A Meeting of the Pickering Town Council was held on Monday,
June 18, 1990 at 7:30 p.m.

DELEGATIONS
Richard Maj, 1128 Meadowlane Crescent, spoke in
support of the Notice of Motion with respect to the
effect of electromagnetic field (EMF) exposure. He
requested a moratorium on development near the area
and stated that a commi ttee shoul d be establ i shed to
review the scientific results and report back to
Council.

ELECTROMAGNETIC FIELD EXPOSURE

WHEREAS the Council of the Corporation of the Town of Pickering
is opposed to designation of new lands for residential purposes
within 100 metres of the Cherrywood Transformer Station because
of the concern of the effect of electromagnetic field (EMF)
exposure to humans;
NOW THEREFORE be it resol ved that rel evant bodies be requested
to provide information as to any studies they have carried out
involving risks to humans from EMF exposure and what
consideration they have given in this regard when offering
surplus lands for sale.

OTHER BUSINESS
Councillor Johnson stated that the Separate School
Board's opposition to development should be considered
by Council.
Councillor Johnson stated the Region of Durham passed
a resolution in support of the Ajax/Pickering Hospital
expansion.
Counci 11 or Van Kempen thanked Counci 1 for its support
of the car/van pool transportation study.
Counci 11 or Van Kempen stated hi s support of economi c
development in the Town.
Counci 11 or Brenner reported on hi s attendance at the
American Public Power Association conference and
stated he will distribute information to Members of
Council.
Councillor Mitchell stated that the boulevards in the
Downland Drive/Creekview Circle area need repair.
The following matters were discussed prior to the
regular meeting:
(a)
Council agreed that a prominent location should
be found to display the hand carved Town crest.
(b)
Council agreed that the request of the Director
of Community Services and Facil ities to expend
$9,000 to clean and seal interlocking brick be
dealt with in 1991.
(c)
The Town Manager was authorized to investigate
the possibility of permitting PACT to use the
vacant Liverpool Library Branch on a temporary
basis.

Counci 11 or Brenner, seconded by Counci 11 or Di ckerson moved for
leave to introduce a By-law of the Town of Pickering to ~onfirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on the 18th day June, 1990 and
that the same be now read a first, second and third time and
that the same be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation be thereto
affixed.

That Town Council recommend to Regional Council that Draft
Plan of Subdivision 18T-89119, submitted by Malone Given
Parsons Limited on behalf of the owner Landford-Dixie South
Limited, on lands being Part of Lot 24, Concession 2, Town
of Pickering, be APPROVED as revised subject to the
following conditions:
1.
That this recommendation apply to the plan prepared
by Malone Given Parsons Limited, dated November 12,
1989 (Job No. 88:274), as revised in red and bearing
the Town's recommendation stamp.
2.
The owner make satisfactory arrangements with the
Town regarding the required parkland dedication.
3.
That the owner enter into a subdi vi si on agreement
with and to the satisfaction of the Town.
4.
That the owner make satisfactory arrangements
regarding the provision of all services required by
the Town.
5.
That the owner agree to dedicate all road allowances
wi th proper corner roundi ngs and sight tri angl es to
the Town.
6.
That the owner agree to convey to the Town:
(a) Block 44 for road widening purposes (Dixie
Road) ;
(b) the 0.3 metre reserve shown as Block 46;
(c) any other easements as required.

location and relationship of all buildings prior
to the issuance of any building permits.

10. That prior to final registration of this plan,
the owner;
(a) satisfy the Director of Public Works
respecting stormwater management facilities;
(b) submit a Draft 40M-P1an to be approved by
the Town Planning Department;

submit additional tree inventory information

respecti ng the trees situated on Lots 9-12
and Lots 37-43), and a preservati on program
to the satisfaction of the Town and agree
that no trees be removed unti 1 such time as
thi s program has been approved by the Town

demolition of all structures on the subject

12. That Block 45 be developed for residential

That the subdivision agreement contain a
provision which restricts construction traffic to
Di xi e Road at an appropri ate 1 ocati on north of
Lot 27 to the satisfaction of the Director of

serving the development of this plan does not use

occupied residential units fronting thereon.
In accordance with Town policy, the owner provide
for the upgrading of the Dixie Road frontage
across the subject property to full urban

envelope, house design and house siting details
with special emphasis on tree preservation and

DEDESIGNATION OF PROPERTIES IN WHITEVAlE
