A meeting of Pickering Township Council was held on MONDAY, the
SECOND day of APRIL, 1962, at EIGHT o'clock p. m.

MOVED by Mr. Mowbray, seconded by Mr. Wank, that minutes of meeting
held February 19, 1962, be approved as amended. CARRIED
MOVED by Mrs. McPherson, seconded by Mr. Wank, that minutes of
meeting held March 5, 1962, be approved as amended. CARRIED
MOVED by Mr. Spang, seconded by Mr. Mowbray, that minutes of meeting
held March 12, 1962, be approved. CARRIED
MOVED by Mr. Wank, seconded by Mr. Deakin, that minutes of meeting
held March 19, 1962, be approved. CARRIED
MOVED by Mrs. McPherson, seconded by Mr. Greening, that minutes of
meet~ng held March 26, 1962, be approved. CARRIED
The following CORRESPONDENCE was considered:
1. Ontario Good Roads Association advises of the 1962 School for
Road Superintendents at Hart House May 14-15. Registration
fee, $5,00. See Resolution No, 77/62.

The following PERSONS, on MOTION, were heard.
1. On Motion of Mr. Deakin, seconded by Mrs. McPherson, Mr.
Ronald Blaker was heard. CARRIED
Mr. Ronald Blaker stated there were 130 homes at Pickering Beach,
that the improvement of Range Road was on the 1961 road priority
list, but to date work has not been done. He asked that Range
Road, Lakeview, Powell Road, through subdivision; Shoal Point
Road and Cherry Street be improved in 1962 for paving in 1963.
Council stated that Range Road was on 1962 priority list, and
that other roads would be viewed.
2. On Motion of Mr. Wank, seconded by Mr. Spang, Mr. J. Stone
was heard. CARRIED
Mr. J, Stone. pf Bell Gouinlock Investments Dealers, asked
counc~l to appoint them fiscal a~ents to handle debenture and
short time financing for a fee of 1 1/4% on debentures sold
and in general to advise and look after the Township's credit.
See Resolution No. 80/62.
3. MOVED by Mr. Deakin, seconded by Mr. Greening, that T. O.
Jefferson be heard. CARRIED

3, T. O. Jefferson, P. Eng., submitted:
(1) March Building Report.
(2) Advised that the engine of Sanivan Truck No.1 was
burned out and submitted an estimated cost of $541.36 net,
plus installation costs by International Harvester Co.
Ltd. for new motor. See Resolution No. 78/62.
(3) Stated that all requirements for the building of the
J. Sherman Scott Water Treatment Plant and the Bay Road
Sewage Treatment Plant had been completed by Consolidated
Building Corporation Limited, and recommended that the
Township take over both plants.
(4) Submitted a report on West Rouge sewage installations.
(5) Asked that his proposed Building By-Law be passed as
early as possible because Spring building is now
starting.
RESOLUTION NUMBER 69/62
MOVED by Mr. Wank, seconded by Mr. Mowbray, that Council send out
information as contained in report as presented by Mr. Jefferson,
to residents of West Rouge sewer area, with necessary changes.

RESOLUTION NUMBER 70/62
MOVED by Mr. Mowbray, seconded by Mr. Wank, that no person who is
a relative of the head of any department of the Township admini-
stration shall be eligible for employment in such department.
For the purposes of this resolution relative shall include husband,
wife, brother, sister, parent, child, uncle, aunt, nephew, niece,
first cousin, or the spouse of any person standing in any of the
aforesaid relations. CARRIED
RESOLUTION NUMBER 71/62
MOVED by Mr. Deakin, seconded by Mr. Greening, that $100.00 be
donated to the Canadian Red Cross, Pickering Branch, for the year
1962. CARRIED
RESOLUTION NUMBER 72/62
MOVED by Mr. Mowbray, seconded by Mr. Deakin, that the Ajax-
P~ckering Branch of the Ontario County Unit of the Canadian Cancer
Soc~ety be and is hereby granted permission to hold a canvas for
funds in the Township of Pickering during the month of April, 1962.
RESOLUTION NUMBER 73/62
MOVED by Mr. Greening, seconded by Mr. Deakin, that this Council
make application to the Ontario Municipal Board for approval of
consent for Edward F. Olliver to convey to Bette Norma Bernice
Olliver a parcel of land with 98 feet frontage on Dixie Road
and a depth of 660 feet, part of Lot 24, Concession 2, as recommend-
ed by the Township of Pickering Planning Board March 2nd, 1962.

RESOLUTION NUMBER 74/62
MOVLD by Mr. Deakin, seconded by Mr. Mowbray,
THAT WHEREAS this Council passed Resolution No. 296/61, making
appl~cat~on to the Ontario Municipal Board for approval of consent
for Louis Franklin MacFarlane to convey to Mary Carson a parcel
82'6" by 430', with existing dwelling, part of Lot 32, B.F. R.3,
and such approval was granted under date of September 29, 1961;
AND WHEREAS having failed to conclude a sale to Mary Carson, the
owner now requests approval to convey the said parcel to Alva Z.
MacFarlane;
THEREFORE this Council now requests the Ontario Municipal Board's
approval of the conveyance of the said property to Alva Z. .
MacFarlane. CARRIED

RESOLUTION NUMBER 75/62
MOVED by Mr. Mowbray, seconded by Mr. Wank, that the salary of the
Clerk be increased to $6,200.00, retroactive to January 1, 1962.

RESOLUTION NUMBER 76/62
MOVED by Mr. Mowbray, seconded by Mr. Wank, that the salary of the
eng~neer be increased to $9,000.00, retroactive to January 1,
1962. CARRIED
RESOLUTION NUMBER 77/62
MbvED by Mr. Deakin, seconded by Mrs. McPherson, that the Road
Superintendent be authorized to attend the 1962 school for Road
Superintendents at Hart House May 14-15, and that the registration
fee of Five Dollars be paid. CARRIED
RESOLUTION NUMBER 78/62
MÖVED by Mr. Wank, seconded by Mr. Greening, that Sani Van be sent
to International Harvester for installation of engine BD 264,
at a price of $541.36, plus installation. CARRIED
RESOLUTION NUMBER 79/62
MOVED by Mr. Wank, seconded by Mr. Greening, that four Volkswagens
be purchased by tender for use of the following Department Heads:

Engineering
Welfare
to be used for driving on Township business.

RESOLUTION NUMBER 80/62
MOVED by Mr. Mowbray, seconded by Mr. Deakin, that we engage Bell
Gouinlock and Company as the Township's fiscal agents for the
balance of the year 1962, at a fee of 1 1/4% of the principal
amount of all debentures sold by them on the Township's account.

Mrs. McPherson stated the vacant ~ot on Bay Street in Fairport
next to Culley had a dangerous cistern. Mr. Ashton report.
AGREED Clerk obtain three prices from Volkswagen dealers for
four standard cars.

in the amount of $20,611.16, as submitted by the ROAD AND BRIDGE
COMMITTEE, be approved. CARRIED

in the amount of $77,174.49, as submitted by the FINANCE COMMITTEE,
be approved. CARRIED
MOVED by Mr. Spang, seconded by Mr. Mowbray, that the accounts,
in the amount of $518.02, as submitted by the BY-LAW COMMITTEE.

BY-LAW NUMBER 2685
Mr. Mowbray, seconded by Mr. Spang, moves for leave to introduce
a By-Law of the Township of Pickering to set out the duties of the
office of Parks Administrator, and that same now be read a first
time.
Mr. Mowbray, seconded by Mr. Deakin, moves that By-Law Number 2685
to set out the duties of the office of Parks Administrator, be now
read a second time, and that Council go into Committee of the
Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Mowbray, seconded by Mr. Wank, moves that the report of the
Committee of the Whole on By-Law No. 2685 be adopted, and that
the said By-Law be now read a Third time and PASSED; that the
Reeve and Clerk sign the same, and the Seal of the Corporation
be affixed thereto. CARRIED

2. Fire Committee meeting April 9.
3. Works Committee meeting April 9.
4. Road Inspection Saturday, April 14, at 9 a. m.
5. No Council meeting April 9th.
INSTRUCTIONS
1. Clerk forward copies of Park By-Law and Park Administration
By-Law to all members of Council, Recreation Committee, and
Park Boards.
2. Clerk forward copies of Engineer's letter to Council re West
Rouge sewers to all affected parties under the name of Council.
3. Get bus for road inspection April 14.
