Presentations/Delegations There were no delegations for the meeting. 6. General Business 6.1 M. McFarland RE: Pickering Arts Culture Engagement (PACE) Subcommittee Update M. McFarland spoke to objectives and updates fromthe PACE subcommittee meeting held on June 6,2024. 1.To date three Community Groups have agreedto meet with PACE in response to email correspondence and additional follow upemails will be sent. 2.The Subcommittee is preparing their Report toCouncil requesting funds for a Public Art PieceInstallation. There were no questions. 6.2 S. Barakov RE: Celebration of Gordon Lightfoot Final Artist Selection for Endorsement S. Barakov presented the results of the Communityvotes and Public Art Jury’s deliberations on June 12,2024, which awarded the Celebration of GordonLightfoot Public Art installation to Artist Geordie Lishman. The cost of the project is $60,000.00 plus HST and is included in the 2024 Public Art Reserve. The Public J. Is there a possibility someone’sfingers be injured (cut) while playing thestrings? 2.What is the anticipated care/maintenance ofthe Public Art piece? and,3.What makes the art piece interactive? S. Barakov spoke to the following interactive components of the Art Piece: •The guitar strings can be played, and •The rear of the guitar is soft and plays like a drum. There were no further questions. Barakov spoke to the Public Art Jury awarding theUtility Box Wrap project to Artist Rainier NaomiMagtalas. The funding for the Public Art Piece is$2,000. City Staff have requested feedback from the Seaton Community residents with regards to designconcepts. The feedback is to be collected by CityStaff in July and August 2024 during times when theCity is offering Programming in the Community. A discussion ensued about endorsement. There were no questions from the CAC. S. Barakov requested endorsement from the CulturalAdvisory Committee for the Artist only. The Artwork S. St. Amant RE: The 2024 Community Banner Series Top Five Artists for Endorsement. J. St. Amant spoke to the top five short-list Artistselected by the Public Art Jury who will be invited tosubmit conceptual designs for seven CommunityBanners. A discussion ensued about the Community Banner timelines and positioning across the City. J. St. Amant spoke to the following answers inresponse to questions put forth from CAC Members: 1.The selected banners are displayed for two years.2.Artists can apply each year, to participate inthe program, there is no limit to application orselection. There were no further questions. J. St. Amant requested endorsement from theCultural Advisory Committee for the top five Artists; 1.Serene Chan;2.Zuna Amir;3.Pelly Smith; 4.Sima Naseem; and,5.Roger Garcia. Moved A. Palmer. St. Amant RE: Placemaking Chestnut Hill Developments Recreation Complex Digital Artwork Display Artist Selection for Endorsement. J. St. Amant spoke to background details of theArtwork Display: •Six Artist proposals were received; and, •Artist Matthew James Catalano was selectedby the Placemaking Selection Committee whowill receive an artist fee of $2,000. A brief discussion ensued with the following answers to questions from the CAC Members. •The Artist will create twenty digit artworks. •After two years the City will no longer have production rights to the artwork. PACE Subcommittee Members: Michael McFarland - Chair Debbie Thompson Samantha Almeida – Schroen Ruchi Wali Objectives of the PACE Subcommittee: 1)to recommend a plan to expand Cultural Fusion to include as many cultural communities as possible. 2)to engage each of Pickering's cultural communities in showcasing elements of their culture (arts, music, dance, food and drink) to the community at large through new initiatives, activities and partnerships. 3)to recommend public art that represents the Pickering Mosaic. The first item to report is that Samantha Almeida–Schroen, Vice Chair of the Cultural Advisory Committee and a member of the PACE sub-committee, welcomed her first child - baby girl Zenita Lina Lewis, born June 30 at a solid 9lb 4oz. Item #1 We are pleased to report that three organizations answered our email wishing to meet. They are the Hispanic Canadian Alliance of Durham, Ukrainian Canadian Congress – Durham Region Branch and Welcome Centre Immigrant Services Pickering. Jesse Arranged a meeting room for us at East Shore Community Centre. The meeting took place on June 26, 2024. - 7 - PACE Subcommittee Report Page two September 17, 2024 It was a very informative meeting, and lack of communication was the number one item that came up throughout the meeting. Whether this is valid will take some discussion. The three organizations represented at the meeting were pleased to have been asked to attend. They wondered if the deadline for Cultural Fusion participation could be extended. And Jesse arranged for the extension, and we notified the three organizations. The meeting lasted a little over two hours. We learned that many organizations already have events throughout the year in conjunction with the City of Toronto cultural events. Perhaps that train may have left the station for the City of Pickering. More work is required. We also learned that the three organizations have extensive reach within their respective communities and are prepared to assist with communications from the Cultural Advisory Committee. Only three attended the meeting despite the two emails to cultural committees. While a little disappointing, the PACE sub-committee feels it is a start, and we can build from this meeting. However, it does say something about the cultural communities, and we believe we need to prepare a questionnaire as a research tool. It could include specific questions to understand why cultural communities stay within themselves and do not reach out to the entire community. PACE will prepare a first draft and bring the survey to the full committee to prepare the final questionnaire draft. We will attempt to send it out before the next meeting. Item #2 There was one more item from our meeting with the three organizations. It is presented here just as information as it will require extensive discussion about the pros and cons of such a request. The Ukrainian Canadian Congress – Durham Region Branch brought up the idea of having a Ukrainian village. When we started to talk about it – it seemed to gain some excitement. The topic turned to the City of Pickering Mosaic Village. We discussed this topic for 45 minutes. PACE promised to discuss this idea and see if it was feasible. We believe this is a long-term plan and may have too many obstacles to overcome. However, we must show the organizations that we did our due diligence. The Ukrainian Canadian Congress said they would contact us in the fall to discuss their idea. PACE may begin looking into this project; however, because of its complexity, it will no doubt be carried forward to the new Cultural Advisory Committee. - 8 - PACE subcommittee report Page three September 17, 2024 Item #3 The Subcommittee has begun preparing our presentation to the City of Pickering Council for financial support for our branding of the Pickering Mosaic – Many Cultures – One Community. We will bring it to this full committee for your input and approval. It requires staff input for costs and reaching out for designs. We will have this ready for the October meeting. This report completes the latest PACE activities. - 9 - Memo To: Cultural Advisory Committee September 17, 2024 From: Jesse St. Amant Coordinator, Cultural Services Copy: Director, Community Services Manager, Cultural Services (Acting) Supervisor, Cultural Services Subject: Community Banner Series – Top 3 -For EndorsementFile: S-1000-013 Public Art Background: The Community Banner Series call for expression of interest invited artists starting on May 1, 2024, to identify their intent to design street banners that will animate and transform the streetscape into welcoming and engaging spaces. Artists were asked to include a resume/CV, references, brief artist statement outlining interest in project, showing relevant experience, ability, and general artistic approach, and a maximum of 10 images of past work. Design proposals were not included at this stage. The City invited artists to respond to this call by May 31, 2024 and received 33 applications. The Public Art Jury reviewed the 33 submissions the week of June 10, 2024 and identified a top 5 short-list based on artistic excellence and demonstrated or perceived ability to create and execute an innovative, engaging public artwork that is complementary to the overall design scheme and community context. The top 5 short-list selected artists as determined by the Public Art Jury were invited to participate in stage 1. As part of stage 1, the short-listed artists were notified on June 19, 2024 and invited to submit a conceptual design proposal for the series of seven (7) banners. Short-listed artists were paid a fee of $1,500.00 (+HST) for their submission of the conceptual design banner series by August 16, 2024. Next Steps: The Top 3 artists as selected by the Public Art Jury will proceed to stage 2 where they will complete their final designs for fabricated and installed on Kingston Road and Valley Farm Road in December 2024. Stage 2 Artist will be paid an artist fee of $2,750.00 (+HST) for their submission of 7 completed banner designs. These banners will be on display for 2 years. - 10 - Decisions of the Public Art Jury are reviewed by the Cultural Advisory Committee and are final, pending approval of the Director, Community Services as per the Community Banner Policy CUL 140. Discussion: Community Services is requesting that the Cultural Advisory Committee endorse the Top 3 Community Banner Series Artists moving onto stage 2 as selected by the Public Art Jury. Each piece incorporates a backdrop that reflects a distinct aspect of Pickering, bringing to life the essence of the city in a way that is suitable for public display. These artworks not only build appreciation for public art but also emphasize the inclusivity and diversity of Pickering’s community across age, race, and gender. - 22 - Serene Illustrations serene_chan77@hotmail.com COLLECTING STARLIGHT SKETCH REFERENCES & INSPIRATION COLOR MOCKUP FINAL WORK IN PROGRESS This whimsical illustration depicts a witch procrastinating on her responsibilities of collecting starlight. Instead of fishing for fallen stars for her next potion, she's engrossed in her book of spells. As a child, I loved the idea of where shooting stars might land and what they might look like when you found them. Much of my paintings are inspired by fleeting thoughts like this one, which help me create a full-fleshed backstory for my characters. Please note that my “sketch” stage is meant to provide a rough artistic interpretation of my concept. The “color mockup” stage is meant to give viewers an idea of what colors I will be using. Following the Public Art Policy (CUL 130), Community Services will be issuing a public one stage opportunity for artists/ artist teams to apply. The Call to Artists – Placemaking Opportunity; Window Painting will be released on September 23, 2024. These locations have been thoughtfully selected to enhance the aesthetic appeal of the site and to integrate art into the everyday experiences of visitors and residents alike. Currently, three specific locations have been designated, with a fourth being considered for potential future development: •Location 1: Exterior, Front of the Building - 46 - - This location offers a highly visible and impactful space for public art, greeting visitors as they approach the PHCC. Art installed here has the potential to become a defining landmark for the centre, reflecting the cultural heritage and identity of Pickering. •Location 2: Exterior, Public Art GardenSituated within the garden area, this location provides a serene and contemplative environment where art can interact with natural elements. This space is ideal for artworks that invite reflection and engagement, creating a harmonious blend of nature and creativity. •Location 3: Interior, Suspended Public ArtInside the PHCC, the designated space for suspended art offers a unique opportunity for artists to create works that interact with the architecture of the building itself. This location is particularly suited for dynamic, eye-catching installations that can be appreciated from multiple angles and levels within the centre. •Location 4: Exterior, Potential Future LocationWhile not yet finalized, this location is under consideration for future development as the PHCC evolves. It represents a forward-looking approach to public art, ensuring that there is room for growth and new artistic expressions as the needs and interests of the community change over time. The received submissions were reviewed by the Public Art Jury on June 12th, 2024. After deliberations, the Public Art Jury decided to award the opportunity to Rainier Naomi Magtalas (Attachment 2). The Artist began the creation of the design based on the provided preliminary brief. In addition, the Artist attended Summer Concerts at Rick Johnson Memorial Park on July 19, 26 and August 9, 2024, and engaged the community which further informed the creation of the art. The Artists final design was approved by the Public Art Jury on September 6th, 2024 via email. About the Artist: “I'm a passionate illustrator and graphic designer who loves using expressive colors and storytelling in my work. The installed work will remain on site from November 15th, 2024, until January 31st, 2025. Based on conversations with Indigenous members, specifically the Indigenous Relationship Building Circle, it was brought up that Indigenous Artist should not compete against each other for art opportunities. In the Public Art Policy (CUL130), 10.01 Purchase or Commission of Public Art, the City can commission an artist for the creation of art through Direct Invitation/Commission or Purchase (Single/Sole-Source). We have participated in several outreach opportunities in Durham Region throughout the summer. Roots to Rebellion: Funding for this project was provided by the Government of Canada Museum Assistance Program Digital Access to Heritage ($212,000) and the Canadian Race Relations Foundation ($50,000). The Log House and Log Barn rejuvenation project and Roots to Rebellion exhibit has been completed and the website launched. Roots to Rebellion explores early settlement of Pickering, Black history, and the Rebellion of 1837. The completed project includes interactive augmented reality pieces by Oddside Arts, a public art piece by Georgia Fullerton, and a variety of interactive activities including a water pump, hand-plough, stump pulling, navigating by the stars, and voices from the community. Roots to Rebellion Launch: The Roots to Rebellion exhibit launch took place August 16th and saw 157 guests in addition to staff, volunteers, Mayor, and council. MP Jennifer O’Connell, Mayor Ashe, and artist, Georgia Fullerton, provided remarks prior to the official opening of the exhibit and public art unveiling. “Join Millie as she shows you what it was like in Pickering in the 1830s. Learn about early settlement, Black history, and the Rebellion of 1837. Guests can try plowing a field, building a fence, and explore augmented reality artifacts and animated content.
