Sherman Scott, in the Chair Mrs. Jean McPherson Harvey Spang Milton Mowbray Wm. J. Greening Ross W. Deakin Hubert Wank L. T. Johnston, Clerk The following CORRESPONDENCE was considered: 1. The Annual Meeting of the Metro Toronto Industrial Commission will be held Wednesday, February 7th, at 11:15 a. m. in the Board of Trade quarters. They ask Council to appoint a representative. See Resolution No. 17/62. 2. The Met~ Waterfront Technical Committee will meet Friday, January 6th, at ~ p. m. at 7~0 Bay Street, Toronto. They wish Council to appoint a technical representative to attend. See Resolution No. 19/62. 3. Board break down the cost of a arton as follows: Building Contract Architect's Fee, 6% Equipment & Contingencies $ 288,750.00 17,325.00 38.092.00 $ 344,167.00 These figures are supplied by the Department, based on $16.50 per square foot for 17,500 square feet. A further letter has been rece~ved from the Board advising that the Special Vocational Grants Committee have agreed to build 10 of the 13 above rooms and pay 100% of cost, which leaves 3 rooms for the Board to build at a cost of from $75,000.00 to $100,000.00, instead of $344,167.00. 4. meeting AGREED Fire Committee should have representation. 5. Tenders i/or Industrial Si~ns: (1) E. L. Ruddy Co. - Sign 10' X 45' - $2200. each + 14% tax, $300.00, + tax for ~epainting each. (2) Kramer & Morris - Highway 2, 10' X 40' = $675.00 + tax. Highway 401, 20' X 50' = $1275. + tax. (3) W. Read - 1 sign $ 950.00 10' X 50' (approx.) 2 signs 1700.00 Repair these signs, $200.00 per sign. 6. Markham Village would like to meet Fire Committee re their ãtténding f~res in Pickering Township. Clerk ask for a proposed agreement. MOVED by Mrs~ McPherson, seconded by Mr. Deakin, that Mr. Jefferson be heard: CARRIED - 2 - Mr. T. O. Jefferson submitted: . (j<i) Request for the appointment of an Assistant Building Inspector at starting sala~y of $4500.00 per annum, as building per~its by years have been: 1959 - 355 1960 - 475 1961 - 664 and he felt proper supervision required an assistant. See Resolution No. 10/62. (2) A new building by-law based on the 1961 Code of the National Research Council. Council AGREED to study and have a new by-law for early spring. (3) Request for Plumbing Inspection Board for By-Law 2636 and recommended: Master Plumber - Fred Edwards, Rouge Hills Drive; Journeyman Plumber - John Ellis, 444 Brownfield Gardens; Secretary - Gordon McDowell, of his office, and that fees for each examination be $3.00 for Master Plumber and $1.50 for Journeyman Plumber. (4) Advised that O. W. R. C. had let sewers contract for West Rouge: (a) Trunk Sewer - Valentine Enterprises - $ 240,354.24. Engineers' estimate was $227,000.00, but grants for Winter Works should be at least $20,000.00. Fourteen weeks to complete. (b) Internal Sewers - Malvern Construction Limited _ $240,357.83 if laid in centre of roads; $254,868.15 if in ditch, as per resolution 381/61. See Resolution No. 21/62. (5) Municipal water will be available for part of Rosebank area during week of January 22nd. RESOLUTION NUMBER 9/62 ROvtD by ~rs. ~cPherson, seconded by Mr. Deakin, that John E. Campbell, Wm. T. Beddall, K. H. J. Clarke, Donald Gibson, Norman R. Millen, Jock Spragge, Fred A. Ainsworth, Colin Beal, Hubert Wank, Milton J. Mowbray and J. Sherman Scott be appointed to the Industrial Committee for the year 1962. CARRIED (j) RESOLUTION NUMBER 10/62 MOVLD by AI'. Mowbray, seconded by Mr. Wank, that the Township Engineer be and is hereby empowered to engage an assistant building inspector at a salary not to exceed $4500.00 per year, and that the post be advertised in the four local papers. CARRIED RESOLUTION NUMBER 14/62 MOVED by Mr. Spang, seconded by Mrs. McPherson, that Mr. W. C. Willson and Mr. Robert Malcolm be appointed Live Stock valuators. CARRIED - 3 - ~ RESOLUTION NUMBER 15/62 MOVED by Mr. Wank, seconded by Mr. Greening, that the Reeve and Clerk be authorized to amend the agreement with O. W. R. C. for application to Central Mortgage and Housing Corporation for loan on West Rouge Sewers to read $15,000.00 instead of $20,000.00 in Paragraph Twp. Mowbray be appointed as representative of Pickering Township at the Metro Toronto Industrial Commission meeting February 7, 1962. CARRIED RESOLUTION NUMBER 18/62 MOV~D by Mr. Deakin, seconded by Mr. Wank, that Mr. Vizely, Donald Beer, Donald Hopkins, F. V. Baker, Clifford Laycox, W. J. Greening, and Mrs. J. McPherson be appointed to the Recreation Committee. CARRIED RESOLUTION NUMBER 19/62 MðvED by Mr. Mowbray, seconded by Mr. Spang, that our Planning Consultants be instructed to send a representative on our behalf to the meeting of Metro Waterfront Technical Committee on Friday, 26th January, 1962, at 790 Bay Street, Toronto. CARRIED An RESOLUTION NUMBER 20/62 (JY MOVEb by M~. Mowbray, seconded by Mr. Deakin, that this Council declares it to be its policy that new employees other than depart- ment heads should be engaged by the department head concerned, that the authority of Council shall only be required when the number or salary of employees is increased, and that all vacancies be advertised in the four local newspapers. CARRIED ~ RESOLUTION NUMBER 21/e2 MO~t~ by Mr. Wank, seconded by Mr. Mowbray, that Motion Number 381/61 be and is hereby rescinded and that the sewers in the West Rouge Area be installed at or near the centre of the streets, as shown on the drawings. CARRIED V RESOLUTION NUMBER 22/62 ~OVED by Mr. Mowbray, seconded by Mr. Greening, that all department heads be and are hereby instructed to submit their budgets to the Finance Committee on or before February 1, 1962. CARRIED AGREED Sunday Theatres and Sports By-Laws be considered for Third ~eadings February 5th. AGREED that next meeting of Council be Monday, January 29th at 8 p. m., with Road and Fire Committees meeting January 22nd, and Finance Committee January 24th. BY-LAW NUMBER 2655 . Mr. Deakin, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to appoint members to the Township of Pickering Recreation Committee (Messrs. K. Vizely, D, Beer, D. Hopkins, F. V. Baker, C. Laycox, W. J. Greening, Mrs. J. McPherson) and that same now be read a first time. Mr. Deakin, seconded by Mr. Mowbray, moves that By-Law Number 2655 to appoint members to the Township of Pickering Recreation Committee, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read# - 4 - B~-Law No. 2655 (Continued) Mr. Deakin, seconded by Mr. Wank, moves that the report of the Committee of the Whole on By-Law No. 2655 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reev~ and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED J BY-LAW NUMBER 2656 Mr. Spang, seconded by Mr. Deakin, moves for leave to introduc~ a By-Law of the Township of Pickering to appoint valuators of sh~ep and other livestock worried by dogs in the Township of Pickering in the year 1962 (Messrs. W. C. Willson and Robert Malcolm), and that same now be read a first time. Mr. Spang, seconded by Mr. Mowbray, moves that By-Law Number 2656 to appoint valuators of sheep and other livestock worried by dogs in the Township of Pickering in the year 1962, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Spang, seconded by Mrs. McPherson, moves that the report of the Committee of the Whole on By-Law No. 2656 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Mr. Spang, seconded by Mrs. McPherson, moves that By-Law No. 2657 to appoint members to the Township of Pickering Planning Board, be now read a second time, and that Council go into Committee of the Whole thereon. CARRIED BY-LAW NUMBER 2658 (Two Readings) Mr. Spang, seconded by Mr. Wank, moves for leave to introduce a By-Law of the Township of Pickering to permit theatrical and motion picture performances, dri~e-in theatre performances, concerts and lectures on Sundays, and that same now be read a first time. Mr. Spang, seconded by Mr. Greening, moves that By-Law No. 2658 to permit theatrical and motion picture performances, drive-in theatre performances, concerts and lectures on Sundays, be now read a second time, and that Council go into Committee of the Whole thereon. BY-LAW NUMBER 2659 (Two Readings) Mr. Mowbray, seconded by Mr. Spang, moves for leave to introduce a by-law of the Township of Pickering to permit public games and sports for gain on Sundays, and that same now be read a first time. - 5 - By-Law Number 2659 (Two Readings) Mr. Mowbray, seconded by Mr. Spang, moves that By-Law Numh~r-2659 to permit public games and sports for gain on Sundays, be now read a second time, and that Council go into Committee of the Whole thereon. INSTRUCTIONS ~'ROAD,DEPARTMENT 1. Concession 2 and Valley Farm Road bad corner _ consider checker board. 2. Only one railway sign at Audley Road and C. p. R. crossing at track. Should be two about 300 feet from tracks. Have been erected. 3. Reflectors at Glengrove and Highway 2 not installed. 4. Should be reflector material 300 feet north of Highway 7 by Paddock Restaurant. 5. Mrs. Smith, of south of Concession 1 on Altona Road, claims water in ditch has no outlet. 6. Culvert not installed on Liverpool Road, east side, between Highways 401 and 2. INSTRUCTIONS - CLERK's DEPARTMENT 1. Copies of Sunday Theatre and Sports Act to be sent all Council members. 2. Write Department of Highways of Ontario ~e proper signs at Fairport Beach and Liverpool Road South. 3. Check Department of Highways re danger at Highway 2 and White's Road. 4.
