HomeMy WebLinkAboutBy-law 2453B Y- L A W N U M B E R y`ly ) A BY-LAW OF THE CORPORATION OF THE TOWNSHIP OF PICKERING TO APPOINT A TREASURER - OFFICE MANAGER FOR THE TOWNSHIP. 90 WHEREAS Resolution Number 302 passed November 2, 1959, appointed a Treasurer-Office Manager for the Township and it is deemed advisable that said appointment should be confirmed by By-law; BE IT THEREFORE ENACTED by the Municipal Council of the Township of Pickering: 1. That Robert G. Turk be and he is hereby appointed Treasurer - Office Manager of the Corporation of the Township of Pickering at a salary of Seven Thousand Dollars ($7,000.00) per annum and his duties shall commence December 1, 1959. 2. The duties of the said Treasurer - Office Manager shall be (1) To assume the duties and responsibilities of the Treasurer as laid down in the Municipal Act. (2) To advise the Council on financial matters relating to the township. (3) To prepare reports and analysis regarding the financial position of the Township. (4) To assist in the preparation and sale of debentures. (5) To assist in the preparation of budget and budget reports. (B) To institute methods of office procedure necessary to improve the office efficiency. (7) To make recommendations to Council re office equipment and requirements. (8) To make recommendations to Council regarding stafi'V require- ments and the best use of existing staff. (9) To co-ordinate the existing departments so as to improve efficiency. (10) To institute a system of filing and recording of all documents (including letters) received in the office and to have copies made and dispatched to the proper officials. (11) To make any recommendation to Council which this employee believes would improve the efficiency of the office or is in the best interests of the municipality. (12) To supervise the purchasing of materials and equipment. 3. The Authority of the said Treasurer - Office Manager shall be - (1) Authority of Treasurer as laid down in the Municipal Act. } (2) To have authority to engage staff (Department Heads and Senior personnel excepted) if a position has become vacant or if a new position has been authorized by Council. (3) To have authority to dismiss staff (Department Heads and senior personnel excepted). (4) To have authority to allocate stenographic, secretarial and clerical staff to the different departments. - 2 - By-Law Number (Continued) 4. The Responsibilities of the said Treasurer - Office Manager shall be:- To receive instructions directly from Council either by motion or by instructions transmitted from Council by the Head of Council. To report directly to Council either in person or through the Head of Council. This employee is not to be responsible to, nor to report to, nor to receive instruction from individual members of Council. 5. That By-Taw 2147 be and the same is hereby repealed.
