4.1 September 11, 2025, Meeting Minutes

That the Minutes of the September 11, 2025, Meeting of the Community Safety &
Well Being Advisory Committee be approved.

5. Delegations/Presentations
5.1 Krystal Roberts, Manager, Cultural Services
Re: Cultural Strategic Plan, City of Pickering
K. Roberts, Manager Cultural Services, appeared before the Committee and
through the aid of a PowerPoint presentation spoke to the City of Pickering Cultural
Strategic Plan, the Cultural Strategic Plan, and the Public Art Plan. K. Roberts
provided that there would be a four phase development timeline, and highlighted
several methods of community engagement that were open to the public. K.
Roberts solicited Committee Members to complete and share the Community
Questionnaire hosted on Letstalkpickering.ca/culturalsp.
A brief discussion ensued between Committee Members and staff regarding the
development of Millennium Square from the period of 1997-2002, signage on the
trail between Marksbury and Westshore, and the historical significance of
Frenchman's Bay Harbour during the 1880's.
6. New Business
6.1 Homelessness Subcommittee Updates
E. Knox provided that C. Paxton and P. Patel were unavailable to provide the
Homelessness Subcommittee Updates and that M. Eskins, DARS Inc. would

provide the Subcommittee update.
M. Eskins provided a brief overview and highlights of the Whiskers and Wellness
event and the World Homeless Day event, noting that both events had been
endorsed and supported by the CSWBAC.
M. Eskins provided information regarding the upcoming screening of the DARS
Farmhouse Documentary, This is Home and the Coldest Night of the Year (CNOY)
event.

6.2 Training & Education
E. Knox provided a brief summary of the training and education programs provided
to City staff including:
• the EGALE Workplace Inclusion Training;
• the Dementia Friendly Communities Lunch and Learn;
• the First Peoples Group Training;
• the STEP Training Inc., managing challenging interactions; and,
• the Hidden Disability Sunflower Training.
6.3 Events & Programs
E. Knox provided a brief summary of recent and upcoming Community Safety and
Well-Being Advisory Committee events including:
• the National Day of Truth and Reconciliation;
• Whiskers and Wellness;

• the Durham Region Community Walk to End Intimate Partner Violence;
• a Community Safety Meeting concerning Intimate Partner Violence;
• an Aging Well Fair;
• the Protect Your Crown, Hair Braiding Workshop; and,
• the Us & Them viewing in Bowmanville December 3, 2025.
E. Knox noted that the DARS Shower Program and the COPD Community Exercise
Clinic were both approved for renewal by Council.
6.4 Durham Region CSWB Updates
J. Kamalanathan, Durham Region, provided that the Community Safety and Well-
Being Secretariat's Community Micro-grant program for would run until end of the
year and that the Micro-grant program supports free recreational programs for
children, youth, and caregivers led by skilled volunteers across Durham Region.
J. Kamalanathan noted seven programs that were currently being offered in
Durham Region free of charge.
J. Kamalanathan provided an update and summary regarding community
workshops that were held pertaining to each of the priority risk factors as noted in
the Community and Safety Well-Being Plan.
7. Other Business
• Committee Members discussed the provincial ban on speed cameras and whether
supplementary safety measures were being considered in the City of Pickering.
○The Community Safety and Well-Being Advisory Committee is to invite City
staff to discuss safety initiatives and plans for the February 12, 2026 CSWBAC
Meeting.
• Committee Members noted that DARS would be participating in the Santa Clause
Parade and invited Committee Members to participate.

The Community Safety & Well-Being Advisory Committee (CSWBAC) is pleased to submit, for
Council’s information, the 2025 Committee Report and 2026 proposed Work Plan.
2025 Year End Report
In 2025, the CSWBAC held a total of three committee meetings. The committee contributed to the
following initiatives:
•Implementation of Community Safety & Well-Being (CSWB) Plan, priorities, and action
items.
o Human Trafficking Awareness events
o Safety, Self-Defence & Walking Home session
o Jack Talk: Youth Mental Health
o Dementia Friendly Community Training
o Online Safety by DRPS
o Pride programming
o Professional De-Escalation Training: Step Training Inc
o Intimate Partner Violence Awareness, by Herizon House
o Indigenous History Month
o Counsellor and CIT Training: Housing & Homelessness
o National Day for Truth and Reconciliation
o Community Walk to End Intimate Partner Violence
o Protect Your Crown: Black Hair Care
o Workplace Inclusion for 2SLGBTQIA+: Egale Canada
o Indigenous Cultural Awareness Training: First People’s Group

•Reviewed, provided advice, and participated in the: Durham Region Community Safety &
Well-Being Plan, Durham Region Encampment Strategy, Intimate Partner Violence and
Gender-Based Violence Regional Plan, Cultural Strategic Plan, Durham Youth Violence
Strategy, and Road Safety Discussions. Members of the CSWBAC participated in the
creation of the Homelessness Subcommittee (HS) projects and initiatives, including:
o Coldest Night of the Year, national homelessness initiative
o Us & Them Movie Screening, in collaboration with the GAP Committee
o Whiskers & Wellness, pet program for individuals experiencing homelessness
o World Homeless Day celebrations
o DARS Farmhouse Movie Screening: This is Home
•Reviewed and provided endorsement of the following community safety and well-being
initiatives:
o CSWBAC Terms of Reference revisions, (CAO 04-25) Resolution #703/25
o Community Safety & Crime Prevention Sessions, in partnership with Durham
Regional Police Service (DRPS)
o Community Safety & Well-Being Annual 2025 Report (CAO 11-25) Resolution
#772/25
o Lakeridge Health partnership to provide Chronic Obstructive Pulmonary Disease
program, (CAO 16-25) Resolution #865/25
o Dedicated Advocacy Resource Support (DARS) Shower Program Renewal, (CAO
17-25) Resolution #865/25
•Reviewed and provided feedback on the 2025 Annual CSWB Report
•Participated in annual update to Council
2026 Work Plan
The CSWB Advisor has several projects and initiatives planned for 2026 that will be presented to
the CSWBAC for consultation which include, but are not limited to:
•Wellness Checks, Food & Housing Insecurity
o Homelessness Subcommittee (HS) initiatives – Training, Programs & Staff
Education
o Enhance connections to wrap around supports and services
o City Procedure: Housing Insecurity and Encampments finalization
•Community Safety Meetings & Programs
o DRPS Community Safety sessions quarterly
o CSWBAC & HS Programs and events – World Homeless Day, Violence Prevention,
Durham Elder Abuse educational opportunities, Mental Health supports
o Regional Initiatives - CSWB Plan Implementation, Durham Region Poverty
Response, Community Healing Protocol, Emergency Social Services alignment
•Training & Partnerships
o Durham Region CSWB Situation Table
o STEP Inc. Professional De-Escalation Training
o Workplace Inclusion Training (Egale Canada)

The CSWB Advisor has ongoing planning which will be presented to the CSWBAC for
consultation:
•2025 CSWB Annual Report
•Stakeholder engagements and presentations to the committee
•Supporting Durham Regional Police Services and Fire Services in community safety
initiatives
•Public education campaigns
Work of the CSWBAC also includes:
•Consult on community safety and well-being action items and proposed work plans.
•Provide feedback to staff on the development of community engagement initiatives related
to community safety and well-being.
•Act as community safety champions and look for opportunities through community
partnerships and engagement initiatives that focus on enhancing sense of belonging and
celebrated social and cultural expression.
•Connect community partners to the community services and EDI team, to deliver on goals
listed in the CSWB Plan.
•Report to Council Annually through the committee’s work plan.
