Order of the Minister of the Environment exempting the proposed

Assessment Act, subject to certain terms and conditions; and
Whereas the making of that Ministerial Order raises certain
issues of concern to the Council of the Corporation of the Town
of Pickering, including:
(a)
the possibility that the decision to exempt was
a 1 ready made before the Mi ni ster requested comments
from the Town;
(b)
the possibi1 ity that the Minister was biased in his
consideration of the exemption request both on the
basis that he had previously committed to grant an
exemption and on the basis that he had been too
involved in the SWISC proceedings to be unbiased;
the possibil ity that the exemption decision was made
on inadequate information;

of the Greater Toronto Area, namely Durham, Halton,
Metropolitan Toronto, Peel and York;
the propriety of the process implemented by the

imposed to respond to hi s request for conments on the
exemption request;
the propriety of the process implemented by Durham in
entering into an agreement respecting the site with
Metropolitan Toronto; and
the validity of the agreement between Durham and
Metropolitan Toronto, particularly in view of
