Moved by Councillor Pickles Seconded by Councillor Johnson WHEREAS in Resolution #251/97, the City of Picketing specifically identified ;hat during the Highway //407 detailed design phase, two interchanges be vrovided in Seaton, but not located on either North Road or Sideline 24; and WHEREAS recent media reports have indicated that there are plans for full interchanges at North Road and Sideline 24; and 17 18 19 20-22 23 24-25 -2- Council Meeting Monday, September 17, 2001 7:30 P.M. WHEREAS in a recent CD ROM, 407 SLF have identified these interchanges as part of their contract with M.T.O.~ and WHEREAS the residents of Whitevale have consistently raised significant concerns, and have opposed, an interchange at North Road and Sideline 24; and WHEREAS the bridges for North Road are being built as a pass-over of Highway 407 and SLF Joint Venture's contract with 407/ETR does not include an interchange to be built at this location. SLF's contract does, however, require them to build two interchanges, known as the Seaton interchanges, between York Region Road #30 (the Markham-Picketing Townline) and Brock Road, within a specified time frame. The contract with 407/ETR does state that the location of these interchanges is subject to negotiation and agreement between 407/ET1L the City of Picketing, and the affected stakeholders; and WHEREAS the Environmental Assessment (EA) for the East Partial Extension, which was approved on June 24, 1998, also indicates that the final location for the interchanges between Regional Road 30 and Brock Road have not yet been determined. The EA indicates that the final location of the interchanges will be decided upon through the City of Pickering's Seaton secondary planning process. The Ministry of Transportation (MTO) advised the City of Picketing at the time the overpasses were being constructed, that they were not the full interchanges, and that the future location of the interchanges will be subject to the City's Planning process and involve 407 ETR Concession Company Limited, and the affected stakeholders: and WHEREAS during the review of MTO's environmental assessment it was, and remains, the position of Picketing Council and staff that North Road and Sideline 24 not be the location of the arterial roads and interchanges and that these arterial roads and interchanges be build east of North Road and east of Sideline 24; and is to be determined in including the residents of WHEREAS the location of future interchanges consultation with the City and affected stakeholders, Whitevale and area; NOW THEREFORE the Council of the City of Picketing confirms and reiterates its opposition to locating full interchanges at North Road and Sideline 24 and urges the Ministry of Transportation to meet its commitment to consult with the City and stakeholders prior to a decision on the locations of full interchanges; and FURTHER THAT this resolution be copied to the Chair of the Regional Municipality of Durham, The Honourable Janet Ecker, M.P.P., Ajax-Pickering- Uxbridge, the Honourable Brad Clarke, the Minister of Transportation, SLF Joint Venture and 407/ERT. Moved by Councillor Brenner Seconded by Councillor Pickles WHEREAS Heritage Picketing requested that an allocation of $16,800.00 be provided in the 2001 Current Budget in Account 2743-2392 (Consultative & Professional) to provide for the retention of a consultant to undertake the inventory of historically and architecturally significant buildings in the City of Pickering; and 26 Council Meeting Monday, September 17, 2001 7::30 P.M. WHEREAS an allocation of $5,000.00 was ultimately approved for this Account; and WHEREAS the consultant has completed a major portion of the inventory of historically and architecturally significant buildings in the City but requires further funding of $5,000.00 to complete the inventory, of those buildings located on the Federal lands: NOW THEREFORE the Council of the Corporation of the City of Picketing hereby approves an over-expenditure of $5,000.00 in Account 2743-2392 (Heritage Picketing - Consultative & Professional) in order to complete the invento~ of historically and architecturallv significant buildings on the Federal lands. That for the duration of 2001, $75,000.00 be charged to the Corporate General Government Provisions for Contingencies. That $75,000.00 for 2002 be granted as pre-budget approval as a 2002 expenditure from the Current Operating Budget and that a new line item be set up for this purpose. 5. CARRIED: MAYOR Appendix I Planning Committee Report PC-2001/01 That the Planning Committee of the City of Picketing having met on September 10, 2001, presents its first report to Council and recommends: PLANNING & DEVELOPMENT REPORT PD 20-01 NOTION ROAD LAND USE AND URBAN DESIGN STUDY That Council receive the Addendum to Report PD 20-01 and replace the recommendations ' Report PD 20-01, dated May 4, 2001, by adoption of the following recommendations; That Council receive, as background information, the Notion Road Land Use and Design Study, prepared by the Planning & Development Departments of the City Picketing and the Town of Ajax, with consulting assistance from the firms of Brook and iTrans Consulting Inc., dated May, 2001, and attached as Appendix I to Report PD 20-01; as amended June, 2001 by the updated replacement pages contained Attachment #1 to this Addendum Report; That Council initiate an amendment to the Picketing Official Plan to implement the results the Notion Road Land Use and Urban Design Study, and request staff to hold a public meeting on October 18, 2001 to replace the "Study Area" designation on the west of Notion Road in Picketing with a "Mixed Employment" designation, and add new policies to the Village East Neighbourhood, generally as set out on Appendix II to Report PD 20-O 1; That Council initiate an amendment to Picketing Zoning By-law 3036 to implement results of the Notion Road Land Use and Urban Design Study, and request staff to hold statutory public meeting on October 18, 2001, to replace the various "MI" zonings with appropriate "MC-mixed employment" zoning, generally as set out on Appendix III to Number PD 20-01; That Council adopt in principle, the Urban Design Guidelines for the Notion Road generally as set out on Appendix IV to Report Number PD 20-01, and request that revise the guidelines as necessary to be consistent with the adopted official plan amendment reformat the Guidelines to fit the Compendium Document to the Official Plan, and bring final Development Guidelines to Council for adoption with the final official plan and zoning by-law by Spring 2002; That Council adopt in principle, the Informational Revisions to the Picketing Official generally as set out in Appendix V to Report Number PD 20-01, and request that staff the Informational Revisions if necessary to be consistent with the adopted official amendment, and bring the final Informational Revisions to Council with the final plan amendment and zoning by-law by Spring 2002; That Council adopt other implementation measures to improve the Notion Road Area, as out in Appendix VI to Report Number PD 20-01, including the following: a) consideration during the annual budgeting process for contributions towards the urbanization of the north end of Notion Road; possible acquisition of blocks for purposes between Marshcourt Drive and Notion Road; special gateway treatments at intersections; planting street trees; burial of hydro wires; and a pond adjacent to Duffins Creek; b) supporting the establishment of a community/business improvement liaison group, for Notion Road Area; and c) requesting the Town of Ajax to amend is noise by-law to permit action on complaint from Picketing residents about noise originating in Ajax; and Appendix I Planning Committee Report PC-2001/01 That Council request the Clerk to forward a copy of Report Number PD 20-01 and the Addendum to Report Number PD 20-01 and the related Council decision to the Clerk of the Town of Ajax. PLANNING & DEVELOPMENT REPORT PD 32-01 ADJOURNMENT OF ONTARIO MUNICIPAL BOARD HEARING ON ZONING BY-LAW AMENDMENT APPLICATION A 22/00 WOOD, CARROLL ET AL PART OF LOT 28, RANGE 3, B.F.C. WHEREAS the Regional Municipality of Durham has passed By-law No. 47-2001 to establish tax ratios and By-Law 42-2001 to adopt estimates of all sums required by The Regional Municipality of Durham for the purposes of the Regional Corporation and By-Law 45-2001 to set and levy rates of taxation for Regional Solid Waste Management and By-la~vs No. 44-2001 to set and levy rates of taxation for Regional General Purposes and set tax rates on Area Municipalities; and, WHEREAS Provincial Regulations require reductions in taxes for certain classes and or subclasses of property; and, WHEREAS the Regional Municipality of Durham has passed By-law No. 65-98 opting to have the optional property classes consisting of the office building property class, shopping centre property class and large industrial property class within the Region of Durham; and, WHEREAS the City of Pickering passed By-Law No. 5856/01 to establish the tax rates for the levying of taxes on all properties and, WHEREAS it is necessary for the Council of The Corporation of the City of Picketing pursuant to the Municipal Act, to levy on the whole ratable property according to the last revised assessment roll for The Corporation of the City of Pickering for the current year; and, WHEREAS an interim levy was made by the Council of The Corporation of the City of Pickering (pursuant to By-law No. 5802/01) before the adoption of the estimates for the current year; and, WHEREAS sub section 392(4) and (5) of the Municipal Act, as amended, permits the issuance of separate tax bills for separate classes of real property for year 2001. NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY PICKERING HEREBY ENACTS AS FOLLOWS: OF For the year 2001, there shall be levied and collected upon the commercial, industrial and multi-residential assessment the rates of taxation per current value assessment for general purposes as set out in By-Law No. 5856/01. SLF's contract does, however, require them to build two interchanges, known as the Seaton interchanges, between York Region Road #30 (the Markham-Picketing Townline) and Brock Road, within a specified time frame. The contract with 407/ETR does state that the location of these interchanges is subject to negotiation and agreement between 407/ETR, the City of Picketing, and the affected stakeholders; and WHEREAS the Environmental Assessment (EA) for the East Partial Extension, which was approved on June 24, 1998, also indicates that the final location for the interchanges between Regional Road 30 and Brock Road have not yet been determined. The EA indicates that the final location of the interchanges will be decided upon through the City of Pickering's Seaton secondary planning process. The leased cost is $16,000 per month. Picketing would share this cost with Markham for the duration of the project. Projected cost $8000 per month ($48,000) Pickering would also be required to lease for each household the required number of carts for the target area at a cost of $8.00 per cart from the same supplier used by Markham. Projected cost: 1000 carts over six months ($48,000). An additional cost for delivery: ($5000). Advertising, educational, and promotional activities: ($15,000). It has been suggested that an amount not to exceed $150,000 would ensure that this project moves forward allowing for projected costs as well as buffer for any unexpected costs. The Director of Finance has been consulted with and has advised that sufficient funds are available for the balance of 2001 through the Corporate General Government provision for Contingencies with the remaining 3 months requiring pre-budget approval to be included in the 2002 Current Operating Budget with a new line item to be created to reflect it. In addition to these actual costs to Pickering, Miller Waste has committed to provide in kind services to offset the following: 1 Organic collection truck and driver 1 Driver for the leased Heil truck for the purpose of recycling and residual collection Project Management assistance Other components of this project, which would not have any financial impact on the City, include: Organic materials for composting at a cost of 120 tonnes @$75.00 per ton avoids the equivalent cost for landfill disposal ~ $75.00 per ton. The processing costs are alreadv covered by Durham Region, who will continue to receive the financial profits from the sale of the materials. It is important again to stress that ifPickering does not move forward as part of the Phase 2 Marklmm project there would be a substantial increase m costs to move forward on our own. Based on the projected initial costs for Markham in Phase 1 this could amount to $425,000 compared to less than $150,000 a savings of at least S275,000. BACKGROUND: The City of Pickering has a lon~ standing history of being thc recipient of traditional forms of "Waste Disposal" and its impact on our Community, and in particular tine environment. As a Council xxe are on record opposing any use of existing or tile creation of new Landfill Sites within our boundaries. Our Citizens througtn the hard work of P.A.C.T have also embraced this position. With an impending crisis looming in Durham and other parts of tine ©TA with the closing of Kecle Valley, unless a creative solution is fbund, once again communities such as Pickering will face the prospect of becoming an unhappy host tbr waste disposal. One might argue that the solution rests with the Regional level of Government. however, to date in Durham, in spite of a Public Advisor5.' committee that provided input into a future Waste Management Plan that supported a 3 streain waste management system: there has not been any change in direction at the Regional level. By contrast in the Region of York, a long-term waste management strategy is already in the works. In December 1999, the Town Council for Markham authorized staff to proceed with the development of a waste collection pilot project. The pilot project was intended to study the public acceptability and practical aspects of some of the latest collection options for organic food waste, recyclables, yard waste and refuse. In addition, data collected during the pilot would be made available to the Region of' York as part of their deliberations for a long-term solid waste processing and transfer facility. The pilot project xvas launched in April 2001 and included 588 households in an established comnmnity. The focus of the pilot project was to test a cart-based collection system for a 3- stream waste management system. The "Markham's On A Roll" cart-based pilot project is a 3-stream waste management system for the collection ofrecyclables, organics and garbage. The material is set out in the following fashion: · Garbage and fully co-mingled recyclables are separated and set out in a 416 litre (100 gallon) split cart (the cart is split 50/50 vertically) · Kitchen organic waste and non-woody yard waste is set out in a 242 litre (64 gallon) cart · All carts are collected on a weekly basis · Extra yard waste is collected on the regularly scheduled bi-weekly yard waste collection As of May 25, 2001, only eight residents elected not to participate in the cart-based pilot project by continually setting their waste at the curb in blue boxes and garbage bags. By contrast, 580 residents, or 99% of all residents in the "3larkham's On A Roll" pilot project area are participating voluntarily. An interim review of the project has already confirmed that the pilot project achieved a diversion rate of approximately 04¢o. This is twice the performance of the Town-wide average of 32%. People are placing more material out for recycling and this has been a significant factor in raising the overall diversion rate. Miller Waste Systems has advised that the recyclables collected from the carts have been a much cleaner and dryer material than that of blue box origin Because of the great success of over the first six months of this pilot, Markham has approved an additional six months from October to the end of March 2002. A PILOT PROJECT FOR PICKERING During the summer recess a meeting was held with Management Personnel from Miller Waste as well as the Project Co-coordinator assigned to the Markham Pilot. An opportunity was provided to tour the collection process and to interview various residents in the target area. Pickering has an opportunity to partner with Miller Waste and Markham in the second phase of this project. By moving forward as soon as possible Pickering can cost share on this project with Markham thereby reducing their costs and ours. Savings can be found by partnering with Markham on common shared infrastructures required for the project to work. Additional benefits would be found by the sharing of data as part of a review on the conclusion of the project. In an effort to be consistent with Markham a target population of 500 homes should be selected for this project. In anticipation of moving forward staff from Pickering, together with staff from Miller, are reviewing community data and demographics in order to select a target community. The cart-based pilot project will be a 3-stream waste management system with the collection of garbage, recyclables and organics. The project will involve the use of two carts to collect the three material streams. One cart will be divided and used to collect garbage and recycling. The second cart (not divided) will be used to collect food and yard waste. All garbage, recyclables, kitchen organics and yard waste will be collected on a weekly basis to be consistent with Markham for research purposes. Report to Council CO 02-01 Subject: Waste Diversion Pilot Project Date: September 4, 2001 Page 4 Each target home would be provided with 2 of the carts similar to that used in Markham, the same 2 trucks being used as pan of the Markham project will be used Ibr Picketing. Miller will transport organic materials to a compost facility, in order to be consistent with the 1VlarMmm project, for the duration of the project, all recycling materials will be sent to the Miller site in Markham for separation. Common educational materials that have already been developed for the Phase 1 Markham project will be made available to the City of Picketing. Miller will provide the project management at no cost. The programming for the automated cart-based pilot project has been based on systems that are in place in many municipalities in thc U.S. These systems utilize automated collection where the operator does not leave the cab of the vehicle to load material into the truck. An automated, hydraulic arm is controlled by the driver to clamp the collection cart, load the contents of the cart into the vehicle and return the cart to the curbside. Co-Collection Efficiencies Thc waste materials will be collected using co-collection technology where two streams of material can be collected in a divided vehicle in one pass ogthe household. The use of this co- collection technology will result in improved collection efficiencies and will likely be able to reduce overall collection costs. By contrast present collection requires 2 persons per truck compared to 1 person per truck using this method. Thc details og the collections being proposed tbr this pilot are outlined below: · the garbage and recycling streams will be co-collected in separate compartments of an automated split packer collection vehicle · organic material (both food and yard waste) will be collected in an automated single compartment packer · during the peak season (i.e. gall) additional yard waste can be bagged or bundled and will be collected in a single compartment packer collection x chicle The processing of the material being collected in the pilot project is being coordinated with our collection contractor, Miller Waste Systems. The details ogthe processing methodology for the pilot are listed below: · garbage, recycling and organics will be delivered to Miller Waste System's transfer station on Miller Avenue, Markham. · the garbage will be compacted, bulked and transported to Keele Valley landfill site for disposal in the usual fashion · the recyclables will be transferred to Miller's Markham MRF where they will be sorted, baled and shipped to market · the organics will be composted at Miller Waste System's Composting Facility on Bloomington Sideroad COMMUNICATION MATERIAL A major component of the pilot project will be the development and delivery of communication and public education material to the residents who will be participating in tt~e program. Items that will be included are: · introductory letter to the residents detailing the pilot · surveys (prior to, during and at the completion ogthe pilot) · development of messaging and communication materials (i.e. streaming guides, progress reports, feedback to participants on achievements to date etc.) Markham has already acquired the services of a communications consultant to aid with the development of these materials in conjunction with Miller Waste Management staff. Pickenng would adapt these mater/als for their use.
