Meeting) (I) ADOPTION OF MINUTES Regular meeting of October 1, 1990. (II ) DELEGATIONS 1. Mr. Lorne Almack stated that Counci 1 shoul d not endorse any recommendati on of the Greater Toronto Area Ai rport Study COIII!1ittee be:ause the mandate and goa 1 s of thi~. Col1J/1ittee are not clear. He questioned the G.T.A.'s urgency in forcing this issue particularly in view of the fact that the Federal Government is carrying out an envi ronmenta 1 assessment of Lester B. Pearson Internati ana 1 Ai rport and the responsi bil ity for the G.T.A. has been transferred to the Ministry of the Environment. 2. Mr. A1 Graham stated that ~he issues identified by the Greater Toronto Area Ai rport Study COI1I:1ittee are very comp 1i cated and the community wants to be i nvo 1 ved in the process. Pickering has been impacted negative"ly by other G.T.A. decisions and this Study could be another problem. He noted that it would be very expensi ve to upçrade Lester B. Pearson Internati ona 1 Ai rport and that the G. T.A. wants to excl ude pri vate industry from any involvement with the airport. 132 18/90 (III) RESOLUTIONS Resolution'149/90 Moved by Councillor Br~nner Seconded by Councillor Johnson . Whereas the Town of Pickering is being subjected to a chronic situation of illegal roadside dumping, and Whereas the collection of this illegal roadside garbage is anticipated to cost the taxpayers of the municipality a projected $75,000 to $100,000 during the 1991 tax year, and ~hereas this situation and its projected cost is a direct result of Metropoli tan Toronto 0 s change in fees for vehi cul ar traffic entering the Brock West Landfill Site, Now Therefore the Corporation of the Town of Pickering instructs its Solicitor to serve notice upon the Municipality of Metropol itan Toronto its intent to recover these costs and any other re1 ated expenditures which may be attri buted to Metro' s actions. Further, following this, that the Solicitor for the Corporation of the Town of Pickering is hereby instructed to initiate proceedings against Metropolitan Toronto to recover said costs. CARRIED (V) 137 18/90 OTHER BUSINESS Councillor Mitchell inquired into the status ordering a Canadian flag for the Council Chambers. Councillor Van Kempen thanked the members of the Economic Development Task Force for their conscientious work on this Committee. Councillor Johnson reported that there will be a meeting regarding Regional Road 5 at Claremont Public School on October 23, 1990 and a meeti ng about Ü:e facilities at the Civic Complex on October 24,1990. Counci 11 or Johnson thanked the Di rector of Community Services and Facilities for his speedy response to the tree problem at Guild Road and Finch Avenue. Counc i 11 or Johnson reques ted a copy of the report regarding the fire on Brock Road that destroyed a barn. Councillor Johnson congratulated members of the staff of the Planning Department on their promotions throu~h reorganization: The following matters were discussed prior to the regular meeting: a) Council met with representati ves of the Durham Board of Educati on wi th respect to the payment for services on Liverpool Road as a result of the construction of the Pine Ridge High School. The Town Manager reported that the accumu1 ated costs of the legal and other consultative fees for the Pl landfill site is now at $200,000. Councillor Johnson reported that a sign on Altona Road south of Whiteva1e has been destroyed and should be replaced. Councillor Mitchell reported that a stop sign at Ada Court and Shadybrook Drive has been destroyed and should be replaced. Councillor Van Kempen reported that a girl guide group wants the temporary use of the vacant Mapl e Ridge library. Council discussed a report of the Director of Public Works dated October 9, 1990 regarding Durham Recycl i ng and the Regi on of Durham and asked that a resolution be prepared outlining various concerns of the Town. 18/90 138 (VI) CONFIRMATION BY-lAW . By-law Number 3574/90 Councillor Mitchell, seconded by Councillor Van Kempen moved for leave to introduce a By-law of the Town of Pickering to confinn the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 15th day of October, 1990 and t~Qt_the same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
