A Meeting of Council was held on MONDAY the ELEVENTH day of AUGUST, 1958, at
EIGHT o'clock in the evening.

The following CORRESPONDENCE was read:
1.
Mr. Reid Sc!i1, on behalf of Rouge Highlands SUbdivid'rs, has sent us their
cheque for $2,000.00, as agreed.
Pickerin~ TownshiD Police feel a warning light at corner of East Avenue and
Island Road would be ineffective, and therefore do not recommend same.
2.
AGREED Reeve Lawson discuss with the Police Department the advisability of
employing a Motorcycle Traffic Policeman.
3. Ontario Water Resources Commission REPORT THAT on an inspection July 10th,
they found an excessively high suspended solid content, and recommend
Pitrun Limited either exolude their gravel washing wastes from the tributary
of Duffin's Creek involved, or provide adequate treatment. Ontario Water
Resources Commission is following this up.
4. The National Plannin£ Conference is being held at the King Edward Hotel,
Toronto, September 21 - 24.
5. Stevens. Hassard and Elliot recommend we accept $4,000.00 re Rouge Valley Inn
Company settlement. However, we have no assurance t~ would accept. Our
Solicitors will advise as soon as the other side has stated its position.
6. Our Treasurer reports the garbage salary period covered in the report passed
August 5th was one month.

At our present rate of $1,500.00 per month we will overspend budget by
about $1,000.00
7. Two weeks course for Fire DeDartment instruction will be held at Ontario Fire
College, Gravenhurst, September 29 - October 10, 1958.
AGRE~D no action be taken as we do not have a full time Instructor.
The following PERSONS, on MOTION, were heard:
1. Mr. J. Daniell-Jenkins presented a preliminary report as Co-Ordinator of Civil
Defence activities for the Township of Pickering. He reported considerable
progre~s in the organization of the various Civil Defence Service Departments
which .come under his direction. He requested a desk in the upper office where
he would be able to come and work from time to time as was found necessary.

Mr. Daniell-Jenkins closed by paying a special tribute to Mr. Harry Ashton, his
predecessor, who pioneered Civil Defence work in this area.
Council AGREED that Mr. Daniell-Jenkins would be furnished with the desk and the
help requested, also that he would be given full co-operation by the Municipalit
in every way possible.

2. Mr. Alex. Munro~, who owns property on the west side of East Avenue adjoining
Rouge Highlands Subdivision:
Mr. Munroe complained that the Municipality, through the Building Iñspector,
was not sufficiently concerned about protecting neighbouring property owners
in the matter of ensuring that house locations complied with the By-Law.
His case in point was the house being built next his property which he claimed
was looated approximately one foot too close to his property line. He admitted
that there had been a dispute over the location of the property line and that
the Master of Titles had ruled that the line follows the old fence line which
was one foot in his favour, compared with the new survey stakes.
He also pointed out that in his opinion the house was set several feet too high,
which could not help but result in an impossibly steep slope between the house
and his property line.
Counoil AGREED that although the building permit should specify thê location
as it concerns lot lines; a follow~p would be most desirable but was physically
impossible with our present staff and set-up. Looations and levels are really
engineering functions rather than those of building inspection.

MOVED by Mr. Scott, seconded by Mr. James, that the Clerk be instructed to prepare a
By-Law closing the Fourth Concession where it crosses the railway right-of-way.

MOVED by Mr. Scott, seconded by Mr. Stewart, that this Council express its appreciatj
of the services rendered to the municipality by Mr. Harry Ashton during the time he
was Civil Defence Co-Ordinator for the Township. Mr. ~shton, the first Co-Ordinator,
was instrumental in initiating a Civil Defence programme in the Township and during
this period gave freely of his time and ability. CARRIED
RESOLUTION NUMBER 145
MOVED by Mr. James, seconded by Mr. Hawthorne, on the reoommendation of the ReereatiCl
Committee, that we authorize the Treasurer to pay a grant of $1,000.00 to the Rouge
Hills Lions Club and an advanoe of $1,750.00 in order to complete the purchase of a
Community Park in East Woodlands, on condition that:

the project be ap,roved by the Department of Agriculture for grant purposes

MOVEQ by Mrs. McPherson, øeØønded by Mr. Scott, that the Canadian Pacific Railway be
authorized to remove the'bridge on the Fourth Concession diversion over the C.P~R.
tracks. CARRIED

POLICE REPORT
~OVED by Mrs. McPherson, seconded by Mr. Stewart, that the accounts, as reported by
the POLICE COMMITTEE, in the amount of . 4,395.17, be adopted. CARRIED
~LERK'S INSTRUCTIONS
1- Road Superintendent J. Chapman attend:
(I) Council meetings the second Monday of each month.
(2) Whenever reports are requested.
(3) At other times on request

/Put guard posts in over filled section immediately.

(1) to report on the finished road level for the sodh end of Rouge Highlands
Drive.
(2) Report on lot level:.·requirements on lots owned by Mr. D'Antimo on east
side of Friendship Avenue, and by Mr. Mika on west side Jaybell Grove, as
these gentl.men are anxious to begin building on these lots.
5. Clerk find out from Department of Agrioulture (Societies Branch) grant coverage
regarding renovations and repairs. This in oonnection with proposed work en )
Claremont Hall.
6. C.eck with Solicitor re By-Law regulating gravel pits.
7. Advise Planning Board members of the National Planning ~ønference. Find out v
what is on the agenda, and get information on registration for same.
8. Send copies of Nursing Home By-Law to members of Counoil for study. v
9. Ask Department of Highways of Ontario to prepare and erect sign, "Westney
Road" instead of "Greenwood Road".
lO. Mr. Thompson -to report on whether we can do anything to stop night and Sunday
work at Pitrun Limited.
