HomeMy WebLinkAboutMay 12, 1958 MUNICIPAL BUILDING BROUGHAM A Meeting of Council was held on MONDAY, the TWELFTH day of MAY, 1958, at EIGHT o'clock in the evening. PRESENT: William G. Lawson, in the Chair J. Sherman Scott Sidney S. J. Pugh Edgar James Mrs. Jean McPherson Lloyd T. Johnston, Clerk PRESENT ALSO: Mr. C. Morley, Reeve, and members of Pickering Village Council Mr. Simmons, of Ontario Water Resources Commission Mr. Argo, of Gore and Storrie, Consulting Engineers. Mr. Morlev introduced his Council, Mr. Simmons, and Mr. Argo. He explained that the purpose of the meeting was purely explanatory, and that Pickering Village wished to keep the Township informed on any and all developments. There is the possibility that some type of co-operative effort as regards sewers might be mutually beneficial. Mr. Simmons spoke to explain the function of the Water Resources Commission: The Commission was created by Act of Parliament in 1957, to control water and sewers, planning, carry out projects and supervise operation. It will give assistance to a municipality or will carry a whole plan forward on either water or sewer projects by agreement. The interest on loans to carry out such projects will be the actual current interest rate as calculated each year (currently 5% - expected, 4~%). A five year moratorium may be arranged on principal payments if desired. He stated that area planning is strongly encouraged wherever possible. Mr. Ar~o spoke at considerable length: Water Resources Commission has asked that pollution of Duffin's Creek be removed. Pickering Village has asked for an engineering study re sewers. in the Township At present time West Rouge is only place/that really requires sewers; but should plan ahead, as this area is expanding rapidly, with every indication of continued more rapid expansion. Without a study, Mr. Argo refused to commit himself, either on possible location of a-proposed sewage disposal plant, or on cost. He did state that it is most advisable from standpoint of economy, to build trunk sewers large enough to take care of future requirements, as the trenching is the most expensive part of the work. The Sewage Disposal Plant itself can reasonably be built in units. Mr. Argo will be happy to study and to submit an engineering report on any part or parts of the Township requested. 2 AGREED by Council that Township of Pickering is interested, and that Mr. Argo wtll be further contacted. Future action regarding a study to be decided. The following CORRESPONDENCE was read: 1. Request for a resolution of Council to permit Ajax Town;· to issue $60,000.00 debenture for a four room addition to their High School. 1.-/ 2. Proctor and Redfern - re Subdivision Inspection Services: Rouge Highlands - fee l~% of total work. Chesterhill - fee based on actual time required. v AGREED fee arrangement~ds acceptable. 3. Proctor and Redfern report on 120 apartments: Water - new channel will supply 600 homes. Now connected, 302. The apartments would equal additional 120 homes. There is adequate water supply at present. Sewer - Ontario Water Resources Commission will not approve a package sewer discharging into a watercourse which does not flow all year. \/ We are instructed that Mr. Bungaro has suggested the sewer empty into the Rouge River. 4. Our Solicitor advises that Rouge Valley Inn Company Limited will not agree to the Township starting a new action against them, but will listen to discussions of a reasonable settlement. 5. Mr. ThomDson reports Mr. Wilcox doing a very good job of cleaning up both wrecking yard properties. The two weeks' extension requested, recommended by Mr. Thompson granted. 6. Mr. ThomDson reports a trailer being livéd in, on Lot 2, Plan 311, occupied by owners' father-in-law and mother-in-law. Asked to vacate, but they request 30 days to find a place. Extension granted. 7. Tenders for Garbage Truck: (1) Ontario County - 1955 G.M.C., Box 7' X 11' with hoist - 60,000 miles - about $2,400.00. (2) G. Reid and Sons, Scarborough - 3 ton 1952 Ford, gravel box, $700.00. (3) Carl Disney, Pickering - 1956 Chev. with hoist, 12' box, steel sides, $2,300.001 - and - ~ 1/ 1954 Ford truck and hoist, $400.00. (4) Albert B. Irwin, Markham - 1956 Fargo, 3 ton, mileage, 36,000, $1,995.00. (5) Joe Burrows - 1951 International with box and hoist, 3 ton, will paint if accepted. Council AGREED to postpone a decision until Mr. Disney's and Mr. Burrow's trucks have been inspected. 8. Applications for Road SUDerintendent: (1) Maxwell T. Jeffrey - 44 years of age - now in charge of two foremen and 37 men, Toronto Township. Applied in person. (2 ) LI Arthur E. Zimmerman, Elliott Lake - 43 years of age. mostly mining and construction. Much experience, - 3 - Road Sunerintendent (Continued) (3) J. C. Lan~edijk, Richmond Hill. Road experience in Alberta. (4) Nicholas Keo~han, Downsview. Experience at Long Branch. Applied in person. (5) S. A. Fairbairn, Pickering. Appeared in person. (6) J. S. ChaDman, R. R. Whitby.- 23 years' experience operating machines, grade foreman, and job superintendent. AGREED to delay engaging a man until Clerk has been able to check refer- ences of Mr. Jeffrey and Mr. Keoghan. The-following PERSONS, on MOTION, were heard: 1. Mr. TiDton and Mr. McNally appeared on behalf of Whi tevale Community ,/ Park requesting a grant for baseball equipment, and also that the baseball diamond be graded by the Township. Council recommended that these gentlemen meet the Recreation Committee at their meeting May 20th, and submit their request. RESOLUTION NUMBER 91 MOVED by Mr. Pugh, seconded by Mr. Stewart, that baseball park at Whitevale be graded by Township grader. CARRIED \/ RESOLUTION NUMBER 92 MOVED by Mr. Pugh, seconded by Mr. Scott, we pass the resolution to permit Ajax to debenture $60,000.00 for addition to High School. CARRIED BY-LAW NUMBER 2316 Mr. Stewart, seconded by Mrs. McPherson, moves for leave to introduce a By-Law of the Township of Pickering to authorize the borrowing of $200,000.00, and that same now be read a first time. Mr. Stewart, seconded by Mr. Pugh, moves that By-Law Number 2316 to authorize th borrowing of $200,000.00, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Stewart, seconded by Mr. James, moves that the report of the Committee of the Whole on By-Law Number 2316 be adopted, and that the said By-Law be now read Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of tJ Corporation be affixed thereto. CARRIED CLERK'S INSTRUCTIONS 1. Advise Proctor and Redfern that the owner agrees and intends to have effluent of package-type sewage system discharge into the Rouge River rather than into a seasonal watercourse. 2. Advise Solicitor R. J. Hassard that Council still wishes a settlement of ~~,OOO.OO. Get his opinion on Township's chances of winning lawsUit·; c.- 3~ Send flowers to Mrs. Ross Hawthorne, who is in Scarborough General Hospital with a new baby.
