PRESENT: William G. Lawson, in the Chair J. Sherman Scott Sidney S. J. Pugh Edgar James Mrs. Jean McPherson Robert L. Stewart Lloyd T. Johnston, Clerk The following CORRESPONDENCE was read: 1. Motor Body and Fender ShOD asked for a license to operate a Body and Fender Shop in Broken Front, Range 3, Lot 31, old Skidmore factory. Mr. Thompson canvassed the area and reported no objectors. 2. Mrs. Florence Coward of Green River, who had been refused a Kennel Ltcense in 1957 again applied for one. Mr. Thompson reported that he had again canvassed the area and fou~d no objectors as the dogs had been kept and caused no nuisance. He recommended a licepse. 3. Mr. Geor~e Krut~er, who proposed to purchase the Swiderski property i~ Concession 2, Lot 22, applied for a Kennel License. Mr. Thompson canvassed the area and recommended a license be not granted. 4. Mr. Thompson submitted a full report on Mr. SteDhen NYilas who is living in a 20' X 20' garage in Lot 64, Plan 342. He stated he told Mr. Nyilas to take out a Building Permit, deposit $300.00 extra, immediately or vacate. 5. Nick Kniknickv, of Concession 1, Lot 1, asked for a Wrecking License. Mr. Thompson recomme~ded that no license be granted . ô. Police Chief asked Council to revoke Mat's Grill Pin Ball License as it is a bad hangout for young men. 7. Pickerin!! District. Hi!!h School Board asked for Ontario Mu~icipal Board approval to spend $31,900.00 for school site, plus extras at. Concession BrOKen Front, Range 3, Lot 29, property of Alex Gourlie. s. Notice Ontario MuniciDal Board Hearin~ June 4th, re Ajax Official Plan. Clerk ask Planning Board study and report. Our Solicitors state that Mr. Godfre~ will waive his right of costs of Gravel Pit Injunction, amounting to $1,200.00 to $1,500.00, if Township will not appeal to the Supreme Court of Canada. 9. v' ,/ ". v v ..- v 10. Canadian Natiopal Railwavs agreement presented whereby all persons who v have access over stub li~e to Pickering Village require a permit. They claim as Pickering Dog Pound is o~ the other side of line, we require a yearly permit with Five Dollar fee. 11. Aiax Pickerin~ HosDital - Thanks for $7,500.00 grant. 12. Mr. De Acetis, owner of Lot 66, Plan 320, requests a letter of tolerance because house I!" to ,,, too close tò lot line. 13. Trustees. School Section 10. Brou~ham, application for $40,000.00 - 5! - 15 year debe~tures for a two room school. 14. Resolution of Pickerins: TownshiD Plannins: Board: "MOVED by Mr. Ritchie, seconded by Mr. Newman, that the Board approve in principal the Master Plan as presented by Project Planning Associates for that portion of the Township which lies between the Third Concession Line and Lake Ontario and that the Board's recommendations regarding the Zoning By-Laws for th~ area be submitted to Council at a later date. (1) Manson Ellicott (~2) Roland Harden (3) Clifford Wannop (4) Faith Liscombe The following PERSONS on MOTION, were heard: 1. A. J. ThomDson, re Wilcox Wrecking Yard, and others. ~. Mr. Oliver Crockford, acting for Charles Wilcox, stated that due to weather and business pressure Mr. Wilcox had not kept property on No. 2 Highway as neat as it might have been - painted all the Board fence, planted trees or kept the wrecks behind the fence, as agreed, so asked for two weeks to clean up both places. Council agreed to the two weeks' extension, but said license would be cancelled if clean-up job not completed in two weeks to satisfaction of Mr. Thompson. Clerk so advise Mr. Crockford, and send copy of those things agreed to when license issued. 3. Mrs. Picard, of Dunbarton Shores Ratepayers' Association asked Council for a grant towards procuring athletic equipment for their local children. 4. The Trustees of Brou~ham School Section asked Council to build a road 350 feet into their proposed new schoolhouse in south-east corner Lot 20, Concession 6. The cost of such a road, as estimated by our Road Department, is $444.00 5. The following applicants were interviewed office assistant to Clerk and general office work: (1) Michael Marsden, Pickering Beach (2) C. A. Granger, Old Rosebank Road (3) Harry Pear.e, Altona Road (4) R. Hargreaves, Fairport Beach RESOLUTION NUMBER 69 MOVED by Mr. Pugh, seconded by Mr. Scott, THAT WHEREAS The Pickering District High School Board have advised Council that they intend to purchase twelve acres of land in the north half of Lot 29, Concession Broken Front, Range 3, Township of Pickering, which with other expenses will amount to $31,900.00, and such money has been included in the 1958 High School budget; AND WHEREAS the expenditure of such a sum for capital account would require the approval of The Ontario Municipal Board; BE IT THEREFORE RESOLVED that the Clerk be directed to make application to the Ontario Municipal Board for their approval for the Pickering District Hi~h School Board to spend $31,900.00 on capital account, which will include the purchase of a new school site comprising 12 acresin the north half of Lot 29, Concession Broken Front, Range 3. CARRIED RESOLUTION NUMBER 70 MOVED by Mr. Scott, seconded by Mr. Stewart, THAT WHEREAS the house located on Lot 66, Plan 320, is located from 3'11t" to 3'10~1t from west boundary; AND WHEREAS By-Law No. 1978 requires all houses to be 4 feet from the lot line; BE IT THEREFORE ENACTED that this Council grant a letter of tolerance for the said house located on Lot 66, Plan 320, and Council will take no action against this or any future owner because it does not comply with By-Law No. 1978 in this respect. "'" - 3 - RESOLUTION NUMBER 71 MOVED by Mr. Scott, seconded by Mr. Stewart, that the request of the Dunbarton Shore's Ratepayers' Association for a grant for sports equipment be referred to the Recreation Committee for a recommendation. CARRIED RESOLUTION NUMBER 72 MOVED by Mr. Stewart, seconded by Mrs. McPherson, that the Pin Ball Machine License of Matt's Grill be cancelled, as a result of the recommendation of the Chief of Police. CARRIED RESOLUTION NUMBER 73 MOVED by Mr. Scott, seconded by Mr. James, that the Reeve and the Clerk be authorized to sign an agreement amending the agreement dated March 1st, 1954, with the Village of Stouffville regarding the charges for services supplied by the Village o~ Stouf~ville Fire Brigade. CARRIED RESOLUTION NUMBER 74 MOVED by Mr. Stewart, seconded by Mr. James, that the Township of Pickering not appeal to the Supreme Court of Canada re the Godfrey gravel pit injunction providing Mr. Godfrey waive his right of costs. CARRIED RESOLUTION NUMBER 75 MOVED by Mr. Stewart, seconded by Mr. Pugh, that Stephen Nyilas of Lot 64, Plan 342, be given 60 days ~rom this date to take out a Building Permit for the ahove lot or vacate the building hé is living in. CARRIED RESOLTITION NUMBER 76 MOVED by Mr. Pugh, seconded by Mr. James, that a Wrecking License be not ~ranted Mr. Kniknicky in Concession 1, Lot 1. CARRIED RESOLurION NUMBER 77 MOVED by Mr. Stewart, seconded by Mr. Pugh, that a Body and Fender License be ~ranted Motor Body and Fender Shop in Old Skidmore Factory. CARRIED RESOLUTION NUMBER 78 MOVED by Mr. Pugh, seconded by Mr. James, that a Kennel License be granted Mrs. Florence Coward of Green River. CARRIED RESOLUTION NUMBER 79 MOVED by Mr. Pugh, seconded by Mr. Stewart, that Mr. Krueger be not granted a Kennel License in Concession 2, Lot 22. CARRIED RESOLUTION NUMBER 89 MOVED by Mr. Pugh, seconded by Mr. James, that provided the road to new proposed Brougham school is deeÅ’ñto the School Board the Township will contract to build the road at the expense of the School Board. CARRIED RESOLUTION NUMBER 81 MOVED by Mr. Stewart, seconded by Mr. Pugh, that Harry Pear~e be engaged as assistant to Clerk at $3,200.00 per year on three months' probationery period. CARRIED RESOLUTION NUMBER 82 MOVED by Mr. Pugh, seconded by Mr. Stewart, that Messrs. Proctor and Redfern be engaged to supervise both Rouge Highlands plans as per agreement, and Chesterhill agreement as required and that they quote fee for supervision of both Rouge Highlands plans. CARRIED BY-LAW NUMBER 2316 (Two Readin~s) v v ý" v" V' V' v" 0/ ,/ v V' v' Mr. Pugh, seconded by Mr. James, moves for leave to introduce a By-Law o~ the Township of Pickering to provide for the issue of debentures in the aggregate principal amount of $40,000.00 to provide moneys for the purpose of building ~ and equipping a two room school in Township School Section Number 10 of the Towrship of Pickering, and that same now be read a first time. Mr. Pugh, seconded by Mrs. MCPherson, moves that By-Law Number 2316 to provid~ moneys for the purpose of building and equipping a two room school in Township School Section Number 10 of the Township of Pickering be now read a second time and that Council go into Committee of the Whole thereon. Advise Canadian National Railways that Township is not a tenant of Gerig property where Dog Pound located, and thus assumes no responsibility for lane entrance. ..... v ?
