Lawson, in the Chair J. Sherman Soott Sidney S. J. Pugh Edgar J ame s Mrs. Jean McPherson Robert L. Stewart L. T. Johnston, Clerk The following CORRESPONDENCE was read: 1. Mr. Pols proposes to purchase one acre, being part of Lot 68, Plan 350, in East Rouge, providing he could add three greenhouses to present ore. Council AGREED no Building Permit could be issued until Ontario Mun- ~ icipal Board has finally dealt' with the Zoning B,y-Law and not then if area zoned residential. 2. v 1959 County eaualization - Pickering share of County operation 20.0153% slightly down from 1958. 3. Poll on Salva2e Yard, Concession 3, Lot 33. Objectors, 51. No objections, O. All within ~ mile. v 4. cost 19 - 200 watt street lights, v Health Unit advises that there is no effluent from septio tanks draining onto Mr. Dand's Golf Course. Mills. Svence ~nd Comvany request 30 day option on $270,000.00 debentures, ¡100.69 for 5' , or 98.7 for 5!%. Pickerin£ Beach RateDayerS' Association asked Council to drain the Beach Area as the streets have very poor drainage and the present scum smells very high and is a menaoe to health. Mr. Chapman submit a report. Also, they again requested that Beachview Road be improved and assumed by Road Department. Mr. Chapman reported that $450.00 would widen culvert and put the road in a reasonably good condition. Clerk directed to prepare a looal improvement petition for persons on Beechview Road. 2. John Brown of J. L. Graham and Company stated that due to a tighter DlOney ¡ market his firm, with Wood Gundy and Co., and Canadian Bank of Commerce, oould not submit a Tender, but asked that they be permitted to study the market and submit a report shortly. ./ ../ 3. John Grlblm, of Bell Gouinlock and Company asked for a 30 day option on our $270,000.00 debentures at 97! for 5t~ to yield 5.83% or 96! for a 51% to yield 5.68~.· J 4. Mr. Russell Mcleod stated he had been refused a permit to build a ohecken house to house a further 500 chickens on Oakwood Drive by the Building Inspector. The Reeve stated that a Building Permit for a ohi.ken honse could not be issued in a Residential R 2 Area after the Zoning B,y-Law had reoeived two readings. He was advised to attend the Rosebarik Zoning meeting on June 24th,' when he oould ask that his lands be exempted from such zoning. Thirteen ratepayers of Fairport objected to the Scott property on French- man's Ba, being zoned for light industry and a proposed boat works operating from such location. v 5. .¡ - 2 - 9. Mr. Davidson, Solicitor for Mr. McKeen, stated his client had signed an option to purchase the Scott property, about 300 feet by 60 feet, and proposed to erect a two storey building with between 4,000 and 5,000 square feet on ground floor where he would assemble pleasure boats from 15 feet to 22 teet long; the building te be of blook con- struotion from 20 feet to 25 feet high. The building would not likely be built this year but would employ 10 persons, increasing to 50 shortly, and em ploy partly local labour. Mr. Jack Chauman reported on road construction programme and asked for another full time man to operate a second mower. Mr. Fair£rieve asked about easements for Spruce Hill Road. Edward Hannah stated that he objected to Mr. A. J. Thompson demanding that he remove several old cars from his front yard from which he takes parts for experimental work and claims he is being discriminated agaiDt. Council AGREED any aotion be held up until it was learned under what By-Law an aotion against Mr. Hannah was being laid. V' 6. ,/ 7. ,/ 8, v v RESOLUTION NUMBER 113 MOVED by Mr. Pugh, seconded by Mrs. McPherson, that Council seek advice of Metro Planning Board and the Department of Planning and Development as to their thinking on future land use of Frenchman's Bay area. CARRIED v - RESOLUTION NUMBER 114 MOVED by Mr. Scott, seconded by Mr. Pugh, that Tender Garage for one Ford traotor and mower at the price of for high speed geer, be aocepted. of the Manchester $1,950.00, plus $175.00 CARRIED ./ RESOLUTION NUMBER 115 MOVED by Mr. Stewart, seconded by Mrs. McPherson, that Bell Gouinlock and Company be authorized to sell $270,000.00 ~ 5t%1 1 - 20 year Township of Pickering debentures to net the Municipality 962 flat, for a period of 30 days. CARRIED RESOLUTION NUMBER l16 MOVED by Mr. Stewart, seconded by Mrs. McPherson, that Mr. Jack Chapman be authorized to hire a full time road man at a starting rate of $1.30 per hour~ QARRIED ./ v" BY-LAW NUMBER 2321 Mr. Pugh, seconded by Mr. James, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 2266 which provides for the issuing of $65,000.00 debentures to provide for the building and equipping of a four room addition to West Rouge Public School in Township School Area Number 2 of the Township of Pickering and that same now be read a first time. / Mr. Pugh, seoonded by Mr. Scott, moves that By-Law Number 2321 to amend By-Law Number 2266 which provides for the issuing of $65,000.00 debentures to provide for the building and equipping of a four room addition to West Rouge Public School in Township Sohool Area Number 2 of the Township of Pickering be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Pugh, seconded by Mr. Stewart, moves that the report of the Committee óf the Whole on By-Law Number 2321 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2322 Mr. Pugh, seconded by Mr. Stewart, moves for lea.e to introduce a By-Law of the Township of Pickering to amend By-Law Number 2295 which provides fr the issuing of $140,000.00 debentures to provide moneys for the purpose of building and equipping _ two four-room additionsto schools in Township School Area Number 2 of the Township of Pickering and that same now be read a first time. - 3 - By-Law Number 2322 (Continued) Mr. Pugh, seconded by Mr. James, moves that By-Law Number 2322 which provides for the issuing of $140,000.00 debentures to provide moneys for the p111"pbse,~ of building and equipping two four-room additions to schools in Township School Area Number 2 of the Township of Pickering be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. James,~seconded by Mr. Stewart, moves that By-Law Number 2323 to amend By-niw Number 2260 which provides for the issuing of $65,000.00 debentures to provide moneys for the purpose of building and equipping a three room school in Township School Area Number 1 of the Township of Pickering be now read a second time, and that Council go into Committee of the Whole thereon. .I The Committee of the Whole arises and reports the By-Law as read. Mr. James, seconded by Mr. Pugh, moves that the report of the Committee of the Whole on By-Lãw Number 2323 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2324 Mr. Stewart, seoonded by Mr. Pugh, moves for leave to introduce a By-Law of the Township of Pickering to secure street lighting in all lots in Plan 678 and Rouge Highlands Subdivision, and that same now be read a first time. Mr. Stewart, seconded by Mr. James, moves that By-Law Number 2324 to secure street lighting in all lots in Plan 678 and Rouge Highlands Subdivision, be now read a second time, and that Council go into Committee of the Whole thereon. ./ The Committee of the ~Whole arises and reports the By-Law as read. Mr. Stewart, seoonded by Mrs. MCPherson, moves that the report of the Committee of the Whole on By-Law Number 2324 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2325 Mrs. McPherson, seconded by Mr. James, moves for leave to introduce a ~-Law of the Township of Pickering to provide specifications for Septic T~anks and Tile Disposal Fields, and that same now be read a first time. Mrs. McPherson, seconded by Mr. Pugh, moves that By-Law Number 2325 to provide specifications for Septic Tanks and Tile Disposal Fields, be now I read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mrs. McPherson, seconded by Mr. Scott, moves that the report of the Committee of the Whole on By-Law Number 2325 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED - 4 - BY-LAW NUMBER 2326 (Two Readings) Mr. Scott, seoonded by Mr. Stewart, moves for leave to introduce a By-Law of the Township of Pickering to zone that portion of the Township of Pickering which lies south of the Third Concession, and that same now be read a first time. v Mr. Scott, seconded by Mrs. McPherson, moves that B,y-Law Number 2326 to zone that portion of the Township of Pickering which lies south of the Third Conoession be now read a second time. CLERK'S INSTRUCTIONS 1. Mr. Chapman report on drainage of Pickering Beach. 2. Clerk prepare Local Improvement for roads, Beachview Avenue, for $450QOO~~ 3. Send a copy of petition on Bay Road to each signed. V' 0/ 4. Road Department advertise for one permanent man. 5. Fred Hicks put up two posts near west end of Bay Road .in Fairport so that ~ cars cannot park on Bay shore line. ,/ 6.
