Our Solioitor, Mr. öassard, advised that Mr. Justice Barlow held that th.
making of a eravel pit was not a use of the land within the contemplation
of By-Law No. 2077 so our action against Mr. Godfrey in Concession 5,
Lot 12, was dismissed. Reeve Lawson has instructed Mr. Hassard to get an
opinion from Senior Counsel whether Dr not to appeal.

9. Proctor and Redttrn have .ecured the following tenders for a stone
filled channel to West Rouge pump house to increase the supply of
water:

The following PERSONS, on H.OTION, were heard.
1. Mr. Bird of Ajax, Chairman of the Retarded Children's School, stated
that the yearly cost of operating the 15 pupil school would be 110,000.00
which with Provincial grant of $4,000.00 and expected campaign would leave
$3,000.00 or $200.00 !er child or on a basis of 8 Children from the
Township would leave '160.00 per month shortage for our children.
2. Mrs. Cowie of Concession 4, Lot 6, stated she had a child attending the
Retarded Children's School and felt some of their school taxes should
be diverted to this school.

3. Mr. Criohton and delegation of 10 asked Council to bulldoze the old
Duffin's Creek channel shut south of Riverside so as to relieve the
possibility of flooding next Spring.
4. Mr. Norman CartwriJ[ht of Riverside also spoke in support of Mr. Criohton.

Mr. FairJ[rieve of Dunbarton asked about manner in which 1957 Insurance
was let.
Mr. Bofsfield of Proctor aad Redfern again explained that he would
review existing zoning IT-Laws, define where new ones should be
established, provide model By-law agreements for new subdivisions
and establish procedures for letters of tolerance, for a fee of
1600.00, and review existing subdivision control By-Lews:and agree-
ments and prepare a manual of Good Practice, for a 1400.00 fee.
In general he believes in zoning only When required, not one By-Law
for the Whole township.

Acting Reev. Scott asked that a tender be aocepted tor the building ot a
channel to the West Rouge pumping station. Councill.r~Julian stated tàat
proper notice had not been given and objected to the matter coming betore
the Meeting. A. i~ was not aerinitely established that the cost of this
project would be paid by the Chesterhill Development C.mpany, Councillor
Pugh recommended that the letting of the tender be laid over until next

Considerable discussion took place when Councillor 3ulian asked Deputy-
Reeve Scott tor his resignation, quoting the Munioipal Act, because
Mr. Scott holds a mortgage on ttouge Highlands _Wivision in Broken
Front Range 2, Lot 35. Hr. ~ulian claimed that Hr. Scott's holding of
this mortgage made him a party to the Township's subdivision agree.ent.

be now read a second time, and that Council go into Committee of the Whole
thereon.

now read a Third time and PASSED; that the Reeve and Clerk sign the same,
