3. Approval of Minutes

spoke to some administrative changes and
corrections noted for the March 27, 2024 Minutes.

1. That the March 19, 2024 Minutes be approved;
and,
2. That the March 27, 2024 Minutes be approved, as amended.

5. New Business
5.1 Brougham Hall Community Centre
E. Game reviewed the draft motion with the Committee and summarized the suggested
changes.
Moved by C. Doody-Hamilton Seconded by L. Jeffrey
WHEREAS the Brougham Hall is the former Pickering Township Hall, and is a “Recognized”
Federal Heritage Building because of its historical associations, and its architectural and environmental values;
Whereas Brougham Hall was purpose-built in 1854 by local community members and was the first
town-owned building that housed government decision-making;
Whereas Brougham Hall is located at the geographic heart of Pickering Township and has served as an important civic and political gathering
space for 170 years;
Whereas Brougham Hall is Federally owned and is leased by the City of Pickering, and under this lease agreement, the City is responsible for all maintenance;
Whereas the Hall has been closed since March 2020 (due to COVID 19) and the official status of Hall is “unsafe for public” and has never been reopened for use or rental since the COVID emergency;
Whereas Transport Canada installed a new metal roof in 2019 to help protect this heritage asset;
Whereas Brougham Hall is part of an ongoing City of Pickering Facilities Renewal Study to determine if
“disposal” is justified due to the cost of repairs and
lack of rental revenue; and,
Whereas there is a clear threat to Pickering’s historical record, if Council were to choose “disposal” of the Brougham Township/Community
Hall;

Therefore the Heritage Pickering Advisory Committee recommends that Pickering Council direct City staff to expedite a meeting with all
interested stakeholders with the express purpose of formulating a plan for the preservation and continued sustainable use of Brougham Hall to maintain this historic property for the benefit of Pickering residents.
