That Report INF 10-26 regarding the Supply & Delivery of Two Fifteen-Inch Tow Behind Wood Chippers be received; 2. That the Quotation submitted by Vermeer Cananda Inc. in response to Request for Quotation No. RFQQ2026-27 for the Supply and Delivery of Two Fifteen-Inch Tow Behind Wood Chippers, in the amount of $295,731.00 (net HST) or $328,396.00 (HST included) be accepted; 3. That the total gross project cost of $328,396.00 (HST included), and the total net project cost of $295,731.00 (net HST) be approved; 4. That the Director, Finance & Treasurer, be authorized to finance the total net project cost of $295,731.00 as follows: a. That the sum of $260,000.00 as approved in the 2026 Capital Budget be increased to $295,731.00 funded from the Equipment Reserve Fund; and, 5. That the appropriate officials of the City of Pickering be authorized to take the actions necessary to implement the recommendations in this report. 1. Executive Summary: The purpose of this report is to award Request for Quotation No. RFQQ2026-27 for the Supply & Delivery of Two Fifteen-Inch Tow Behind Wood Chippers. The Public Works Division, within the City Infrastructure Department, uses wood chippers for brushing and chipping during maintenance projects and for emergency response during severe weather events. Request for Quotation No. RFQQ2026-27 was posted on the City’s bids&tenders portal on April 21, 2026 and closed on May 8, 2026. Two companies submitted a response for this project. The quotation from Vermeer Canada Inc. complied with all of the technical requirements and was INF 10-26 June 22, 2026 Page 2 the lowest compliant response with a price of $295,731.00 (net HST) or $328,396.00 (HST included). 2. Relationship to the Pickering Strategic Plan: The recommendations in this report respond to the Pickering Strategic Plan Priority of Advance Innovation & Responsible Planning to Support a Connected, Well-Serviced Community. 3. Financial Implications: 3.1 Quotation Amount RFQQ2026-27 $290,615.70 HST (13%) 37,780.04 Total Gross Quotation Cost $328,395.74 3.2 Estimated Project Costing Summary RFQQ2026-27 $290,616.00 HST (13%) 37,780.00 Total Gross Project Cost $328,396.00 HST Rebate (11.24%) (32,665.00) Total Net Project Cost 295,731.00 3.3 Approved Source of Funds Approved Capital Account Source of Funds Available Budget Funds Required C10305.2601 Equipment Reserve Fund $130,000.00 $147,865.50 C10315.2602 Equipment Reserve Fund $130,000.00 $147,865.50 Total $260,000.00 $295,731.00 Net Project Cost under (over) Approved Funds ($35,731.00) In accordance with Section 11.02 of the City’s Financial Control Policy, where authority has been given in the annual Capital Budget for a particular project, the Chief Administrative Officer, the appropriate Department Head(s) and the Treasurer may jointly approve changes to such authorized amounts provided that the total amount of the over expenditures: INF 10-26 June 22, 2026 Page 3 a. does not exceed the lesser of 10% of the approved capital expenditure or $100,000.00; and, b. are offset by corresponding under expenditures in other approved capital expenditures. This quotation did not meet the above noted thresholds. In accordance with Section 11.05 of the City’s Financial Control Policy, Current and Capital Budget expenditures in excess of the limits established under Section 11.01, 11.02, 11.03 and 11.04 shall require the approval of the Treasurer, the Chief Administrative Officer and Council. 4. Discussion: The purpose of this report is to award Request for Quotation No. RFQQ2026-27 for the Supply & Delivery of Two Fifteen-Inch Tow Behind Wood Chippers. The Public Works Division, within the City Infrastructure Department, uses wood chippers for brushing and chipping during maintenance projects and for emergency response during severe weather events. As the City continues to grow and severe weather events become more frequent, the addition of new wood chippers to the City’s fleet will increase operational effectiveness, improve emergency storm response and reduce costs related to renting equipment. This reduces risk due to rental equipment being unavailable during or after storm events. Request for Quotation No. RFQQ2026-27 was posted on the City’s bids&tenders portal on April 21, 2026, and closed on May 8, 2026. Two companies submitted a quotation for this project. The quotation from Vermeer Canada Inc. complied with all of the technical requirements and received an acceptable score from the Evaluation Committee. Upon careful review of the responses received, the City Infrastructure Department recommends the acceptance of the lowest compliant response submitted by Vermeer Canada Inc. for Request for Quotation No. RFQQ2026-27 in the amount of $295,731.00 (net HST) or $328,396.00 (HST included) and that the total net project cost of $295,731.00 (net HST) be approved.
