Johnston, Clerk MOVED by Mr. Deakin, seconded by Mr. Greening, that minutes of meeting held November 5, 1962, be approved. CARRIED MOVED by Mr. Wank, seconded by Mr. Deakin, that minutes of meeting held November 19, 1962, be approved. CARRIED MOVED by Mrs. McPherson, seconded by Mr. Spang, that minutes of meet~ng held November 26, 1962, be approved. CARRIED The following CORRESPONDENCE was considered: 1. Coroner's Jury recommends that "warning signals" be placed at ra~lway where it crosses sideline between Lots 2 and 3, Concession 4. Council took no action. 2. MetrO Planning Board and MetrO Toronto and Region Conservation Autho'r·~ty ask Counc~l to endorse certa~n changes as to use of Flood Plain Lands. See Resolution No. 298/62. 3. Clerk advised there has been no drainage award for Tindall lands in Lot 30, Concessions 2 and 3. 4. De1a'r'tment' 'of 'Highw'ay's of Ontario approves mileage for Road Vo kswagen: First 7000 miles @ 10¢. Over 7000 miles, and up to 14,000 miles - .08¢. November Building Report. Thirty permits for estimated valuation. of ~182,Ut>O.UO. The following PERSONS, on MOTION, were heard: 1. On MOTTON of Mr. Greening, seconded by Mr. Wank, Mr. Russell Gost~ck was heard. Mr. R'Üs'sell G'ostick, representing several farmers, asked the Townsh~p to d~vert the stream in Lot 28, Concession 7, so that it would not flow down the Township road allowance, or assist them financially to do the work. As the request came because of an owner in Lot 28 taking water, Council refused to take sides in a local dispute. 2. On MOTION of Mrs. McPherson, seconded by Mr. Greening, that Mr. Colin Beal was heard. Mt'.' Cölin 'Beal, being Secretary of Bay Ridges Separate School Board, asked counc~l to agree to their selling a part of their lands to the Roman Catholic Church. As this meant breaking of land, Mr. Beal was referred to the Planning Board. 3. On MOTION of Mr. Greening, seconded by Mr. Wank, Mr. F. Threlkeld, of R~verside, was heard. Mr. Frank Threlkeld. stated that there v1as a Communist cell at work ~n the Townsh~p and any Council member who might associate himself with the group should be aware of the facts. Reeve Scott thanked Mr. Threlkeld for the information. I I I I I I I I I I RESOLUTION NUM'BER 298/62 MOVLD by Mr. Mowbray, seconded by Mrs. McPherson, that the following recommendations of the Metro Toronto and Region Conservation Authority and the Metro Toronto Planning Board be endorsed by this Council: Section 20, subsection (l)(D) reading, "subject to the approval of the Minister, an authority may make regulations applicable in the area under its jurisdiction;' Change "prohibiting or regulating the placing or dumping of fill of any kind in any area below the high water mark of any river, creek or stream" to "Prohibiting and regulating the construction of any building or structure or the placing or dumping of fill of any kind in or on a pond, swamp, lake, river, creek or stream, or in any area defined by an Authority". ~ Section 20 subsection 3 (a) reading "Every person who contravenes any regulation made under this section is guilty of an offence'and on summary conviction is liable to a fine of not more than "$1,000.00 or to a term of imprisonment of not more than three months." have a clause b added reading: "In addition to the penalty in 3(a), the magistrate shall order the accused to remove any building or structure erected, or any fill placed or dumped contrary to the regulations." CARRIED RESOLUTION NUMBER 299/62 MOVLÓ by Mr. Wank, seconded by Mr. Deakin, that the Township Engineer make a study, including existing data, concerning the feasibility of extending our municipal water services and to report to Council giving a preliminary cost estimate, considering stages, population, density, future requirement, and fire and emergency measures. CARRIED - 3 - RESOLUTION NUMBER 30D/62 MOV~V by Mr. DeaK~n, seconded by Mr. Mowbray, that this Council recommend that Mr. Grant Messer be a member on the Metropolitan Toronto Planning Board to represent the Township of Pickering for a further term. " CARRIED RESOLUTION NUMBER 30116 2 MOV~V by Mr. Mowbray, seconded by Mr. Spang, that the proposed new street lighting area be amended to comprise only that part of the Township lying within the present boundaries of School Area No.2. CARRIED RESOLUTION NUMBER 302/62 MOVED by Mrs. McPherson, seconded by Mr. Greening, that the Clerk be authorized to order from the Markham H.E.P.C. the following street lights: (1) 8 _ 200 Watt Jr. Luminaires on 12' brackets on Island Road from East Avenue to Scarborough Town Line at estimated cost of $1,000,00 + $18.00 per light per year. (2) 6 _ 200 Watt Jr. Luminaires on 12' bracket on Rougemount Road from No.2 Highway to Toynevale Road at estimated cost of $775.00 + $18.00 per light per year. (3) 6 _ 200 Watt Jr. Luminaires on 12' brackets on White's Road from Highway 2 to Concession 1, at estimated cost of $825.00 + $18.00 per light per year. (4) 12 _ 300 Watt Sr. Luminaires on 8' brackets on Liverpool Road from Base Line, Concession 1,to.Highway 2 at estima1:ed."àost of $2700.00.~ $24.50 per light per year. AND THAT the cost of such lights be charged against a new proposed Street Lighting Area comprising all the lands included in School Area No.2. CARRIED BY-LAW NUMBER 2687 (Third Reading) The Committee of the Whole on By-Law Number 2687 to authorize the borrowing of $74,085.00 upon debentures for High School purposes, arises and reports the By-Law as read. Mr. Wank, seconded by Mr. Mowbray, moves that the report of the Committee of the Whole on By-Law No. 2687 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk siQn the same, and the Seal of the Corporation be affixed theretc ::ARRIED BY-LAW NUMBER 27~9 Mr. Greening, seconded by Mr. Mowbray, moves for leave to introduce a By-Law of the Township of Pickering to designate a person who may auth- orize the Children's Aid Society to furnish temporary care and shelter to any child, and that same now be read a first time. Cane) Mr. Greening, seconded by Mr. Wank, moves that By-Law Number 2739 to designate a person who may authorize the Children's Aid Society to furnish temporary care and shelter to any child be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Greening, seconded by Mr. Deakin, moves that the report of the Committee of the Whole on By-Law No. 2739 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto.
