A meeting of Pickering Township Council was held on MONDAY, the
TWENTY-SIXTH day of FEBRUARY, 1962, at EIGHT o'clock p. m.

A. W. Cane asks permission to attend the Welfare Officers'
Convent~on in Timmins June 10. 11, 12 & 13. and Ontario
Municipal Association at Niagara Falls on August 26. 27, 28,
and 29. See Resolution No. 43/62.
Toronto Metro Home Builders Association asks Council to proclaim
the week of September 15 to 23 "National Home Week". No Action.
Dr. F. B. Wishart, Medical Officer of Health. advises that his
Department. O. W. R. C.. and Department of Health, have, on
many occasions since June, 1959, requested that sewers be
installed in West Rouge, and he sees no reason to change his
thinking now.
Ontario Munic~pal Board, final approval for $577,500.00, less
S26.5ðo.00, sewage plan for West Rouge.
5. A petition signed by 91 owners, or 92.6% of a given area con-
tacted ~n West Rouge, that "We, the undersigned. being property
owners of Plan 284. Lots 1 to 95. and Lots 117 to 185; Plan 284,
Block B¡ Plan 276, Lots 1 to 12; Plan 320, Lots 118 to 123,
which are lots on Rouge Hills Drive f~m Island Road to C. N. R.,
and lots on West Point Crescent and on Taylor Road, hereby
request the Pickering Township Council to exclude the install-
ation of sanitary sewers from the above areas,~ certified by
the Clerk. was presented to Council.

MOVED by Mr. Deakin, seconded by Mr. Wank, that Mr. Fred Le
Blanc be heard. CARRIED
Mr. Fred Le Blanc demanded that Council proceed with the sewer
proje~t for West Rouge because he believed that there was
definitely a health hazard present because of unworkable septic
tanks. He objected to sump pumps pumping water into the road
ditches, which froze culverts and caused a health problem; also,
he claimed the Rouge River was polluted because of raw sewage
from septic tanks.
Mr. A. E. Bentley spoke for Mr. Allan Wattman for a group of
seven who presented the petition against Banitary sewers on
Rouge Hills Drive. Mr. Bentley stated that there had never been
a complaint to the Health Department in this area so sewers
were not necessary. and their cost would be heavy.

Mr. A. Dand objected to sewers being laid across his gOlf course
when h~s golfing season was opened about March 20th. Mr.
Jefferson stated that if the By-Law were passed tonight, work
would be commenced in a week and that the start would be on the
golf grounds, so as to interfere as little as possible with
Mr.. Dand's business. He said that all work should be completed
in 26 weeks, and that Mr. Dand's drainage problem over the past
four years would be rectifi~d by such sewers.

~\/Mr. Oscar Bergenstein, of Taylor Road, stated tha~ most houses on
TayÍor Road and West Point Crescent had been built in the last four
years under strict septic tank regulations, that 100% in the area
¡had signed petition against sewers. and that this area at least
j should be exempted from sewers.

Mr. Gaynor felt that ratepayers had not been informed about cost
J and Health Department demands, and that more publicity was needed.
(/ Reeve Scott summed it up by stating that $40,000.00 had been spent
on eng~neering. all arrangements made to proceed; Department of
Health, Ontario Water Resources Commission, and local Health Unit
had all said that for health reasons, sewers must be installed;
all persons were interested in the local school, which badly needed
~ sewers; and that financially the whole area was needed. Mr. Scott
"also stated that all homes would be required to instal sewer
~Qnnections within 3 years, but in the interim such house owners
wòuld be required to pay only the frontage charge.
RESOLUTION NUMBER 41/62
MOVED by Mr. Deakin, seconded by Mr. Wank, that a dinner be held by
the Township of Pickering in appreciation of the work and assistance
the various boards and committees have given the Township during the
year. CARRIED

RESOLUTION NUMBER 42/62
MUVED by Mrs. McPherson, seconded by Mr. Deakin, that the Township
make application to the Department of Highways for the balance of
grant due the Township on the 1961 road expenditure of $287,033.44.

RESOLUTION NUMBER 43/62
MOVED by Mr. Mowbray, seconded by Mr. Wank. that this Council declares
it to be its policy to permit leave of absence to heads of Township
departments, and to pay the reasonable expenses of heads of Township
departmen~and other responsible employees, up to a maximum of $125.00,
for the purpose of attending one convention in any calendar year,
and that such department baads and employees be required to submit
written reports respecting conventions attended and detailed accounts
of the expenses respecting which payment is sought;
AND THAT the Clerk be and is hereby instructed to prepare a by-law
setting forth. this policy. CARRIED
RESOLUTION NUMBER 44/62
MOVED by Mr. Deak~n, seconded by Mr. Mowbray, that our solicitor,
Mr. Elliott, present the Fire Area By-Law to the Ontario Municipal
Board at hearing in Township Hall on March 6th at 10 A. M. CARRIED

Mr. Wank, seconded by Mr. ,Mowbray, moves for leave to introduce a
By-Law of the Township of Pickering to enter into an agreement with
the Ontprio Water Resources Commission for the construction Ðf
sewers in the West Rouge, and that same now be read a first time.
Mr. Wank, seconded by Mrs. McPherson, moves that By-Law Number 2671
to enter into an agreement with the Ontario Water Resources Commission
for the constructlon of sewers in the West Rouge, be now read a second
time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.

The Committee of the Whole on By-Law No. 2669 to authorize certain
fees to be charged for hunting licences, arises and reports the
By-Law as read.

Committee of the Whole on By-Law No. 2669 be adopted, and that the
said By-Law be now read a Third time and PASSED; that the Reeve
and Clerk sign the same, and the Seal of the Corporation be affixed
