The following PERSON, on MOTION, was heard:
On Motion of Councillor W. J. Greening, seconded by Councillor
Ross Deakin, Mr. R. D. Cowley, Director of Traffic Engineering
Branch, Department of Transport, discussed speeds of traffic and .'
atop streets. It was his co~teMtmon that tFaffic speed limits in
any built-up area or semi-built up area should be set at the speed
driven by the normal motorist and that roads in such areas should
have a good shoulder or sidewalk for the protection of pedestrians.
He felt· that 35 miles per hour speed limit for Concession 1, west of
Alto~a Road and White's Road between Concession 1 and 2, was too
slow, but if Council requested, he thought his Department would
approve. As to 20 m.p.h. maximum speed limit for Bay Ridges, he
stated there was no provision for less that the 25 m.p.h. maximum
but he would recommend a limit of 30 m.p.h. and he would not
recommend making Rouge Highlands a ~throughU street.
