Call to Order
Councillor Nagy, Chair, called the meeting to order and gave an overview of the
requirements for a Statutory Public Meeting under the Planning Act. Councillor Nagy
outlined the order of matters under the Statutory Public Meeting section, as well as the
notification process procedures and noted that if a specified person or public body as
defined by the Planning Act, or the owner of land to which the Proposed Official Plan
Amendment or Zoning By-law Amendment would apply, does not make oral or written
submissions to the City before the By-law is passed, that person, public body, or owner of
land would not be entitled to appeal the decision of City Council to the Ontario Land
Tribunal (OLT).

I. Lima, Principal Planner, Development Review, appeared via electronic connection
and through the aid of a PowerPoint presentation, provided a preliminary overview
of the Official Plan Amendment OPA 26-001P, Draft Plan of Subdivision SP-2026-
01, Zoning By-law Amendment A 01/26, and Draft Plan of Condominium CP-2026-
01, submitted by Plaza 6 Inc., to permit a residential common element condominium
development. I. Lima summarized the subject lands location and the applicants
proposal for a residential common element condominium consisting of 21 three-
story townhouse units. I. Lima noted that the site was currently designated as
"Urban Residential Areas – Low Density" and required an Official Plan Amendment
to re-designate to "Medium Density Areas" to allow for an increase in density from
30 to 56 dwellings per net hectare. I. Lima summarized comments received from
area residents and advised that next steps would include City staff preparing a
recommendation report for the consideration of the Planning and Development
Committee.

Councillor Nagy acknowledged that Mayor Ashe was viewing the meeting
livestream.
B. Moss, Principal, Brian Moss and Associates Ltd., appeared via
electronic connection on behalf of the applicant and, through the aid of a
PowerPoint presentation, provided a brief overview of the development
proposal. B. Moss noted that the project proposed 21 townhouse units to
replace five existing detached dwellings. B. Moss reviewed the site layout,
including a single driveway entrance and parking provided through a mix
of double garages and single driveways. B. Moss presented artist’s
concept renderings and stated that the design intended to extend the
nautical village character along Liverpool Road. A shadow analysis was
summarized, indicating that shadows generally cleared the rear yards of
Pleasant Street properties during spring and summer months. B. Moss
concluded by stating that the applicant was willing to work with City staff to
enhance landscaping within the rear buffer area to improve screening for
neighbouring properties.

P. Ghavidel, Pickering Resident, appeared via electronic connection and,
with the aid of a photograph, stated that they were not opposed to
redevelopment but that the scale of the proposal was incompatible with the
existing neighbourhood. P. Ghavidel expressed concerns regarding
privacy, shadow impacts, and the lack of an appropriate transition to the
smaller lots on Commerce Street. P. Ghavidel requested that the City
refuse the application in its current form or require significant revisions,
including greater setbacks and additional privacy measures.
A discussion period ensued between the Chair, City staff, and P. Ghavidel
regarding concerns pertaining to the compatibility of the proposed
development with existing properties and that all comments would be
taken into account for further review.
