A meeting of Pickering Township Council was held on MONDAY, the
TWENT¥-THIRD day of ~, 1962, at EIGHT o'clock p. m.

The following CORRESPONDENCE was considered:
1. John Kingstone, of Lot 9, Concession 8, requested a Kennel
Licence. Mr. Ashton approved. See Resolution No. 206/62.

(5) Pine Ridge Road - close - By-pass to Fairport Rd. & Dunbarton.
(6) Fairport Road - 4 lane - Grade separation - road under.
(7) Spruce Hill Road - close - By-pass to Fairport Rd.N., 400'.
(8) White Road - 2 lane grade crossing - road over.
(9) Bayview Road - close - By-Pass to White Rd., 1585' north.
(10) Rosebank Road - 2 lane grade separation - road over.
(11) Altona Road - 2 lane grade se~aration - road over.
(12) Woodview Avenue - level cross~ng - lights and bells.
(13) Pine Grove - close - build by-pass to Woodview.
(14) Townline - Scarborough - close unopened road. Scarborough
refuse.
Project Planning Associates have checked above and recommend
approval except that White Road separation should be wide enough
for C. N. R. to provide a 6' wide sidewalk on both sides.
3. Norman Sedawie asks Township to remove silt from mouth of Rouge
R~ver so boats can get through. Mr. Higgs, of Metro Conservation
Authority, claims this is an Act of God, and Township not required
to keep open. However, if and when they take over the lands
above, they will keep open.
The following PERSONS, on MOTION, were heard:
1. On motion of Mrs. MCPherson, seconded by Mr. Wank, Mr. S. R. Frost,
of West Rouge Ratepayers' Association was heard.
Mr. S. R. Frost stated they had asked for $900.00 to develop
the~r park wh~ch consisted of five building lots and that the
Park Board had approved, subject to the area raising a like amount.
As they had been taxed for one-quarter mill for park purposes,
they felt it should be returned to the area and with such high
taxes, they felt they could not raise dollar for dollar for the
park.
Council took no action as other communities had raised 50%, but
stated the matter would be reconsidered for 1963.
2. Mr! Ray Percival, of Project Planners, introduced the Ontario
Munlclpal Board objections to Zoning By-Law No. 2511, at the request
of Council and recommended certain changes.
3. Mayor Parish, of Ajax, spoke on the Zoning By-Law, stating th~y
were now satisfied with the location for the sewage plant as it
has been moved south about 1000 feet,. and as all the area east

of Church Street in Concession 1 is now 02, they had no objections,
put they did ask that a buffer strip in Range 3 be changed from
M2 to Ml.
Council agreed to change all Lot 15, Concession Broken Front,
Range 3, and Concession 1, from M2 to Ml. Mr. Percival to
çheck Ajax zoning on their west side.
4. Mr. W. G. Lawson was heard on By-Law 2511. He asked:
{l) That stores in Plan 402 be made C2 instead of non conforming.
REFUSED.
(2) That high land of W. D. Smith west of Sandy Beach Road be
changed from 02 to RM1. REFUSED.
(3) That owners of substandard lots in registered plans be
given permits to build. REFUSED
(4) That homes be permitted for employees of Golf Clubs in 02.
LIMITED TO ONE HOME.
(5) That Prentice lots on east side of Old Rosebank Road north
of C. N. R. be zoned RMl instead of R4. REFUSED
;[1 WAS FURTHER AGREED that residential lot£=: east of Rosebank
Road ~n Plan 233 be zoned R4 instead of 01~ that Fairport Beach
eõmnunity Hall lot· be zoned 01 to permit such hall; that open
space along Petticoat Creek be widened to include all flood plan
to agree with Official Plan.

MOVLD ð~ Mr. Spang, seconded by Mr. Mowbray, that John Kingstone, of
Lot 9, Concession 8, Tenant, be granted a Kennel Licence, for
kennel use on the above mentioned property. CARRIED

does not permit the selling, leasing, renting, or closing
the Township road allowances.

MOVED by Mrs. MCPherson, seconded by Mr. Mowbray, that the Reeve
be authorized to invite the County Council of the County of Ontario
to be the guests of the Township on a tour of the Township this fall.

MOVLD by Mr. Wank, seconded by Mr. Deakin, that a by-law be prepared
to erect "Stop" signs on Fanfare Avenue at Rouge Highlands at the
south-west and north-east corners. CARRIED

RESOLUTION NUMBER 210/62
MbVLD by Mr. Deak~n, seconded by Mrs. McPherson, that the Reeve,
Clerk, and Township Solicitor be authorized to negotiate an agreement
between the municipality and the Picov brothers, regarding the
acquiring of the land for the water plant site, which is now under
expropriation, and that the Reeve and Clerk be authorized to sign
this agreement; it to be understood that the cost of the land is
to be borne by Consolidated Building Corporation. CARRIED

Mr. Deakin, seconded by Mr. Mowbray, moves for leave to introduce a
By-Law of the Township of Pickering to appoint members to the Rouge
Hill Community Park Board for the year 1962, and that same now be
read a first time.

By-Law of the Township of Pickering to name members to the Parks and
Recreation Committee, to appoint a Parks Administrator, and to
repßal By-Law Number 2679, and that same now be read a first time.
Mr. Wank, seconded by Mr. Deakin, moves that By-Law Number 2714 to
name members to the Parks and Recreation Committee to appoint a Parks
Administrator, and to repeal By-Law Number 2679, be now read a
second time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.

Committee of the Whole on By-Law No. 2714 be adopted, and that the
said By-Law be now read a Third time and PASSED; that the Reeve and

Mrs. McPherson, seconded by Mr. Wank, moves for leave to introduce a
By-Law of the Township of Pickering to provide for the 1962 supple-
mentary expenditures on roads ($163,100.00) in the Township of
Pickering in the County of Ontario, and that same now be read a
first time.
Mrs. McPherson, seconded by Mr. Mowbray, moves that By-Law Number
2715 to provide for the 1962 supplementary expenditures on roads in
the Township of Pickering in the County of Ontario, be now read a
second time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.

Committee of the Whole on By-Law Number 2715 be adopted, and that the

amended by By-Law No. 2695, to zone Bay Ridges, and that same now be
read a first time.

Council members discussed the request of the Board of Transport
Comm~ssioners re closing of certain Township roads for C. N. R.
Term~nal and while Council did not agree with all diversions, there
were no objections to the closing of roads requested.
Clerk prepare the Closing By-Laws.
CLERK'S INSTRUCTIONS
.
1. Ask Mrs. Levi Annis price of waterfront lot.
2. Ask Mr. Chapman if sideline between Lots 8-9, Concession 5, can
be kept open all the time by making road passable when gravel
is being removed.
3. Have Mr. Ashton check to see if any fill dumped at mouth
of Rouge River.
4. Phone Mr. Poulsson to see if he accepts position of Engineer
of Township.
5. Get best method of combining small debenture issues.
