HomeMy WebLinkAboutApril 29, 1957 M U N I C I PAL B U I L DIN G BROUGHAM A Meeting of Council was held on MONDAY, the TWENTY-NINTH day of APRIL, 1957, at EIGHT o'clock in the evening. PRESENT: W. G. Lawson, in the Chair J. S. Scott Sidney S. J. Pugh Edgar James J. S. Chapman Glenn Julian Robert L. Stewart L. T. Johnston, Clerk The following CORRESPONDENCE was read: 1. Bruell Pa~ agreed to supply and lay calcium chloride on Township roads at '43.90 per ton. 2. March Police Report. Total occurrences, 161. 3. Proctor. Redfern and Lau~hlin submitted cost of laying 6-inch pipe across Highway 401 to a point 620 feet east of Lansing Cloverleaf on Highway 2 to be $ 12,050.00. 4. Police fines for March, $ 122.17. 5. Pickerin~ Villa~e advise that they intend to make application to Ontario Municipal Board to annex approximately 1500 acres of the Township, viz., Ajax to 40 rods west of Brock Road, Base Line to north limit of south half of Concession 2 and easterly to west 40 rods Lot 12. 6. Ontario Municioal Board have appointed May 31, 1957, at 11 A. M. to hear objections to By-Law Number 2233 regulating buildings. 7. Department of Plannin~ and Development advise they are considering the appointment of four members to the Metro Planning Board from the fringe areas, that would be one member from Pickering Township, Pickering Village, and Town of Ajax, and a meeting is called at the Department Offices of Reeves and Clerks of these three Municipalities to appoint a member on Tuesday, May 7th at 2:30 P. M. 8. Request from Women's Auxiliary of Ajax and PickerinÆ General Hospital to hold a Tag Day Friday evening May 31st and Saturday June 1st in .the Township in aid of Hospital work. 9. De artment of Munici al Artåirs asking Council to pass a new By-Law for their purchase of our 65,000.00 debenture as they have new regulations. 10. Mrs. Dorothy Basley requesting calcium on Dixie Road. 11. Petition of Eleven Clubs and Associations in the !ownship asking Council to conduct a survey of recreation facilities and need in the Township. The following PERSONS, on MOTION, were heard: 1. Mrs. Milli~an owner of a home on Pine Ridge Road north of that portion assumed by the Township complained that they had to pay for maintaining the private road. Agreed Mr. Godson meet her husband April 30th. 2. Mr. Van Vlack stated his wife had signed a petition to have certain work done on Stroud Road without realizing the cost, so asked that her name be removed from petition. Agreed. - 2 - 3. Mr. Sheey stated his property fronted on Spruce Hill Drive and should not be charged for 200' on Stroud Road and would not sign in any case. Council agreed he should be charged flankage only, if the petition succeeded. 4. Mr. Goslin asked permission to attend the Assessor's Convention in Windsor for three days. 5. Mr. Godson stated he had graded and gravelled the sideline between lots 22 and 23 Concession 2 and that Father Fleming was quite satisfied with the work. Council directed Mr. Godson to get prices on renting or buying several spreaders for calcium chloride. 6. The following persons interested in Community Recreation were heard. J. C. Clarke - Rouge Hills Lions Club Mrs. Anne Glidden - Claremont Recreation, stated they had facilities but no leadership. K. Visley of Claremont stated the Federal Government have several millions in a Physical Fitness fund under an Act passed in 1943. (4) W. G. Newman stated East Woodlands Hall is now almost unused and that it is possible that the Rouge Hills Lions might try to rent the building and operate community activities. (1) (2) (3) MOVED by Mr. Scott, seconded by Mr. James, that D. F. Goslin attend the 11 Assessor's Convention in Windsor for three days with expenses paid. CARRIED MOVED by Mr. Stewart, seconded by Mr. Pugh, that Proctor, Redfern and '_I~ Laughlin make application to the Department of Health for an extension of a 6" watermain across Highway 401 in B.F.R. 3 Lot 35 as per $12,050.00 estimate and do all preliminary work for such extension. CARRIED AGREED that any donations to the paving of East Avenue by subdividors be applied to paving, as far as the funds will go, the north end of Ridgewood Road. MOVED by Mr. Scott, seconded by Mr. Pugh, that John Robson of Peterboro, who has been engaged as Sanitary Inspector of the Health Unit commencing \~ June 1, 1957, be employed by the Township for part of May to investigate anð inspect installation of septic tanks at a salary computed on basis of $4,400.00 per year. CARRIED (Reeve Lawson to contact Mr. Robson) The Reeve suggested that the Bell septic tank in West Rouge should be put in proper working order by the Township as it appeared that it was not properly installed and inspected. MOVED by Mr. Pugh, seconded by Mr. James, that the Women's Auxiliary of 1 Q the Ajax and Pickering General Hospital be permitted to hold a Tag Day on Friday evening May 31st and Saturday June 1st in the Township of Pickering to raise funds for the Hospital. CARRIED Councillor James agreed to contact Mr. Ellerbeck and try to arrange a meeting with Council on May 7th at 8 P.M. re Township recreation. Clerk to advise Pickering Village that Township will oppose their proposed annexation. BY-LAW NUMBER 2234 Mr. Chapman, seconded by Mr. Pugh, moves for leave to introduce a By-Law of the Township of Pickering to authorize an application to The Ontario Municipal Improvement Corporation for the purchase by it of certain debentures and that same now be read a first time. Mr. Chapman, seconded by Mr. James, moves that By-Law Number 2234 to authorize an application to The Ontario Municipal Improvement Corporation for the purcha.. by it of certain debentures be now read a second time, and that Council go into Committee of the Whole thereon. - 3 - BY-TAW NUMBER 2234 (éontinued) The Committee of the Whole arises and reports the By-Law as read. Mr. Chapman, seconded by Mr. Julian, moves that the report of the Committee of the Whole on By-Law Number 2234 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto.
