THE PICKERING/ONTARIO LIAISON COMMITTEE
HELD ON THURSDAY, JUNE 19, 1997

1. Adoption of Minutes of the Meeting of March 20th, 1997
Moved by Ross Fitchett
Seconded by Ken Talbot
That the Minutes of the meeting of March 20th, 1997 be adopted.

2. Barry Parsons - New Developments Atomic Energy and Control Board of
Canada
Mr. Parsons gave an overview of the presentation made to Members of Council on
Monday, June 16th, 1997. Copies of the overheads are attached.
He continued by advising that the Nuclear Safety and Control Act received Royal
Assent on March 20th, 1997 and will replace the current Atomic Energy Control Act,
but will not come into effect until next year. He advised that the current Atomic
Energy Control Act has become obsolete and major changes have been made in the
new Act.

3. Ken Talbot- Plant Update
Mr. Talbot advised that he would be making a presentation at the hearing for the re-
licensing of the Pickering Nuclear Generating Station, which will be taking place on
June 25th in Ottawa.
He stated that the PNGS is running well with six units in operation. One unit will be
taken down shortly, cooled and the present fuel replaced with new. This procedure
will take approximately ten days.
4. Sub-Committee Report- Public Meeting- May 29, 1997
Councillor Senis advised that the public meeting held on May 29th concerning
Emergency Preparedness in Durham was poorly attended. It was recommended that
another meeting be held next year.
She further advised that the Pickering/Ontario Hydro Liaison Committee attended the
open house held on May 3rd. This event, which was excellent for public awareness,
was well attended by approximately 1,500 people. A second Open House will be held
on September 20th, and the Committee were again invited to attend, man a booth and
perform the same function.
Mark Rohlehr discussed the possibility of a small committee being formed to address
concerns of parents regarding transporting children in an emergency. He
recommended that school representatives, transit representatives and emergency
representatives be members of the committee.

That a recommendation be made to the Emergency Planning Office to form a
committee to addressed concerns of parents with respect to evacuation issues.

5. Presentation - Carl Ando•nini Nuclear Performance and Advisor Growl, -
Terms of Reference
Mr. Andognini advised that he was requested to come to Pickering to upgrade the
Pickering Nuclear Generating Station and along with him he brought six very
knowledgeable individuals with expertise in this field.

He stated that hopes to increase participation in communities and is also attempting to
improve communication with staff, addressing expectations from both sides. He is
convinced that Pickering is operating safely and has improved considerably.
An exhaustive assessment is taking place by seventy experts and a report will be made
to the Board on August 12th. Once the program has been approved, implementation
will take place in a timely manner and within budget. The Report will be made
available to the public.
Mr. Andognini advised that this facility would become a world class facility with
marked changes taking place within six months and the overall implementation
program over the next four years.
6. Rod Clarke- Update on Seismic Assessment
Mr. Clarke provided an overview of the Seismic Assessment. Copies of the overheads
are attached.
7. Minutes of the Seventh Meeting of the Durham Nuclear Health Committee

Seconded by Evans Enyolu
That the minutes of the seventh meeting of the Durham Nuclear Health Committee
dated February 17, 1997 and May 13, 1997 be received.

8. Other Business
Mayor Arthurs advised that Members of Council met with the Minister of the
Environment and discussed the Task Force studying copper/zinc emissions. It was
determined that membership of the Task Force was appropriate. He spoke with the
Minister about broader communication with the community and to work towards
stakeholders being involved with items such as nuclear issues. The Minister requested
that correspondence be forwarded to her with regards to this matter and stated that it
would be considered and reviewed.
