Johnston, Clerk MOVED by Mr. Deakin, seconded by Mr. Wank, that the Minutes ot meeting held April 2, 1962, be adopted. CARRIED MOVED by Mr. Spang, seconded by Mr. Mowbray, that the Minutes of meet±'ng held April 16, 1962, be adopted. CARRIED MOVED by Mrs. McPherson, seconded by Mr. Greening, that the M~nutes of meeting held April 23, be adopted as corrected. CARRIED MOVED by Mr. Wank, seconded by Mr. Deakin, that the Minutes of meeting held April 30, 1962, be adopted. CARRIED The follðwing CORRESPONDENCE was considered: I t I I I I I I I 1. Pickerin~ District High School Board has agreed to arrange a further meeting and will discuss the budget in detail with any member of the Council who cares to attend. They ask for a list of those members who would attend such a meeting; then they will arrange. They have agreed to send the Township copies of High School Board Minutes from January 1, 1962. See Resolution No. 146/62. 2. The Department of Education has approved School Area No. 3 (Greenwood and K~nsale). 3. Women's Auxiliar reques perm~ss~on June 1 and 2. See 4. Clerk advises Township insurance expires June 1, 1962. See Resolution No. 148/62. 5. ~ect Plannin~ Associates advise that the Department o un~c~pal Af airs recommends that Township Resolution No. 127/62 be amended to leave out "to an aggregate principal amount not exceeding 70% of actual value." See Resolution NO..147/62. 6. Reso¡~tion of Planning Board recommending that Churches may ~e erected ~n Block S, Plan M-15, and that appli- cation be made to the Ontario Municipal Board to permit. See By-Law No. 2695, Resol~tion of Planning Board, re John Petro, owner 8 acres ~n Green R~ver west of Baxendale store, "that it be recommended to Council that the Official Plan be amended to permit a concrete products manufacturing operation and a new building products outlet, subject to the conditions outlined in Project Planning Associates' report, and subject to any agreement with the applicant Council may consider necessary." Jefferson submitted his resignation as Township Eng~neer, effective June 4, 1962, See Resolution No. 134/62. 7. 8. t I I I I I I I I - 2 - The following PERSONS, on MOTION, were heard: 1. MOVED by Mr. Deakin, seconded by Mr. MOv1bray, that Mr. S. Doucette be heard. CARRIED Mr. S. Doucette stated he picked up garbage in the Village of Claremont and that he is still being charged for dumping. See Resolution No. 150/62. 2. MOVED by Mr. Greening, seconded by Mr. Deakin, that Mr. James Hayes be heard. CARRIED Mr. Hayes is active in promoting a Community Centre on the lU acres north of Frenchman's Bay and submitted a sketch of a proposed $70,000.00 building. He has $10,000.00 from Consolidated Building Corporation, a promise of $5,000.00 from the Department of Agriculture, and they propose to raise balance in five years from subscriptions. Mr. Hayes asked: (1) That the building permit fee be waived by the Township. (Council consider). (2) That water be made available to them. (Council felt that there would be a main in front of this property shortly, and as there would be no sewer main in this area it was agreed that septic tanks would be in order. (3) That the Council go on record that this location could be used for this purpose. See Resolution No. 149/62. 3. MOVED by Mrs. McPherson, seconded by Mr. Deakin, that Mr. James Murdoch be heard. CARRIED Reeve Scott read a letter from Mr. Murdoch in which he asked Council to come to an agreement re the location of the road between Lots 14-15 immediately north of Concession 4, and that he would take $1,000.00 for land required to widen the present by-pass from about 15 feet to 66 feet. It was AGREED that members of Council meet Mr. Murdoch at place in question at 7:15 May 21st to further discuss project. 4. MOVED by Mrs. McPherson, seconded by Mr. Deakin, that Mr. Donald Jessop be heard. CARRIED Mr. Donald Jessop stated that in 1955 he leased the lower end 200 feet of P~ckering Beach Road, from Lake Ontario to Lakeview Drive abutting his property from the Township for $1.00 per year, and that the By-Law Officer objected to its closing because of complaints. It was AGREED that Mr. Ashton submit a written report for the next meeting and Clerk advise Mr. Jessop the result of Council's action. Councillor Spang reported he had viewed unused road allowance between Lots 34 and 35, Concession 9, that brush on road came from trees cut on Lot 34, and that he would contact Mr. Fred Hope and recommend that he look to owner of Lot 34 for damages to his farm. RESOLUTION NUMBER 133/62 MOVED by Mr. Mowbray, seconded by Mr. Spang, that our Planning Consul ta.nt be requested to make whatever recommendations he deems advisable to Council respecting the proposed usp. of the Petro property in Green River. CARRIED - 3 - RESOLUTION NUMBER 134/62 MOVED by Mr. aank _, seconded by Mr. Deakin, that Council accept Mr. Jefferson's resignation, effective June 4th, with regret, and extend to Mr. Jefferson our appreciation for the manner in which he has conducted his duties and wish him every success in his new duties. CARRIED RESOLUTION NUMBER 135/62 MOVED by Mr. Deak~n, seconded by Mr. Greening, that the road which has been started running east from Liverpool be built in to the extent of the Township property. service Road South CARRIED RESOLUTIDN NUMBER 136/62 MOVED by Mrs. McPherson, seconded by Mr. Spang, that Mr. Ashton be reimbursed to the extent of $3.00 for a dog licence paid by him because of the fact that a taxpayer had forwarded $3.00 to the office for this purpose, but the money had been lost after reaching the Township Office. CARRIED RESOLUTION NUMBER 137/62 MOVED by Mr. Mowbray, seconded by Mr. Spang, that the Clerk be instructed to advertise for applicants for the post of Township Engineer in the four local papers and in the Daily Commercial News, the Municipal World, the Financial Post, and the Globe and Mail. CARRIED RESOLUTION NUMBER 138/62 MOVED by Mr. Wank, seconded by Mr. ~~ang, that Consolidated Building Corporation be advised that they will be billed for the Ontario Municipal Board fees for a re-zoning application. CARRIED RESOLUTION NUMBER 139/62 MOVLD by Mr. Deak~n, seconded by Mr. Greening, that billiards be added to the Sunday Sports By-Law Number 2694. YEA: Messrs. RESOLUTION NUMBER 140/62 MOVLD by Mr. Mowbray, seconded by Mr. Spang, that Motion Number 125/62 be and is hereby rescinded but that this Council does not object to the use of the portion of the service road immediately west of Liverpool Road for a soap box derby on May 19, 1962, as contemplated by said Resolution Number 125/62. CARRIED RESOLUTION NUMBER 141/62 MOVED by Mr. Deak~n, seconded by Mr. Wank, that this Council make appl~cation to the Ontario Municipal Board for approval of consent for Ronald Malcolm MacDonald and Helen Louise MacDonald to convey to Donald Charles Smith and Doris Jane Smith Lot 28, Plan 320, with existing dwelling, fronting on Island Road, West Rouge (dimensions 55' by 110'); as recommended by the Pickering Township Planning Board on May 4, 1962. CARRIED RESOLUTION NUMBER 142/62 MÖVLD by Mr. ~reen~ng, seconded by Mr. Deakin, that this Council make appl~cation to the Ontario Municipal Board for approval of consent for George Thomas Goddard andDaisleen Ellen Goddard, to convey two parcels, each with 60 feet frontage (on Pickering-Scarborough Town Line) and depth 180 feet, to George Thomas Goddard - part of Lot 35, Broken Front, Range 2; as recommended by the Township of Pickering Planning Board November 3, 1961. CARRIED RESOLUTION NUMBER 143/62 MOV~D by Mr. Wank, seconded by Mr. Greening, that the Road Super- intendent be authorized to call tenders for a front end loader, with trade-in, subject to the approval of the Department of Highways of Ontario. CARRIED RESOLUTION NUMBER 146162 MOVED by Mr. Wank, seconded by Mr. Mowbray, that the Clerk obtain from Mr. Irwin, Business Administrator of the High School Board, a proposed date for a budget meeting so that members of Council can confirm attendance. CARRIED RESOLUTION NUMBER 147/62 MOVLD by Mr. Mowbray, seconded by Mr. Spang, that Council does not at the present time consider it necessary to reconsider the provisions of the Official Plan relating to consents to mortgages of dwelling houses accessory to agricultural uses as set forth in Resolution No. 127/62. CARRIED RESOLUTION NUMBER 148/62 MOVED by Mr. Mowbray, seconded by Mr. Spang, that the Clerk be ~nstructed to advertise in the four local newspapers for tenders for insurance for the Township. CARRIED RESOLUTION NUMBER 149/62 MOVLD by Mr. Deak~n, seconded by Mr. Greening, that the easterly ten acres south of Canadian National Railway in Lot 25 be used by the Township Parks and Recreation Committee as a site for a Community Hall. CARRIED RESOLUTION NUMBER 150/62 MOVED by Mr. Spang, seconded by Mrs. McPherson, that Mr. S. Doucette be not charged for use of Township dump for garbage picked up in Claremont, and that $2.00 be refunded for past charges. CARRIED MOVED by Mr. Deakin, seconded by Mr. Wank, that the accounts, in the amount of $13,076.07, as presented by the POLICE COMMITTEE, be approved. CARRIED MOVED by Mr. Deakin, seconded by Mr. Wank, that the accounts, in the amount of $13.22, as presented by the SANITATION DEPARTMENT, be approved. CARRIED MOVED by Mr. Wank, seconded by Mr. Greening, that the accounts, in the amount of $3,833.30, as presented by the UTILITIES COMMITTEE, be approved. CARRIED MOVED by Mrs. McPherson, seconded by Mr. Deakin, that the accounts, ín the amount of $16,699.75, as presented by the ROAD AND BRIDGE COMMITTEE, be approved. CARRIED MOVED by Mr. Spang, seconded by Mr. Mowbray, that the accounts, in the amount of $230.81, as presented by the PROPERTY COMMITTEE, be approved. CARRIED MOVED by Mr. Greening, seconded by Mr. Wank, that the accounts, ~n the amount of $6,616.71, as presented by the WELFARE COMMITTEE, be approved. . CARRIED MOVED by Mr. Deakin, seconded by Mrs. McPherson, that the accounts, ~n the amount of $12,391.17, as presented by the ENGINEERING COMMITTEE, be approved. CARRIED BY-LAW NUMBER 2695 Mr. Mowbray, seconded by Mr. Greening, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 2520, which zones the lands in Bay Ridges to certain uses, and that same now be read a first time. Mr. Mowbray, seconded by Mr. Ross Deakin, moves th~t By-Law No. 2695 to amend By-Law Number 2520 which zones the lands ~n Bay Ridges to certain uses, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Mowbray, seconded by Mr. Wank, moves that the report of the Committee of the Whole on By-Law No. 2695 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED DIRECTIONS 1. By-Law Enforcement (a) Bay Street, Fairport - north side. Building torn down. Lumber piled dangerously. (b) Owners of garage at rear of house corner Broadview and Bay Road repair motorcycles - very noisy. Perhaps Anti-Noise By-law could be enforced. (c) Enforce By-Law re selling fire crackers prior to 10 days before May 24 in Fairport. (d) Check dumping of soil on vacant property on Lublin Street South. (e) Investigate the storage of construction equipment behind Supertest Service Station at White Road and No. 2 Highway. (f) Find out who is responsible for piling brush and rubbish on Bay Street east of Liverpool Road in Fairport and have them remove. 2. Planning Board Mr. Pearce submit a full report on Ed. Olliver, Concession 2, Lot 24 - applications for a consent. 3. Road Department (a) Remove or have removed pile of dirt on Toynevale West in front of Nels Talbot residence. (b) Culvert south of E. Stroud's store has heaved, causing water to back up. - 6 - Treasurer's Department - (a) Keep administration costs separate from Welfare costs on report to Council. (b) Specify all charge-backs of Welfare to various municipalities. Clerk (a) Check with Health Department re condemned sign on house on Bay Street in Fairport. (b) Get School Area 2 Board's minutes of meetings. (c) Find out why the east end of Bay Street in Fairport cannot be opened. (d) Also advertise for En~ineer in paper put out by the Association of Professional Engineers. AGREED next meeting of Council May 21st at 8 p. m.
