HomeMy WebLinkAboutSeptember 15, 1958 c.. MUNICIPAL BUILDING BROUGHAM A Meeting of Council was held on MONDAY, the FIFTEENTH day of SEPTEMBER, 1958, at EIGHT o'olock in the evening. PRESENT: J. Sherman Scott, in the Chair Sidney S. J. Pugh Edgar James Mrs. Jean McPherson H. Ross Hawthorne Robert L. Stewart Harry S. Pearce, Deputy Clerk The following CORRESPONDEMÇE was read: 1. Fire Prev,ntion Week, October 5 to 11. Ontario Fire Marshall requests participation of Council members in prevention programme. 2. Our Solicitors advise they are proceeding with the case against Dr. F. Taylor. 3. Mr. F. R. Malcolm wishes to purchase the dead end of Glengrove Road in front of his property at south west oorner of Lot 21, Con. 1, and north of No.2 Highway. 4. Proctor and Redfern report on drainage problem in south east section of Rouge Highlands Subdivision re Septic Tank beds. 5. We have received official notice of the Ontario Municipal Board's Order in respect to the East Rou2e zonin2 BY-Law, the same being approved for a temporary period expiring September 3rd, 1959. The following Persons, on MOTION, were heard: 1. Mr. G. E. B,ltbY, Township Weed Inspector, pointed out the fire hazard in respeot to the aocumulation of several years' dead grass and weeds on a large acreage of Mrs. Huggin's property, Lot 28, Broken Front, Range 3, and also on Parnes property in Lot 3, Concession 5, south and east of Kinsale Church. Mr. Holtby said that he had been approached to cut a path for school children through the weeds on the Charles Palmer tarm and asked Council's direction on what he should do. Another matter which was discussed while Mr. Holtby was present was who should be oharged for the cutting of weeds on certain properties used as playing fields. Mrs. McPherson stated that Mrs. Jackson of Fairport Beaoh had asked about a charge of $13.00 for weed cutting on property of hers used as a baseball field. 2. Mr. Hazlett discussed water service to his proposed motel in Lot 35" Concession Broken Front, Range 3, and stated that he was very anxious to receive the assurance that servioe would be arranged by the Township in the very near future. 3. Mr. Fair,rieve stated that Mr. Chapman was doing a good job on Spruce Hill Drive, but suggested that the Township should take over Stroud's Lane, as the hills on Spruce Hill Drive are always very bad when roads are slippery. 4. Mr. Jack ChaDman discussed various matters in connection with roads: (1) Said that the road mower would be going into Pickering Beach and Fairport September 16th. He oonsidered that the present weed situation on Township roads was relatively good, compared with other years, and that all roads had been sprayed this year. (2) Reported that Whitevale Village required 933 feet of new sidewalks plus a storm sewer and paved ditch on west side. This would cost $4,041.00 on Which subsidy would only be about $900.00. (3) Asked about preparing an agreement with Mr. Frank Webb re cutting ~ - 2 ... 4. Jack ChaDman (Continued) down hill in Lot 10, Concession 4. Asked permission to rent a front-end loader temporarily pending a purchase arrangement. Suggested maintenance of Piokering-Whitby Town Line be divided more evenly with Whitby. We now have about 6 miles. They have only about three miles. 5. Mr. Anderson stated that a single remaining entrance post built years ago by S. Mann at Pickering Beach should be removed, as it is now a hazard to the road. (3) (4) (5) 6. Mr. W. BerDan wishes to go on reoord that he is opposed to storm sewer going on north side of Island Road. RESOLUTION NUMBER 170 MOVED by Mr.Slewa~ seconded by Mr. James, that the Reeve and Clerk be authorized to enter into an agreement with Mr. Webb, of Lot 10, Concession 4, whioh will allow our Road Department to enter on his property and out" down the hill on Lot 10 and that Mr. Webb be paid the sum of $100.00 in consideration of our infringement of his property. ~IED RESOLUTION NUMBER 171 MOVED by Mr. Pugh, seconded by Mr. Hawthorne, that Road Superintendent be authorized to .ent a front end loader for two weeks. CARRIED RESOLUTION NUMBER 172 MOVED by Mr. Stewart, seoonded by Mrs. MoPherson, that application be made to the Department of Highways for grant on $128,200.69, which was spent by the Road Department up to August 31, 1958. CARRIED RESOLUTION NUMBER l73 MOVED by Mr. Stewart, seconded by Mr. Pugh, that Mrs. Huggins, of Fairport Road, be written a letter requesting that the weeds on her property be cut by September 25, 1958, or the Township Weed Inspeotor will do the work '11 and charge same agains~ her taxes. CARRIED AGREED that the Recreation Committee of Township investigate and report on Jackson property at Squire's Beach, used as a playing field; also other areas in Township used as playing fields - this report to include activities carried on, and to make reoommendation as to who should bear cost of weed cutting in such areas. AGREED that zoning meeting with Planning Consultant and Planning Board be held Thursday, September 25th, at 8 o'olook p. m. AGREED that members of Council inspect dead end of Glengrove Road, which Mr. F. Malcolm wishes to buy, before making a decision. AGREED that Fire Committee Chairman, in oonjunction with the Fire Chief, work out a programme for Fire Prevention Week, October 5 to 11. BY-LAW NUMBER 2337 Mr, Pugh, seconded by Mr. Stewart, moves for leave to introduce a By-Law of the Township of Piokering to appoint two members to represent the Town... ship of Piokering on the "Central Lake Ontario Conservation Authority", and that same now be read a first time. Mr. Pugh, seconded by Mrs. MOPherson, moves that By-Law Number 2337 to appoint two members to represent the Township of Pickering on the "Central Lake Ontario Conservation Authority", be now read a seoond time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Pugh, seoonded by Mr. Stewart, moves that the report of the Committee of the Whole on By-Law Number 2337 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the saae, and the Seal of the Corporation be affixed thereto. CARRIED - 3 - CLERK'S INSTRUCTIONS 1. Advise Mr. Little that September 25th, at 8 o'clock, has been appointed v for zoning meeting. 2. 1/ Advise members of Planning Board of zoning meeting. Write a similar letter to owner of property south and east of Kinsale Church as to Mrs. Huggins, re weeds. 4. Get in touch with Mr. Hazlett and advise him of present situation as regards water service. 3. v 5. Clerk write sohool board, No.2 area, and advise that Township cannot out the path through weeds on C. Palmer property for school children, which Weed Inspector was asked to do. Road Superintendent remove material washed down Island Road on to Mr. Lamb's property immediately, as otherwise his grass will be killed.
