Welcome and Disclosure of Interest
J. St. Amant called the meeting to order at 7:00 pm
and introduced Carol Sabean from the Pine Ridge
Arts Council as a new stakeholder on the
committee. Due to a lack of quorum the meeting is
deemed to be conducted for informational purposes
only.
J. St. Amant reviewed City Policy ADM 040, Section
14. No disclosure of interest was brought forward by
any of the committee members.
2.
Review of Minutes
J. St. Amant reviewed the minutes from the meeting
held on Tuesday, October 29th. E. Forde requested

that a sentence be omitted from the minutes. It was
the consensus of the committee to adopt the
revised minutes as received.
3.
Pickering Museum Village
L. Gibbs distributed copies of the 2020 museum
brochure and indicated that the annual report will be
provided at the next meeting.
L. Gibbs provided the following updates pertaining
to the museum:
Achievements in 2019
• redesigned the heritage kitchen
• Nimble Thimbles received a Heritage Civic
Award
• started Vintage Victuals mentorship program
• doubled capacity for the theme tea program
• redeveloped educational programs
• the conservation building has been
completed and staff have been granted
occupancy
• received a $4,000 grant to start an
Indigenous Steering Committee
2020 Work plan
• this will be year of marketing to build
awareness about the museum
• construction on the combination barn will
being in June
• working on the Blacksmith shop
rehabilitation. Submitted a grant to develop 3
workshops
• planning to work with partners at Durham
Tourism to initiate bus tours
• working on the design of the Heritage Centre,
which will include an art gallery and local
history room. Construction is scheduled to
begin in 2021

• working with J. St. Amant on the volunteer
policy and program
• new programs are launching this year such
as a Haunted Ghost Walk and Culinary
Family Saturdays
• A Spirit Walk: Call to Rebellion will be
celebrating its 25th Anniversary
• attempts are being made to make programs
more contemporary resulting in a different
historical interpretation of the past
J. St Amant advised that if the museum has any
staffing needs that L. Gibbs can send out a request
to the committee for support.
4.
Public Art Committee — Review
J. St. Amant advised that the Public Art Policy was
adopted on November 25th, 2019. Part of the policy
is a need for a public Art Committee, as identified by
section 07.01 of the policy, which reads: The Public
Art Committee will be a standing sub -committee of
the City's Cultural Advisory Committee. The Public
Art Committee shall be comprised of seven
members from the community selected by the
Cultural Advisory Committee. Three members will
be from the Cultural Advisory Committee itself. The
other four members will not be members of the
Cultural Advisory Committee, but will have
professional experience related to at least one of
the following disciplines; urban planning or
development, landscape architecture, architecture,
visual, literary or performing arts, art history, art
administration or education, curation, visual arts
consulting, civil engineering, art review/writing, or
heritage research and planning. All members of the
Public Art Committee shall be residents of Pickering
and will demonstrate a significant knowledge of arts
and culture.
T. Ryce advised that the committee calling will be
done through the community page, social media,
Curbex signs and Linkedin. This will be a working
committee therefore individuals will apply and go
through the panel interview process similar to that of
the Age Friendly Steering Committee, which utilized

a submission component before interviews were
held. We can ask questions beforehand and take a
multistep approach for member selection. This
committee will meet 6 times a year or less.
C. Sabean advised that she can post this
information on the Pine Ridge Arts Council website.
5.
Cultural Fusion Festival
T. Ryce advised that the Cultural Fusion event has
been named the 20120 Culture and Arts Experience
and will take place on Saturday, September 12th. An
overview of the event was provided, which will be
heavy in the sensory aspects of various cultures.
Groups will be attending to sell various cultural food
options. The sponsorship packages have
distributed.
The first meeting to form the committee is
scheduled to occur at 6:00 pm at 1101 Kingston
Road on Monday, March 9th. An invitation will be
provided to a multitude of organizations to discuss
how they can get involved and to receive
recommendations for artists as well as a
collaboration of ideas.
The first meeting with the new committee will occur
the 3rd week of March. Various roles will be
developed to build a capacity for the community.
L. Gibbs advised that the Toronto Arts Council runs
a program like this, which is done in 2 phases. The
approach is that the festival is spread out, which
works very well.
T. Ryce indicated that budget approval was
received for a one day festival.
6.
City Centre Public Art Review
T. Ryce noted that the 2 trellises, which were
designed by Ron Baird, have been installed in the
east end of Esplanade Park. The official unveiling
will be at Artfest on Saturday, May 23rd. This is the
first public art piece of the public plan. The other
interactive art pieces will be installed in March.

Phase 2 will consist of musical pieces.
Artfest will be used to showcase that music inspires
art and will consist of a multitude of activities. There
will be a large installation in the gardens and the
flower beds will have soundwaves running through
them. A new section this year will see 19
independent authors. There will also be a new
accessible activity where you can go into a body
sock and become a piece of art.
T. Ryce indicated that the banner program is ready
to relaunch and applications can now be received
year round. If selected, amateur artists will receive
$150.00 whereas professional artists will receive
$350.00, which is an increase from the previous
program, as per CARFAC 2020 rates.
T. Ryce advised that there is a new building being
constructed at the intersection of Liverpool Road
and Highway 2. The developers have contributed
$15,000 to a public art piece.
7.
Other Business
J. St Amant advised that Constable Marten Wind of
the DRPS cancelled his presentation and attempts
to reschedule have been unsuccessful. As a result,
the body worn camera project will be removed from
the agenda moving forward.
J. St. Amant indicated that he has discussed the
possibility of having a presentation conducted
regarding the new casino with Kyle Bentley,
Director, City Development & Chief Building Official.
K. Bentley has taken this request to his committee
and will advise if a presentation is feasible.
J. Sabean advised that the 4 heritage buildings in
north Pickering has been photographed and are
ready to be painted by Robert Hinves.
T. Ryce noted that she is trying to come up with a
digital presentation of the paintings and is still
working on a home for them.

T. Ryce indicated that there are two pieces that are
funded and there is money in the budget to move
forward with a few heritage recognition projects.
There will be a relaunch of the Place for Arts
program.
J. Sabean suggested having a plaque placed in the
Blacksmith shop to recognize the accomplishments
and contributions of Bill Lishman.
L. Gibbs advised that Bill Lishman's work will be
incorporated into the programming in the Blacksmith
shop.
P. DeWilde noted that the Pickering Football Club
has received an Ontario Trillium Foundation Grant
to explore and test innovative ways to increase
activity levels among members of priority
populations in the Pickering/Durham area. There
will be a Cultural Groups Recreation Focus Group
discussion at the Pickering Welcome Centre on
Wednesday, March 11th from 2:00 pm — 4:00 pm.
A. Sardar requested to have a spiritual or wellness
room for visitors incorporated into one of the
buildings at the museum.
L. Gibbs noted that the current amenities are limited
however this can be looked at for the Heritage
building.

T. Ryce suggested using an outdoor space as a
quiet zone.
Laura advised that she is currently exploring a grant
for a forest walk program.
J. Currie provided an overview of the Rotary Club's
involvement with the First Nations community and
indicated that City staff will be going to Scugog to
learn about their many traditions.
T. Ryce advised that staff are working on a land
achievement statement.
The next meeting is scheduled to occur on
Tuesday, April 28th at 7:00 pm in the Main
Committee room.
