Taylor - Town Clerk ABSENT: Mayor Anderson - (attending Emergency Measures Organization seminar) ( I ) ADOPTION OF MINUTES Regular Heeting of October 15. 19811 Special Meeting of October 22. 198/¡ (II ) RESOLUTIONS Resolution 1102/811 - Appendix II Moved by Councillor Arthurs Seconded by Councillor Stoner That the Executive Committee Report dated October 22. 198/¡ be adopted. CARRIED Resolution 1103/8/¡ . Moved by Councillor Robertson Seconded by Councill Stoner That the quotation submitted by Robbie's Rentals for the supply of one Thomas T-133 Skid Steer Loader in the amount of $21.257.80. be approved. CARRIED 20/84 96 Resolution 1104/84 . Moved by Councillor Robertson Seconded by Councillor Stoner That the Regional Munioipality of Durham be notified that the Cou"cil of the Town of Pickering endorses the street name change of Durham Regional Road Number 23 to Lake Ridge Road save and except that portion of the road known as Mara Road. Osborne Street and Simcoe Street in Beavertcn. CARRIED Resolution 1105/84 Moved by Councillor Mitchell Seconded by Councillor Stoner That the accounts in the amount of $1.772.225.64 for the period ending October 31.1984. as submitted by the Town "'anager. be approved. CARRIED Councillor Robertson declared an interest in Cheque Number 7507 because he is a part owner of the Pickering Bay News. ~esolution #106/84 Moved by Councillor Mitchell Seconded by Counci"lor Arthurs That By-law Number 1769/83 (Exotic Animals) be amended to permit the keeping of 70 pigeons for racing or show purposes. CARRIED Resolutio~ #107/84 Moved by Councillor Robertson Seconded by Councillor Kitchen That staff be directed to compare the cost of providing regular transit services and taxi service to the Squires Beach area to connect with the Town's transit terminals at the GO Station and the Sheridan Mall. . CARRIED (III) BY-LAWS Councillo~' Mitchell. seconded by Councillor Robertson moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1898/84 - Two Readings Only To change the name of Sheridan Hall Parkway to Pickering Parkway. BY-law Number 1917/81 To amend By-law Number 1776/84 to authorize the construction of a roadway and storm sewer as a local improvement. . By-law Number 1918184 To amend By-law Number 55/71 prohibiting heavy traffic. By-law Number 1919/81 To amend By-law 506/76 to provide for the erection of "Stop" signs at certain intersections within the Town of fickering. By-law Number 1920/81 To amend By-law 911/78 designating certain highways within the Town of Pickering as through highways. 20/84 THIRD READING 98 . Councillor Robertson. seconded by Councillor Mitchell moved that the report of the Committee of the Whole on By-law Numbers 1917/84. 1918/84. 1919/84, and 1920/84 be adopted. and that the said By-laws be now read a Third Time and PASSED. and that the Mayor and Clerk sign the same. and the Seal of the Corporation be affixed thereto. Councillor Arthurs requested that the lighting of the pedestrian crossover at the intersection of Fieldlight Boulevard and Glenanna Road be improved at night. Councillor Arthurs requested the Director of Parks and Recreation to report on the feasibility of holding a Halloween Party at the Recreation Complex open to all children in the Town. Councillor Stoner inquired into the status of her request to have the Region check the warrants for traffic signa13 at the intersection of Brock Road and Finch Avenue. Councillor Stoner reported that Metro Toronto will be proceeding with work at the Brock West Landfill site to correct the odour problem at a cost of 1.9 million dollars. Councillor Stoner asked that transit service to 1910 Faylee Crescent be reinstated. that the agency responsible for this building be identified and asked to make improvements to the driveway to accommodate the buses and that benches be installed on Liverpool Road at the bus stop at the rear of 1910 Faylee Crescent. Councillor Robertson asked that a traffic count be con- ducted to determine the need for a pedestrian crossover on Finch Avenue at St. Isaac Jocques Separate School. Councillor Kitchen asked to be advised on what bus service is available to the senior citizen residences on Foxglove Avenue. St. Martins Drive and Valley Farm Road. Councillor Kitchen requested a report on the feasibility of providing transit services on New Year's Eve. Councillor Mitchell asked that the H.T.C. be requested to alleviate the traffic problems on the eastbound lanes of Highway 1401 east of Port Union Road. The following matters were discussed prior to the regular meeting: 20/84 q9 ~ / ':/ t"8 a) Council considered a confidential report of the Director of Plannins resardins an industrial development and passed the following resolution: Resolution #110 Moved by Councillor Stoner Seconded by Councillor Mitchell That the uses outlined in the report of the Direoto_r of Planning dated Novelllber 2. 1984 be endorsed. CARRIED b) The Town Manager reported that the Director of Public Works has reco..ended that the developer on the west side of Roaebank Road be responsible for providing urban services on Rosebank Road, however. Council direoteõ that the developer be required to pay cash-in-lieu of these services. c) The Director of Planning was directed to seek proposals from the firms of Malone. Givens and MaoCauley/Shiomi to prepare the Community Improvement Polioies. (V) CONFIRMATION BY-LAW By-law .u.ber 1921/84 Councillor Stoner. seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its aeeting held on November 5. 1984 and that same be now read a first. second and third ti.e and that the salle be now finally pa8sed and that the Mayor and Clerk sign the sa.e and that the Seal of the Corporation be thereto affixed.
