A Meeting of Council was held on MONDAY, the TWENTY-THIRD day of SEPTEMBER,
1957, at EIGHT o'clock in the evening.

The following CORRESPONDENCE was read.
1. Board of Transport Commissioners Order No. 92447 directing that
Rosebank Canadian National Railways crossing be improved; 60% of cost
not exceeding $1,800.00 to be paid by Railway Grade Crossing Fund;
15% by Canadian National Railway; balance by Township, or about $750.00.
2. A. J. Thompson advised he had ordered Henry H. Pollard to remove his
trailer from Green property, Lot 56, Plan 346, by September 26th.
3. A. J. Thompson advised that By-Law 2073 did not exclude the keeping of
animals such as goats so that he could take no action against C. Bailey,
Plan 492, Lot 45.
4. H. F. Newman asked that 30 miles per hour speed signs be placed on
Crescent Road.
The following PERSONS, on MOTION, were heard.
1.
D. J. Piitz. Treasurer, asked for By-Law authorizing the borrowing from
the Bank of a temporary loan of up to $200,000.00 to provide the Township
with funds until the taxes are paid.
Mr. Lorne Puckrin stated that he had appealed his 1956 assessment on
Plan 377; that the Judge had reduced the assessment on land approximately
from $100.00 per acre to $50.00 per acre; that he had appealed his 1955
assessment but that it was not heard because he was one day late in
appealing but claimed that the Judge's decision on the 1956 assessment
should stand for 1955 also. Clerk get opinion.
Mr. Pollard who occupies a trailer on Lot 56, Plan 346, stated he expected
a jOb shortly and asked for an extension of time to move his trailer.
Mrs. Mary Dou~las of Spruce Hill Road stated she had not received her
Assessment Notice as she wished to appeal it. The Reeve advised that
it would be mailed about September 30th.
Mr. Percy Cross of Concession 1, Lot 30, complained that the By-Law
Enforcement Officer had written him to stop working on cars on his
premises at night. Mr. Cross denied that this had been done for many
months.

Mr. Cross also discussed his road culvert.
6. Mr. Andrew Dand complained that the developers of the Chesterhill
subdivision were diverting water from a natural watercourse onto his
Golf Course, and the sediment is detrimental. He asked Council to
require the Company to take their water to a natural watercourse.
Mr. Dand also objected to the proposal that the former Chester barn
be made into a Recreation Centre.

The Reeve stated
(1) that he had arranged for an informal meeting with members of
Council from Pickering Village, Town of Ajax and Pickering
Township at Brougham, Thursday, September 26, 1957, at e P.M.
to discuss annexation problems, amalgamation and inter-
municipal services.
(2) The Industrial Committee would meet October 3, 1957, at 8 P.M.
(3) That with the zoning of the Township it would be necessary to
engage planning consultants to recommend plans and land uses
and prepare necessary by-laws.
(4) As an industry is interested in 200 acres of land between
Highways 401 and 2 west of Pickering Village, and as some of
the land is marshy, the Reeve suggested that some construcüon
soil tests be nadeat the expense of the Municipality.
(5) That nine lectures on the various governmental Departments
will be given in Pickering District High School commencing
October 17th.
AGREED Clerk write several planning consultants and get an estimate
of cost of preparing necessary plans and By-laws for zoning.
RESOLUTION NUMBER 174
MOVED by Mr.Scott, seconded by Mr.Stewart, that a soil testing firm
be engaged to make soil tests on 100 acres in north half Lots 17 and 18,
and 100 acres in north half Lots 19 and 20, both in Concession 1, at a
cost not to exceed $1,000.00. CARRIED
RESOLUTION NUMBER 175
MOVED by Mr. James, seconded by Mr. Pugh, that a Kennel License be
granted Mrs. Norman Davies, Concession 1, Lot 21. CARRIED
RESOLUTION NUMBER 176
MOVED by Mr. Scott, seconded by Mr. Stewart, that this Council make
application to the Department of Highways for their interim grant on
$139,902.76 spent by the Township of Pickering Road Department during
period January 1, 1957, to August 31, 1957. CARRIED
RESOLUTION NUMBER 177
MOVED by Mr. Chapman, seconded by Mr. Scott, that Mr. Pollard be granted
a Thirty day extension from September 23rd in which he will be required
to move his trailer now located at Lot 56, Plan 346. CARRIED
AGREED that Mr. Godson give Chesterhill Development Company Five days
to have ditches in Plan 612 properly opened and upon failure to comply,
do the work at the developers expense.
BY-LAW NUMBER 2256
Mr. Pugh, seconded by Mr. James, moves for leave to introduce a By-Law
of the Township of Pickering to authorize the borrowing of $200,000.00
and that same now be read a first time.
Mr. Pugh, seconded by Mr. Julian, moves that By-Law Number 2256 to
authorize the borrowing of $200,000.00 be now read a second time, and
that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Pugh, seconded by Mr. Sc ott, moves that the report of the Committee
of the Whole on By-Law No. 2256 be adopted, ahd that the said By-Law be
now read a Third time· and PASSED; that theReeve and Clerk sign the same,
and the Seal of the Corporation be affixed thereto. CARRIED

BY-LAW NUMBER 2257 (Two Readings)
Mr. Julian, seconded by Mr. Stewart, moves for leave to introduce a By-Law
of the Township of Pickering to amend By-Law Number 2073 "To regulate the
use of land and the character, location, and uses of buildings and structures
in Plans 489, 492, and 52l.~ and that same now be read a first time.
Mr. Julian, seconded by Mr. Scott, moves that By-Law Number 2257 to amend
By-Law Number 2073 "To regulate the use of land the character, location,
and use of buildings and structures in Plans 489, 492, and 521" be now
read a second time, and that Council go into Committee of the Whole thereon.
Clerk advise Building Inspector to check the terracing of houses at rear
of Mr. Bergman's home in West Rouge.
On MOTION by Mr. Pugh, the meeting adjourned to a Road Committee Meeting.
