Councillor Cahill, seconded by Councillor Mitchell moved for
leave to introduce a By-law of the Town of Pickering:

By-laws Number 1931/84
Being a Zoning By-law to amend Restricted Area (Zoning)
By-law 3036, as amended, to implment the Official Plan of
the Town of Pickering District Planning Area, Region of
Durham, Part Lots 3, 4 and 7. and Lot 22. Plan 228, in the
Town of Pickering.

Councillor Cahill, seconded by Councillor Mitchell moved
that the report of the Committee of the Whole on By-law
Number 1931/84 be adopted. and that the said By-law be now
read a Third Time and PASSED, and that the Mayor and Clerk
sign th~ same and the seal of the Corporation be affixed
thereto.

Councillor Cahill seconded by Councillor Mitchell moved for leave
to introduce By-laws of the Town of Pickerirl:
By-law Number 1933/84
Being a by-law to dedicate Block 20, Plan 40M-1282, part of Block
28, Plan 40M-1254 (Part 2, Plan 40R-7581). part of Lot 1, Plan 221
(Part 4, Plan 40R-7581), and part of Lot 29, Concession 1 (Parts
5, 6, 7 and 8, Plan 40R-7581) as public highway (Amberlea Road;
Highview Road; Stroud's Lane)
By-law Number 1934/84
Being a by-law to dedicate Blocks D-l and P-l, Plan M-I059 and
part of Lot 28, Concession 1 (Parts 1 and 2, Plan 40R-3053) as
public highway (Parkside Drive).
By-law Number 1935/84
Being a by-law to exempt Lot 5, Plan 40M-1234, Pickering. from
part lot control.
By-law Number 1936/84
Being a by-law to designate property owned by Peter and Rebecca
Constantinides in the hamlet of Whitevale as being of archi-
tectural and historical value or interest.
By-law Number 1937/84
Being a by-law to amend By-law Number 1606/82 to appoint persons
to various agencies, boards and committeeq.

Councillor Cahill. seconded by Councillor Mitchell moved that the
report of the Committee of the Whole on By-law Numbers 1933/84,
1934/84, 1935/84, 1936/84 and 1937/84 be adopted. and that the
said By-laws be now read a Third Time and PASSED. and that the
Mayor and Clerk sign the same and the seal of the Corporation be
affixed thereto.

OTHER BUSINESS
(VI)
Councillor Arthurs asked that the Director of Public
Works consider the clearing of snow around the perimeter
of the Esplanade.
Councillor Cahill asked that Bell Canada be urged to
supply a Region of Durham telephone book for those
residents with a 2B6 exchange.
Councillor Mitchell reported that work was carried out
on the boulevard on the south side of Oklahoma Drive,
east of Whites Road. but the sod was not replaced.
The following matters were considered prior to the
regular meeting:
a)
The Director of Parks and Recreation was directed to
not hold a Mayor's Levee on January 1, 1985 because
of the cost.
b)
In response to a letter from the Eaglebrook
Corporation, Council agreed to waive the requirement
for a chain link fence in Plan M-1185 where it abuts
the Blue Brand Plaza.
c)
In response to a petition from the residents of
Maple Ridge north, Council directed that the walkway
leading from Cedarwood Court to the hydro right-
of-way shall be of timber steps filled in with wood
chips.
d)
In response to a petition from the residents on
Rougecrest Drive, Council directed the Town Manager
to inform the sponsor of the petition that the
M.T.R.C.A. requires a fence where their lands abut
residential property.
e)
The following resolution was considered:

That Pickering Cable T.V. Limited be levied a charge
for each utility box located on Town-owned lands.

By-law Number 193B/84
Councillor Stoner, seconded by Councillor Robertson moved for
leave to introduce a By-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on December 3. 1984 and that same be
now read a first, second and third time and that the same be now
finally passed and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.

TOWN OF PICKERING
The Executive Committee of the Town of Pickering having met
November 26, 1984 and presents its eighteenth report to the
Council of the Town of Pickering and recommends:
1.
PROPOSED AMENDMENTS TO
PICKERING DISTRICT PLAN
REGARDING HOLDING SYMBOLS
AND TEMPORARY USE BY-LAWS

That the Official Plan Amendments to Part I of the
Pickering District Plan a~ outlined in Appendix I to
Town Planning Report 149/84 be recommended for APPROVAL,
forwarded to the Council of the Regional Municipality of
Durham for their adoption, and to the Minister of Munio-
ipal Affairs and Housing for final approval.
2.
PROPOSED AMENDMENT TO
OFFICIAL PLAN REGARDING
HAMLET DEVELOPMENT PLANS

That Town Council endorse Town Planning Report 51/84 and
forward it to the Planning Committee and the Council of
the Regional Municipality of Durham as its cO88ents on
Commissioner's Report No. 84-164 dealing with Hamlet
Development Plans (File
84-17/D/WW) .

ASSESSMENT ERROR
FILE NUMBER - A 2310.293
Whereas Section 496 of the Municipal Act. R.S.O. 1980.
transfers the responsibility for the hearing of
applications for cancellation, reduction or refund of
taxes to the Council of the Municipality;
And Whereas purst1ant to Section 497.1 of tine Municipal
Act, the council may increase the taxes levied against
any person where it is ascertained that such person has
been undercharged by reason of any gross or manifest
error;
And Whereas a notice in writing of an application has
been received by the Clerk of the municipality for the
cancellation. reduction and refund of taxes due to a
gross or manifest clerical error,
And Whereas upon investigation and receipt of reasonable
explanations, this claim has been substantiated;
Now Therefore the Council of the Town of Pickering
hereby authorizes the deduction of taxes in the amount
of $351.20 based on an assessment of $6,678 from roll
number 01-18-14200 of 348947 Ontario Limited and the
addition of taxes in the amount of $351.20 based on
ass...ment of $6,678 to roll number 01-18-14000 of Helen
Satnik/Helen Hair.

dated Novemher 2, 1984 for a grant be refused.

SATELLITE CAMPUS

Whereas the students attending Durhaa College from the
Ajax/Pickering area makes up the second largest portion
of the student population; and
Whereas this large student populati~n has difficulty
travelling to the College because of distance and
transportation services,
Now Thereforø the Board of Governors of Durham Coll~ge
be urged to establish a satellite campus in the Ajax/-
Pickering area to better service the students of this
area.

and that the ~inistry of Transportation and Communi-
cation. be requested to approve access to the Hub Mall
Plaza from Highway 12 for westbound traffic be NOT
APPROVED. ---
