Being a by-law to authorize the
construction and financing of
parks and recreation facilities
pursuant to Section 352 paragraph
74 of The Municipal Act, R.S.O. 1970
c. 284 as amended.
WHEREAS the Corporation of the Township of Pickering deems
it desirable to install floodlighting and construct club
houses and tennis courts in the locations as set out in the
following:
(1) Community Tennis Courts
Claremont Community Park 2 courts
Greenwood Community Park 2 courts
West Rouge Community Park 3 Courts
Dun-Moore Athletic Field 3 courts
East Woodlands Community Centre 2 courts
Sandy Beach Road Athletic Field 4 courts
(2) Outdoor Ice Rink - Claremont Community Park
(3) Club houses and floodlighting at Sandy Beach Road
Athletic Field and Dun-Moore Athletic field.
(4) West Rouge Community Centre Hall renovation.
AND WHEREAS the Council of the Corporation of the Township
of Pickering has agreed to construct these recreational
facilities at an estimated cost of $257,081.00 and to issue
debentures for part of this cost, repayable over a period
of 20 years;
AND WHEREAS the Council has authorized an application to be
made to the Minister of Manpower and Immigration for a grant
under the Local Initiatives Program in the sum of Seventy
Thousand, Four Hundred and Thirty-Four Dollars (870,434.00);
AND WHEREAS the local contributions of one Thousand Nine
Hundred and Thirty-One Dollars ($19931.00) are pledged, to
bring the total revenue from other sources to Seventy-Two
Thousand, Three Hundred and Sixty-Five Dollars ($72,365.00);
NOW THEREFORE the Council of the Corporation of the Township
of Pickering ENACTS AS FOLLOWS:
1. The construction and financing of the recreational
facilities in the above mentioned locations at a
total estimated cost of Two Hundred and Fifty-Seven
Thousand and Eighty-One Dollars ($257,081.00) be and
the same is hereby authorized.
2. The suns of Seventy-Two Thousand Three Hundred and
Sixty-Five Dollars ($72,365.00) of the said total
estimated cost is to be financed by:
(1) The Local Initiatives Program - $70,434.00
(2) Local Contribution -
Claremont Lions' Club - $1,000.00
Public Donations - 931.00 1 931.00

3. The sum of One Hundred and Eighty-Four thousands Seven
Hundred and Sixteen Dollars ($184,716.00) of the said
total estimated cost to be financed by the issue of
debentures of the Corporation of the Township of Pickering
having a term of twenty (20) years.
4. Pending sale of the debentures to be issued to finance
the works herein the Head of the Council and the Treasurer
may raise for the purpose aforesaid by way of loan on
such debentures any sum or sums of money not exceeding
in all the sum hereby authorized to be borrowed and may
hypothecate such debentures for such loan.
3. This by-law is subject to the approval of the Ontario
Municipal Board.
6. Schedule "A" forming part of this by-law, setting the
allocation of costs and amounts to be raised by debenture,
is hereto attached.
