(I) ADOPTION OF MINUTES Regular meeting of April 17,1990. Special Meeting of April 23,1990. Counci 11 or Johnson requested tha t the Mi nutes of the Regular Meeting of April 17,1990 reflect that he was absent due to being out of Town on business. (II) 1. PRESENTATIONS Tom Brown, President, Kinsmen Club of Pickering, presented a paintin] entitled "Trusted Friend" to the Council and the people of Pickering. (III) DELEGATIONS . Resolution #55/90 Moved by Councillor Brenner Seconded by Councillor Johnson NOXIOUS WEEDS FILE NUMBER - A2260 That the Council of the Town of Pickering authorizes the publ i cati on of a Pub1 i c Noti ce regardi ng the destruction of weeds under the provision of the Weed Control Act of the Province of Ontario and directs the Regional Weed Inspectors to cause noxious weeds or weed seeds to be destroyed in such a manner as they may deem proper; and that the expenses incurred by the said Weed Inspectors in the discharge of their du~es shall be placed on the Collector's Roll of this municipality against the respective parcels concerned and that such amounts shall be collected in the same manner as taxes under the Municipal Act. WHEREAS the Town of Pi ckeri ng. in its efforts to reduce the volume of peak hour traffic, encourages car pool arrangements; NOW THEREFORE Councillors Van Kempen and Mitchell are hereby authori zed to prepare a report to exami ne the feasi bi 1 ity of introducing a computerized commuter-matching service to encourage the use of car pools between Pickering and Metro Toronto and to identify the costs, summer help requirements and pilot area to be utilized; and that the Director of Transportation be directed to act as a resource to Councillors Van Kempen and Mitchell. THIRD READING Councillor Van Kempen, seconded by Counci 11 or Johanson moved that the report of the Committee of the Who1 e on By-1 aw Numbers 3456/90, 3457/90, 3458/90, 3459/90 3460/90 and 3461/90 be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and C1 erk now read a thi rd time and PASSED and that the Mayor and Cl erk si gn the same and the seal of the Corporation be affixed thereto. . (VI) CARRIED OTHER BUSINESS 1. 2. 3. . 4. 5. Councillor Johnson stated that he would like to hear the school boards' position on the imposition of commercial and industrial lot levies. Councillor Johnson reported that Metro Toronto is now cha rgi ng ti ppi ng fees to persons bri ngi ng hou seho 1 d garbage to the Brock West Landfill Site in 1/2 ton trucks and trailers and is concerned that these people may be inclined to dump this garbage on the road allowances. Councillor Brenner stated stated t~at if the Region of Durham does not deal with a tree preservation l:>y-1aw before June 30, 1990, he will be asking Council to apply for an Order-In-Council to permit the Town of Pickering to pass such a by-law. Councillor Brenner reported that the report of the Race Relations and Multicultural Committee will be considered by the Executive Committee on May 14,1990. Councillor Brenner explained his reasons for requesti ng a change in the seati ng arrangement of the Members of Council. (VI) 6. 7. . 8. 9. 10. 11. 12. . 13. 14. 15. 16. 17. . 10/90 61 OTHER.. BUSINESS .-continued Councillor Brenner inquired into how cOlllllercfal taxes are calculated. Counci nor Brenner stated that the Regfön of Durham has placed a high priority on the use of Whites Road as a route for vehicles travelling to the proposed Pl landfill site. Councillor Mitchell reported that he received many ca 11 s from rest dents who 1 i ve north of Hi ghway 401 about the use of Whites Road as a route for vehicles travelling to the proposed Pl landfill site and stated that he sent a letter toth.ese residents stating that the Regi on of Durham has made no decf si on on thi $ matter. Councillor Mitchell stated that the Region of Durham will be considering a tree preservation in two weeks. Councillor Mitchell thanked the Deputy Directors of Public Works and Parks and Faciìities for their participation in the tree removal in the Fairport Beach area. Councillor Mitchell reported that crosswalk signs are now universal. Councill or Van Kempen reported that he sent a 1 etter to residents in the vacinity of Douglas Park to receive their comments on the feasibility of a parking lot in that park. Councillor Van Kempen reported that the Town of Vaughan has hired a Director of Economic Development to aggressively seek industrial and commercial development. Councillor Morgan reported that she received very little response to a 1etter she sent to residents in the vacility of G1engrove Park about the installation of a parking lot in that park. For this reason, the parking lot will likely go ahead. Councillor Morgan stated that Brock Road is also designated as a possible route for vehicles travelling to the proposed Pl landfill site. Mayor Arthurs stated that the Council shoul d not blame itself for the lack of commercial and industrial building permits in 1990 because the Town may have been saturated with this development in the past. The following matters were discussed prior to the regular meeting: a) Resolution #64/90 Moved by Councillor Van Kempen Seconded by Councillor Mitchell APPOINTMENT OF PLANNING DIRECTOR FILE NUMBER - A1900 That Mr. Neil Carroll be appointed as Director of Planning effective June 11,1990. the CARRIED (VI) 17. . . BUSINESS - continued b) The Town Manager was authorized to prepare a report on the feasibility of installing traffic signals at the intersection of The Esplanade South and Glenanna Road. c) Council approved a request from the Part-Time Firefighters Association to hold a car wash for charity in the municipal parking lot on The Esplanade South on June 2,1990. The regul ar Pl anni ng Collllli ttee Meeti ng of June 21, 1990 has been cancell ed and rescheduled for Wednesday, June 20,1990. d) e) Councillor Morgan requested that the Mayor send a letter to the Minister responsible for the development of the Seaton Community to request that the Town be informed of any building demolitions in this area. f) Resolution #65/90 Moved by Councillor Van Kempen Seconded by Councillor Morgan COUNCIL SEATING PLAN FILE NUMBER - A2110 That the seating plan in the Council Chambers for Members of Council be the same as was in pl ace prior to the move to the Civic Complex. CARRIED g) Councillor Morgan stated that she would like to study the parking situation in the Village East subdivision over the next two weeks. CONFIRMATION BY-LAW By-law Number 3462/90 Counci 11 or Van Kempen, seconded by Counci11 or Johnson moved for 1 eave to introduce a By-1 aw of the Town of Pickeri ng to confi rm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 7th day May, 1990 and that the same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. .
