BROUGHAM
PURSUANT TO STATUTE, the members-elect of the Municipal Council of the Township
of Pickering met in the Council Chambers on MONDAY, the SEVENTH day of JANUARY,
1957, at the hour of ELEVEN o'clock in the forenoon.

The members-elect, having taken the Oath of Allegiance to Her Majesty, Queen
Elizabeth II, and the Declaration of Qualification on the day of nomination,
took before the Clerk their respective Declarations of Office, and took their
seats at the Council Board - the Reeve in the Chair.
Rev. R. Lackey, of Claremont, conducted the devotional address and Councillor
Pugh thanked him for his message.
Reeve Lawson asked for the usual good co-operation of Council. He asked that
the various Committees prepare and bring in complete reports so that work of
Council may be speeded up. He stated that careful consideration should be
given to all capital expense, as money is very tight and costs 6*% and long debentt
at this price could be a hardship in less prosperous times. Reeve Lawson asked
that Councillors work for the good of the Township, not just their own local
Wards.
Councillors Scott, Pugh and Julian spoke in similar vein.
Messrs. W. G. Newman, George T. Todd, W. H. Westney, C. E. Morley, W. C. Willson,
B. Jamieson, all wished Council well for 1957.
MOVED by Mr. Scott, seconded by Mr. Stewart, that the Standing Committees of
this Council for the year 1957 be as follows:

The following CORRESPONDENCE was read:
1. Robert Watson asked for a new garbage contract at $ 20,800,00, being an
increase from $13,500.00 for 1956 and that Council agree by January 15th,
or he would terminate his services.
2. ReÆinald Button, Solicitor, asked Council to deed 10 foot road allowance to
Grace Lehman as there was an error in survey.
3. Hospital for Sick Children requested grant.
4. St. John's Ambulance requested grant.

5. Association of Assessin~ Officers, membership fee for three members, $30.00.
6. Ontario Good Roads Association, membership fee, $ 10.00.
7. Department of HiÆhways, Property Department, asking Council to tender on
half lot, 162 feet by 161 feet on north west corner Lot 35, Broken Front,
Range 2. COUIJcil only interested in whole of said lot.
8. Petition of 26 names near FourthConcession east of Brock Road, asking that
Fourth Concession road and sight lines be improved.
9. The Ontario Municipal Board will only approve $ 88,834.92 for Local Improvement
Debenture on Waterworks and not the additional $ 8,360.16 for additional mains
and connections.
10. South Ontario County Federation of AÆriculture, enclosing Financial Statement
for year 1955-1956, showing Pickering Township paid $ 1,560.29 in fees while
all other municipalities paid $ 1,219.18. Clerk check with Secretary of
Federation.
11. Riverside Ratepayers' Association, asking that Major Hooker or David Crichton
be named to R.D.H.P. Authority.
l2~ Charles Keen. of Concession 2, Lot 24, thought his taxes too high and the
Dixie Road not well kept up.
13. ResiÆnation Mrs. Elsa Storry.
14. Resi~nation Milton Pegg from Planning Board.
Deputy-Reeve Scott stated he and Reeve Lawson had met Chesterhill Developments
Limited and he felt that there will, in future, be more co-operation between that
Company and the Township.
AGREED that all Council Meetings shall be held in the evening, that the regular
monthly meeting shall be the first Monday night in each month, when accounts will
be passed, unless that day is a holiday, when it will be held on Tuesday evening
following. Emergent meetings will be held each other Monday evening.
MOVED by Mr. Pugh, seconded by Mr. Chapman, that requests for grants by Hospital t
for Sték Children and St. John's Ambulance be tabled. CARRIED
MOVED by Mr. JuJian, seconded by Mr. Stewart, that Township's three assessors ,
be members of the "Assessing Officers of Ontario" for 1957. CARRIED
MOVED by Mr. Scott, seconded by Mr. Pugh, that a 1957 membership to "Good Roads j
Association" for 1957 be taken out. CARRIED
MOVED by Mr. Pugh, seconded by Mr. Chapman, that Clerk advertise for a Typist at
approximate starting salary of $ 2,000.00. CARRIED

MOVED by Mr. Scott, seconded by Mr. Pugh, that Reeve and Clerk execute a deed
for 10 foot road widening, Township of Pickering to Grace Lehman, as original
given in error by surveyors. CARRIED
AGREED that all accounts payable be closed on 15th of each month, reports issued to
each member of Council as soon as possible thereafter, so that the Committees can
meet and recommend to Council for payment at regular meeting.

Mr. H. V. R. Moore asked Council for a further donation to "Power Squadron" lectures
'eing held in the High School to twenty students. Referred to Finance Committee.
MOVED by Mr. Scott, seconded by Mr. Pugh, that a committee of the Municipal Corporati
of the Township of Pickering be established, to be known as The Industrial Committee
of the Municipal Corporation of the Township of Pickering, to be comprised of the
Reeve of the said municipality, two other members of the Council thereof, the Chairma
or other member of the Planning Board of the said municipality and five ratepayers
of the said municipality to be appointed by the Council, which members are to hold ~
office from the day of their appointment until their successors are appointed, for
the following objects:
1. To advise the Council of the Corporation of the Township of Pickering and
the Planning Board thereof, where necessary, with regard to,
(a) the use of land within the limits of the said municipality for
industrial purposes;
(b) the servicing of industrial lands with water and sewer mains within
the municipality and the method of financing such services;
(c) the method of encouraging and assisting industries to locate in the
said municipality.
2. To take whatever action as may be necessary to promote and further such
objects with the approval of the the Council of the said municipality.
The said committee shall elect from among its members a Chairman and a Vice-
Chairman, and the Secretary of the committee shall be the Clerk of the Municipality.
The said committee shall hold meetings in the Municipal Building at Brougham at
eight-thirty p.m. local time on the third Tuesday in the months of February, April,
July and October, and at such other times and places as the Chairman shall decide.

AGREED that Council shall issue instMtctions to Planning Board re consents in
Plan 612.
The following named persons were recommended to sit on Industrial Committee:
Messrs. W. H. J. Thompson,. Frank Routley, J. Pemberton Piggott, Ernest Nerlich,
David A. Donaldson, Kenneth H. J. Clarke, W. G. Lawson, and two members from
Council.

Mr. Pugh, seconded by Mr. Scott, moves for leave to introduce a By-Law of the
Township of Pickering to authorize the borrowing of $ 60,000.00 to meet capital cost
of consûruction of school in S. S. No.6 until debenture is sold, and that same now
be read a first time.
