Currie - Legislative Coordinator Call to Order/Roll Call The City Clerk certified that all Members of the Committee were present and participating electronically, save and except Mayor Ashe. Re: Report PLN 12-26 Official Plan Amendment Application OPA 25-004P Seaton TFPM Inc. Brock Road and Highway 407 Seaton Community (Refer to Item 4.1) E. Howson, Principal, Macaulay Shiomi Howson Ltd. (Seaton TFPM Inc.), appeared before the Committee via electronic connection to speak to Report PLN 12-26 and stated that Seaton TFPM was in support of the staff report and recommendation and advised that the proposed amendments would clarify the City's objectives for the node at Highway 407 and Brock Road and assist the City in achieving its goals for that area. John McDermott, Principal Planner, McDermott & Associates Limited Re: Report PLN 15-26 Zoning By-law Amendment Application A 03/25 (Part 2) Amendment to Consolidated Zoning By-law 8149/24, as amended Four Seasons Country Club City Initiated (Refer to Item 4.3) J. McDermott, Principal Planner, McDermott & Associates Limited appeared before the Committee via electronic connection to speak to Report PLN 15-16 as a representative of the Four Seasons Country Club and stated his client concurred with the staff report. J. McDermott advised that they had been working with staff to resolve concerns related to permitted land uses and zoning of the property. The Delegate noted that the objective was to recognize the use of lands for the purpose of a golf course and to reinstate the residential permission for two existing dwelling units for the purpose of year round operations and security, rather than providing for expansion of the golf course. A brief question and answer period ensued between Members of the Committee and J. McDermott regarding: clarification that the two dwellings were built between 1945 and 1950 and that • 3. 3.1 3.2 Planning & Development Committee Meeting Minutes June 08, 2026 2 no additional dwellings were being proposed; clarification that the client had agreed to remove the third dwelling unit, above the main home, and convert it into an office and lunchroom for employees; • whether there was intent to expand the golf course; and,• clarification that the Four Seasons Country Club was in support of the staff recommendation. • Helena Shao, Shao Law Professional Corporation and Ahmed Zaved Choudhury, Owner, 681 Pleasant Street Re: Report PLN 13-26 Notice of Objection to Part IV Designation of 681 Pleasant Street (Refer to Item 4.2) H. Shao, Shao Law Professional Corporation, appeared before the Committee via electronic connection to speak to Report PLN 13-26, representing the owners of 681 Pleasant Street. Through the aid of a PowerPoint presentation, H. Shao outlined the owners' objection to designating the property as a heritage property, stating that, in their view, the building was in poor condition and did not meet the criteria established for designation under the Ontario Heritage Act. A question and answer period ensued between Members of the Committee and H. Shao regarding: whether the mold identified on the property was limited to the basement or present throughout the dwelling, and the estimated cost of remediation; • whether the furnace was operational or required replacement;• clarification of when the bargeboard had been added to the front facade;• when the current owners had purchased the property, how long it had remained unoccupied, and the reasons for the vacancy; • whether any repairs or renovations had been undertaken by the current owners; • whether any components of the structure could be salvaged;• what the cost of restoring the dwelling to a habitable condition was;• what the owners proposed plans for the property were;• whether the owners would consider installing a commemorative plaque ;• whether the owners had considered the historical relationship between the property, the nearby General Store, and the site’s role and connection to the Nautical Village; and, • why the owners had acquired the property and subsequently left it unused.• 3.3 Planning & Development Committee Meeting Minutes June 08, 2026 3 Planning and Development Reports Director, City Development & CBO, Report PLN 12-26 Official Plan Amendment Application OPA 25-004P Seaton TFPM Inc. Brock Road and Highway 407 Seaton Community K. Bentley, Director, City Development & CBO, appeared before the Committee via electronic connection and introduced Report PLN 12-26 regarding Official Plan Amendment Application OPA 25-004P. K. Bentley advised that the area had originally been planned to accommodate high-quality employment uses and noted that recent updates to provincial planning policies, including revisions to the definition of employment areas in the Provincial Planning Statement, necessitated the application. K. Bentley further stated that the proposed amendment sought to provide greater flexibility for land use at the Official Plan level, and that City staff were supportive of the recommended re-designation. A question and answer period ensued between Members of the Committee and staff regarding: how Report PLN 12-26 aligned with the recommendations contained in Report ECD 04-26, Economic Development Strategy (2026-2030), and the suggestion that future planning processes could require conformity with the Strategy's criteria to support reductions to the residential tax base; • consideration of utilizing a checklist for future applications to ensure that they comply with the Economic Development Strategy and having that information contained in the staff report to signify that the criteria had been met; • confirmation that the re-designation would shift certain prestige employment and community node lands to low- and medium-density uses, and the rationale for converting employment lands to residential or mixed-use designations; • whether staff had undertaken modeling to estimate potential job losses associated with the re-designation; and, • whether the Pickering Federal Lands would continue to be required to meet existing employment targets. • Recommendation: 4. 4.1 Planning & Development Committee Meeting Minutes June 08, 2026 4 Moved by Councillor Brenner Seconded by Councillor Butt That Report PLN 12-26 regarding Official Plan Amendment Application OPA 25-004P be received; 1. That Official Plan Amendment Application OPA 25-004P, submitted by Seaton TFPM Inc., to amend the Region of Durham Official Plan, the City of Pickering Official Plan, and the Thompson's Corners Neighbourhood Plan, to redesignate certain Prestige Employment Node and Community Node lands to Low and Medium Density, Community Node, Mixed Corridors Type 2, and Seaton Natural Heritage System, and to permit additional employment uses on lands designated as Prestige Employment located in the vicinity of Brock Road and Highway 407 to ensure consistency with the Provincial Policy Statement 2024, and permit a broader range of land uses, including institutional, office, service commercial, high-density residential and other community-serving uses compatible with the emerging land use context of the Thompson's Corner Neighbourhood Plan area, be approved; 2. That the draft By-law to adopt Amendment 58 to the Pickering Official Plan, as set out Attachment 1 to Report PLN 12-26, be finalized and forwarded to Council for adoption; and, 3. That the appropriate officials of the City of Pickering be authorized to take the actions necessary to implement the recommendations in this report. 4. Voters Yes No Abstain Conflict Absent Mayor Ashe X Councillor Brenner X Councillor Butt X Councillor Cook X Councillor Nagy X Councillor Pickles X Councillor Robinson X Results 5 1 0 0 1 Carried on a Recorded Vote (5 to 1) Director, City Development & CBO, Report PLN 13-26 Notice of Objection to Part IV Designation of 681 Pleasant Street 4.2 Planning & Development Committee Meeting Minutes June 08, 2026 5 A question and answer period ensued between Members of the Committee and staff regarding: concerns related to the safety of the existing stone structure, the reported presence of mold within the building, and how any required remediation would be addressed; • clarification that a heritage designation would not prevent a property owner from undertaking routine upgrades or necessary maintenance, including window replacement or installation of a new furnace, provided that such work did not adversely affect the identified heritage attributes; • whether any professional structural or mold assessments had been completed for the property; • clarification of the research staff had completed and available information indicating that the criteria under the Ontario Heritage Act had been met and that the property demonstrated cultural heritage value; • whether previous applications had been submitted for the property and the status of those applications; • the potential cost to the City associated with defending a designation before the Ontario Land Tribunal; • concerns with respect to the financial burden on the property owners associated with the cost of restoring the home to a habitable condition; and, • whether additional time could be provided to allow for structural and mold assessment cost estimates to be obtained. • Recommendation: Moved by Councillor Cook Seconded by Councillor Nagy That Report PLN 13-26 regarding the Notice of Objection to the Part IV Designation of 681 Pleasant Street be received; 1. That Council decline the objection, and affirm the February 23, 2026, Council Resolution #946/26, to designate 681 Pleasant Street under Part IV, Section 29 of the Ontario Heritage Act; 2. That the By-law included as Attachment 1 to Report PLN 13-26, designating the property at 681 Pleasant Street, in accordance with Part IV, Section 29 of the Ontario Heritage Act, be finalized and forwarded to Council for enactment; 3. That Council direct staff to serve a Notice of Passing for the property located at 681 Pleasant Street, known as the “Mansfield House”, as a property of cultural heritage value or interest pursuant to Section 29(8) of the Ontario Heritage Act; 4. Planning & Development Committee Meeting Minutes June 08, 2026 6 That, should an appeal be filed with the Ontario Land Tribunal, Council direct staff to retain such external legal counsel and subject matter experts, as required, to support the decision of Council at the Ontario Land Tribunal; and, 5. That the appropriate officials of the City of Pickering be authorized to take such actions as necessary to implement the recommendations in this report. 6. That Part 2 of City Initiated Zoning By-law Amendment Application A 03/25, to permit an amendment to Zoning By-law 8149/24, as amended, to reinstate permissions for two existing residential units, and permit an accessory residential unit in conjunction with the existing permitted golf course at Four Seasons Country Club, 1850-1900 Eighth Concession Road, be approved; 2. That the Draft By-law implementing Part 2 of Zoning By-law Amendment Application A 03/25, as set out in Attachment 2 to Report PLN 15-26, be finalized and forwarded to Council for adoption; and, 3. That the appropriate officials of the City of Pickering be authorized to take the actions necessary to implement the recommendations in this report. 4.
