A meeting of Pickering Township Council was held on MONDAY, the FIRST
day of OCTOBER, 1962, at EIGHT o'clock p. m.

MINUTES
MOVED by Mr. Mowbray. seconded by Mr. Greening, that the Minutes of
the meeting held September 4. 1962. as amended, be adopted.
CARRIED
MOVED by Mrs. McPherson, seconded by Mr. Wank, that the minutes of
meet1ng held September 17, 1962, be adopted as printed.

The following CORRESPONDENCE, was considered:

Department of Trans~ort - approval of By-Law No. 2726 - 25 mile
per hour speed l~m~ ~n Bay Ridges.

Bureau of Munici~al Research advise that University of Toronto

Metro problems - Fee $20,00.
Consolidated Sand & Gravel Limited ask for an agreement with the
Townsh1pJ'.along the I1nes verbally worked out with the late Jack
Chapman whereby they and the Township would divide the gravel
beside Township dump left because of the boundary fence. No action
taken, but left for new Road Superintendent.

8. Road Department ask for Council policy when residents with paved
dr~veways have their culverts removed by Township, as to what
condition driveway surface shall be left. See Resolution No. 249/62.

The following PERSONS, on Motion, were heard:
1. Moved by Mrs. McPherson, seconded by Mr. Deakin, that Mr. J. L.
Cann be heard re C. N. R. By-pass. CAR~IED

Mr. Cann explained which Township roads would be closed and where
there would be grade separations. He agreed to consider bringing
the road from Bayview to White's Road and from Pine Grove to
Woodfield Road as close as possible to the C. N. R. tracks. He
stated they would be operating in Spring of 1965. He also agreed
to consider a sidewalk on Fairport Road overpass, and said that
Council could apply to Board of Transport after operation for an
order that Railway whistles be not blown in the Township.

Mrs. Gertrude Cr·iG~ton,. asked that the Metro Conservation Authority
be asked to rush t e~r reply to Clerk's letter requesting inform-
ation on their purchase of homes in Riverside. AGREED.

Moved by Mr. Spang, seconded by Mr. Deakin, that Mr. Carter of
Broken Front, Range 2, Lot 17, be heard. CARRIED
Mr. Carter stated that when he paid his 1961 taxes he forwarded
an addressed envelope with his new address. He did not get his
1961 Assessment nor his 1962 Tax Bill but did get a 1962 Tax
Arrears reminder, and as his 1961 Assessment was considerably
increased, he wanted the right to appeal the 1961 assessment.
Council suggested he see his solicitor and asked for a report from
the Assessor and Tax Collector on the matter.

4. Moved by Mr. Wank, seconded by Mr. Deakin, that Frank Kerwood
be heard. CARRIED
Mr. Kerwood stated he had an accident to his car on Uxbridge-
P~cker~ng Township line, that portion maintained by Pickering
Township, due to the Township Road Department dumping gravel and
not levelling it. Mr. Kerwood was asked to get his claim in'to
the Township immediately.

5. Moved by Mrs. McPherson, seconded by Mr. Deakin, that Mr. C. W.
Irw~n be heard. CARKIED
Mr. Irwin of Whitevale asked that the old broken sidewalk in front
of h~s lot be removed and Township instal a larger culvert across
the road to stop flooding. Clerk write Messrs. Hilts and Pearse
to see if ~hey would object to the removal of the sidewalk.

Mr. comer* asked Council to make Fanfare Avenue a stop street at
Rouge H~g lands because the traffic was dangerous to children.
He presented a petition of 25 names.

7. Moved by Mrs. McPherson, seconded by Mr. Wank, that Mr. Divenec
be heard. CARRIED
Mr. Divenec wanted to purchase 120 feet from Mr. Alex Ballik of
Dunbarton. Council recommended that he meet Planning Board
October 5th.
Reeve Scott stated Council should soon deal with the Gravel Pit
and Bu~ld~ng By-Laws and consider the Hydro report and consideration
should be given to street lights for road to Dunbarton High School,
Liverpool Road between Highways Nos. 2 and 401 and Island Road from
East Avenue to Scarborough Town Line.
Clerk thank Mr. Sheppard who operated projector at entertainment
of County Council, Brougham Ladies for dinner and Metro Toronto and
Region Conservation Authority for projector and slides.
RESOLUTION NUMBER 246/62
MOVED by Mr. Wank, seconded by Mr. Mowbray, that the Reeve and Town-
sh~p Solicitor be authorized to negotiate the sale of lots 4, 5, 12
and 13 in the Township's proposed Industrial subdivision at $3,000.00
per acre and that the Reeve and Clerk be authorized to sign an Offer
of Purchase for such land. Such Offer of Purchase to be subject to
the approval of the Ontario Municipal Board. CARRIED
RESOLUTION NUMBER 247/62
MOVLD by Mr. Deak~n, seconded by Mr. Greening, that the United Nations
Club be given permission to canvass for the U.N.I.C.E.F. on October 31
in Pickering Township. CARRIED

MUVLV by Mr. Wank, seconded by Mr. Deakin, that Mr. Shirton, Plant
Manager of Consolidated Sand and Gravel,and his staff be cordially
thanked for their time and effort which helped to make our County
Council field trip a success. CARRIED
RESOLUTION NUMBER 249/62
MOVLÐ by Mr. Mowbray, seconded by Mr. Wank, that in cases where the
lownship removes and replaces culverts at driveways in the course of
construction of Township roads the surface of such driveways over
such culverts shall be restored, after such work has been completed,
to as near as possible to previous condition. CARRIED
RESOLUTION NUMBER 250/62
MOVED by Mr. Wank, seconded by Mr. Deakin, that Laughlin, Wyllie &
Utnal be notified to proceed with engineering plans for the Altona
Road from the C. N. R. by-pass up to and including the three culverts
for the Petticoat Creek. CARRIED
RESOLUTION NUMBER 251/62
MOVLD by Mr. Wank, seconded by Mrs. McPherson, that Mr. A. W. Cane
De 1nformed that the amount of ($41.50) Forty-one Dollars and Fifty
Cents be returned to the Township Treasurer for payment of mileage
as covered by the September accounts. CARRIED

RESOLUTION NUMBER 252/62
MOVLD by Mr. Spang, seconded by Mr. Wank, that this Council agrees to
the C. N. R.'s proposal for the closing and diversion of PINEGROVE
AVENUE as detailed in C. N. R.'s drawing - Plan No. A-4:4l, on
condition said Plan be amended to provide a turning circle on
Pinegrove Avenue, immediately north of the C. N. R. right-of-way,
and to place the diversion within 200 feet of the railway, and
authorizes preparation of the relevant road-closing by-law.

MOVED by Mr. Deak~n, seconded by Mr. Wank, that this Council agrees
to the C. N. R.'s proposal for the closing of BAYVIEW ROAD, as
detailed in the C. N. R.'s drawing - Plan No. A-4:44 dated April 1962,
subject to amendment of such proposal to place the diversion road to
White's Road as near as possible to the railway, and authorizes the
preparation of the relevant road closing by-law.

MOVLD by Mr. Mowbray, seconded by Mr. Wank, that this Council agrees
to the C. N. R.'s proposal for the closing and diversion of PINE
RIDGE ROAD, as detailed in the C. N. R.'s drawing, Plan No. A-4:46,
dated April, 1962, and authorizes the preparation of the relevant
road-closing by-law. CARRIED
RESOLUTION NUMBER 255/62
MOVLD by Mrs. McPherson, seconded by Mr. Greening, that this Council
agrees to the C. N. R.'s proposal for the closing of DIXIE ROAD, as
detailed in C. N. R. Drawing, Plan No. A-4:49, dated June 18, 1962,
and authorizes the preparation of the relevant road closing by-law.

MOV~D by Mr. Mowbray, seconded by Mr. Spang, that this Council agrees
to the C. N. R.'s proposal for the crossing of WOODVIEW AVENUE
(protected level crossing) as detailed in C.N.R.'s drawing - Plan
No. A-4:43 dated April, 1962. CARRIED
RESOLUTION NUMBER 257/62
MOVLD by Mrs. McPherson, seconded by Mr. Wank, that this Council
agrees to the C. N. R.'s proposal for the crossing of FAIRPORT ROAD
(4-lane grade separation - railway over roadway) as detailed in
C. N. R.ts drawing, Plan No. A-4:34, dated April 26, 1962. CARRIED
RESOLUTION NUMBER 258/62
MOVED by Mr. Spang, seconded by Mr. Deakin, that this Council agrees
~o C. N. R. proposal for the closing of BAY ROAD, Dunbarton, as
detailed in C. N. R.'s drawing - Plan No. A-4:48, dated April, 1962,
and authorizes the preparation of the relevant road-closing by-law.

RESOLUTION NUMBER 259/62
MOVLD by Mr. Deak1n. seconded by Mr. Wank, that this Council agrees
to the C. N. R.'s proposal for the crossing of WHITE'S SIDEROAD
(2-lane grade separation, roadway over railway) as detailed in
C.N.R.'s drawing - Plan No. A-4:32 dated May 2, 1962, with the
condition that the said plan be amended to provide a 5 feet sidewalk
on the west side of the proposed overpass bridge, in addition to the
5 feet sidewalk on the east side, as now shown on this Plan.

MUVLU by Mr. DeaRïn. seconded by Mrs. McPherson, that this Council
agrees to the C. N. R.'s proposal for the closing and diversion of
SPRUCE HILL ROAD, as detailed in C. N. R.'s drawing Plan No. A-4:45
dated April, 1962, and authorizes preparation of the relevant road-
closing by-law. CARRIED

MOVLD by Mr. Green~ng, seconded by Mr. Mowbray, that this Council agrees
to the C. N. R.'s proposal for the crossing of ROSEBANK ROAD (2-lane
grade separation, road over railway) as detailed in C. N. R.'s
drawing Plan No. A-4:47 dated April, 1962. CARRIED
RESOLUTION NUMBER 262/62
MUVLD by Mr. Wank, seconded by Mrs. McPherson, that this Council agrees
to the C. N. R.'s proposal for the crossing of ALTONA ROAD (2-lane
grade separation - road over railway) as detailed in C. N. R.'s
drawing Plan No. A-4:3l dated April, '1962. CARRIED
BY-LAW NUMBER 2718 <Third Reading)
The Committee of the Whole arises and reports the By-Law as read.
Mr. Wank, seconded by Mr. Milton Mowbray, moves that the report of
the Committee of the Whole on By-Law No. 2718 be adopted, and that
the said By~Law be now read a Third time and PASSED; that the Reeve
and Clerk sign the same, and the Seal of the Corporation be affixed
thereto. CARRIED
By-Law designates Rouge Highlands Drive as a through highway.
MOVED by Mr. Wank, seconded by Mr. Greening, that the report presented
by the Standing Committee on SEWAGE recommending payment of accounts
in the amount of $2,225.54, be adopted. CARRIED
MOVED by Mrs. McPherson, seconded by Mr. Spang, that the report
