(d) of this Community Plan.
The northerly portion of the Precinct may be developed
as a Mixed Use area in accordance with the following:
(i) Residential medium density I uses oriented toward
Finch Avenue and Royal Road and designed such
that the residential neighbourhood to the west of
Royal Road is not adversely affected by loss of
privacy or sunlight, or increased traffic;
(ii)
Hotel, hotel commercial, banquet, office, and
office-support retail uses oriented toward Brock
Road; and
(iii)
An architectural and/or landscaping focal point
oriented toward the corner of Brock Road and
Finch Avenue.
Development within Precinct No. 1 shall proceed by
site-specific amendment to the zoning by-law. The
site-specific amendment shall establish appropriate
zoning provisions including parking restrictions, building
heights and forms, floor areas, and locations for the
various permitted uses within the Precinct.
In considering whether to approve a site-specific
amendment, Council shall consider the relative locations
and conceptual designs of the proposed buildings and
structures within the Precinct, the compatibility of the
development proposal with adjacent lands, and the
appearance and relationship of the proposal to the
adjacent streets. If approved, development shall be
subject to the landowner entering into an appropriate
site/development agreement with the Town.

Amending Schedule III-A as indicated in Exhibit 'A~ attached
to this Amendment.
IMPLEMENTATION: The provisions set forth in the Town of Picketing District Plan, as
amended, regarding the implementation of the Plan shall apply in
regard to this Amendment.
INTERPRETATION:
The provisions set forth in the Town of Pickering District Plan, as
amended, regarding the interpretation of the Plan shall apply in
regard to this Amendment.
