By-LAW NO. 4846/96
Being a by-law to establish the Human
Resources/Administrative Services Department, to
create the Administrative Director of Human
Resources position.
WHEREAS, pursuant to the provisions of section 207.45 of the Municipal Act, R.S.O. 1990, chapter
M.45, the Council fo The Corporation of the Town of Pickering may pass by-laws for appointing such
officers and employees as may be necessary for the purposes of the Corporation;
NOW THEREFORE, the Council of the Corporation of the Town of Picketing HEREBY ENACTS AS
FOLLOWS:
1. The Department of Human Resources is hereby created in accordance with the Organizational
Chart attached as a Schedule hereto.
2. The position of Administrative Director of Human Resources is hereby added to the Town's
administrative organization.
3. The position description of the Administrative Director of Human Resources is hereby adopted
by Council in accordance with the attached Schedule.
4. The position of Administrative Director of Human Resources shall be funded from account
#2139.
BY-LAW read a first, second and third time and finally passed this 16th day of September, 1996.

1. IDENTIFICATION:

2. MAIN DUTIES:
responsible for managing the operations, standards, budget and staffing of the Human Resources
Department;
provide leadership and direction to the Corporation's Human Resources function;
analyze Corporate Human Resource requirements and initiate special studies or projects to address
organizational change;
formulate, recommend and implement appropriate Human Resource policies and procedures to
ensure attainment of the Corporation's long and short-term strategic goals and objectives;
advise and assist Council, management and staff on the interpretation and administration of Human
Resource policies, procedures and programs;
direct the collective bargaining process including administration, interpretation and negobat~on of
collective agreements;
originate and present training and development programs to management and staff in response Io
Corporate requirements; and
perform other job-related duties as assigned.
3. QUALIFICATIONS, SKILLS & EDUCATION:
Mandatory:
Graduation from a recognized university or an equivalent combination of specialized tram,ng and
experience in the field of Human Resources,
Several years progressively responsible experience in Human Resource administration ~,th a
minimum of five years experience at a senior managerial level;
In-depth knowledge of current Human Resource theop/, trends, practices and employment
legislation.
Demonstrated policy development, negotiation and project-management experience,
Demonstrated strong admin;strative, communication and presentation skills.
Demonstrated ability to provide leadership and to direct the operations of a municipal human
resources department, its staff and resources, to deliver consistently high standard professional
service.
Secondary:
Professional designation
Related experience ~n a Municipal or public sector environment would be an asset.
The incumbent must demonstrate a commitment and adherence to all aspects of occupational health and safety
(legislation, Town policies and procedures) as apphcab~e to the position.
