BY-LAW NUMBER 1303/81
Being a by-law to authorize the construc-
tion and operation of a community centre
in Parts of Lots 20 and 21 of Concession
1 in the Town Centre area.
WHEREAS pursuant to paragraph 74 of section 352 of The Muni-
cipal Act, R.S.O. 1970, chapter 284, as amended, by-laws may
be passed by the councils of all municipalities for erecting,
maintaining, operating or managing, inter alia, playgrounds,
athletic fields, places of recreation, arenas, auditoriums,
community centres, stadia and similar buildings; and
WHEREAS Council has deemed it expedient to construct a
Recreation Complex comprised of various components in Parts
of Lots 20 and 21 of Concession 1 in the Town Centre area;
NOW THEREFORE the Council of the Corporation of the Town of
Pickering HEREBY ENACTS as follows:
1. A Recreation Complex shall be constructed on certain
lands in Parts of Lots 20 and 21 of Concession 1 in
the Town Centre area at an estimated cost of
$11,300,000.00.
2. The entire cost of the said works of approximately
$11,300,000.00 shall be funded as follows:
Reserve Fund for the
Financing of a Capital
Works Program: 1982 $3,000,000.00
1983 2,000,000.00 $5,000,000.00
Reserve Fund for
Community Facilities
Development:
1982 $2,000,000.00
1983 1,000,000.00 3,000,000.00
Community Centres
Grant:
Wintario Grant and/or
Debenture Financing:
300,000.00
3,000,000.00
3. If debenture financing is required, the Regional Munici-
pality of Durham is hereby requested to issue debentures
on behalf of the Town of Pickering up to an approximate
amount of $3,000,000.00 for the purposes of the said
works.
4. The Treasurer-Collector of the Town of Pickering may,
subject to the approval of Council, agree with any bank
or person for temporary advances of money to meet the
cost of the works pending completion thereof.
5. This by-law shall not come into effect until the approval
of the Ontario Municipal Board to the undertaking herein
is obtained.
