Zeeb - 3 - Draft Waterfront Visionary Advisory Committee Meeting Minutes September 15, 2025 2 That the Agenda for the September 15, 2025, Meeting of the Waterfront Visionary Advisory Committee be approved. Carried 3. Disclosure of Interest No disclosures of interest were noted. 4. Approval of Minutes 4.1 June 16, 2025, Waterfront Visionary Advisory Committee Meeting Minutes Moved By A. Zeeb That the minutes of the June 16, 2025, Waterfront Visionary Advisory Committee Meeting be approved. Carried 5. Delegations/Presentations 6. New Business 6.1 Beachfront Park Revitalization - Project Update With the aid of a PowerPoint presentation, A. Mostert provided a brief update pertaining to the Beachfront Park Revitalization. Discussion ensued between Committee Members regarding bike and pedestrian safety. 6.2 Shoreline Improvements - West Shore Boulevard to Marksbury Road - Project Update With the aid of a PowerPoint presentation, A. Mostert provided a brief update pertaining to the shoreline improvements at West Shore Boulevard to Marksbury Road noting that the shoreline assessment study was completed by TRCA and their consultants and that Council had approved proceeding with the detailed design phase of the project. - 4 - Draft Waterfront Visionary Advisory Committee Meeting Minutes September 15, 2025 3 6.3 Weed removal on Frenchman's Bay - Project Update A brief discussion ensued between Committee Members and staff regarding the minimal weed growth observed in the Bay this year. It was noted that funding for weed removal should still be considered for inclusion in the following year's budget. 6.4 Health of the Bay - Committee Member Updates and Discussion A. Mostert advised that the City would be retaining consultants to review the Frenchman's Bay Stormwater Masterplan, which would include consideration of the health of the Bay. A brief discussion ensued between Committee Members regarding: • the presence of bulrushes near Sandy Beach Road; and, • the abandoned sailboats in the Bay that had been discussed at a previous meeting and who was responsible for addressing this matter. 6.5 Waterfront Safety - Committee Member Updates and Discussion A brief discussion between Committee Members and staff ensued regarding safety signage and an update pertaining to the PARA Marine Search and Rescue funding discussed at the June 16, 2025 WVAC Meeting. 6.6 Waterfront Tourism - Committee Member Updates and Discussion There were no updates pertaining to this item. 6.7 Public Access of the Waterfront - Committee Member Updates and Discussion A brief discussion between Committee Members and staff ensued regarding access to the Waterfront, clearing viable paths, and projects included in the 2026 Capital Forecast. 6.8 Waterfront Landscape Enhancement - Committee Member Updates and Discussion A brief discussion ensued between Committee Members and staff pertaining to obtaining information regarding the City's criteria for tree planting and parameters for waterfront landscaping. 6.9 2026 Waterfront Visionary Advisory Committee proposed Meeting - 5 - Draft Waterfront Visionary Advisory Committee Meeting Minutes September 15, 2025 4 Schedule A. Mostert noted that Waterfront Visionary Advisory Committee Meetings would end in June in 2026 and that the final Meeting of Council would be held on September 21, 2026, as it was an Election year. A. Mostert presented a draft schedule for the 2026 Waterfront Visionary Advisory Committee meetings which provided two dates; March 16, 2025 and June 29, 2025 at 7:00 p.m. Moved By L. Tidd That the 2026 Waterfront Visionary Advisory Committee proposed meeting schedule be approved as follows: • March 16, 2025 @ 7:00 p.m. • June 29, 2025 @ 7:00 p.m. Carried 7. Other Business • Councillor Nagy advised that an inquiry had been received from a Pickering resident regarding the Pickering Rouge Canoe Club and their use of Frenchman's Bay as a training location. Discussion ensued among Committee Members regarding possible launch site locations and the limitations of the available options. • Committee members requested an update regarding the City's potential purchase of Frenchman's Bay. 8. New Business 5.1 Waterfront Visionary Advisory Committee Annual Report to Council Moved By S. Stanleigh That the Waterfront Visionary Advisory Committee endorse the 2025 Year End Report and 2026 Proposed Work Plan, subject to minor administrative changes. Carried 6. Other Business • G. MacPherson noted that the federal government had announced a program specific to conservation, natural area improvement and environmental restoration projects and questioned whether Pickering's Storm Water Management Plan and work at Frenchman's Bay would meet the program's eligibility criteria.
