PRESENT: William G. Newman, in the Chair William G. Lawson J. Sherman Scott Sidney S. J. Pugh Mrs. Jean McPherson L. T. Johnston, Clerk The following C9RRESPONDENCE was read: 1. Mrs. Harry Porter, Trustee, Board of Bethel Cemetery, requesting that their cemetery be not taken over by the Township, and that Township give them a yearly grant of $ 50.00, for upkeep. Mr. Frame's letter of July 24th, stating his proposed conditions for completing gravel pit purchase from Mrs. Soden was re-introduced. Brian Ruddy submitted his resignation as Engineer, effective September 30th, 1956. 2. 3. 4. Karl Polanli stated he would consider his action against Council closed if Township would again pack his driveway and pay 125.00 of his legal fees of $ 250.00. 5. Department of Health, advising that Trustees of Bethel Cemetery at Claremont did not favour their cemetery being taken over by Township. The following PERSONS, on MOTION, were heard: 1. Messrs. Jack and Huff, representing RighlaBQ--Creek Sand and Gravel Co. Mr. Jack stated they had spent over '2,200.00 on Township roads in 1956. They expected to remove from 100,000 to 150,000 tons gravel from lake per year if their license were renewed, and they would be agreeable to pay Township .04¢ per ton towards upkeep of roads. They stated that Dr. Langford's report stated that their operations were not causing undue erosion over and above normal erosion, and asked that Council place no objections to their having their license renewed. Asked all future correspondence be directed to him. ¿ ....2-- 2. Mr. Gilpin discussed local discharge of firearms. Clerk send him copy of By-Laws and Councillor Pugh get him a copy of Provincia¡ Regulations. Wanted name Clarke's Hollow discontinued in favour of Forest Stream Park. . Mr. Smith, of Squire's Beach Ratepayers' As.ociation, objected very strongly to the Highland Creek Sand and Gravel Company operating in their area due to erosion, truck danger, road damage, and dust. He felt the presence of this industry lowered the value of homes in the area. 3. 4. Mr. Ber~n objected to to conf ne Lots 29, 30, agreed verbally that he mitted to be charged as being charged water frontage on his short lots, agreed 31, 32, 44, 45, 46, 47 in Plan 320 to one block and would not sell lots from this block if he were per- 200 feet only on one frontage for these eight lots. Council AGREED and same was recommended for the Court of Revision. 5. Clifford Schwalm stated he had no authority to demand a dog to be handed over to him in the caB. of biting persons or animals. He asked to be appointed a Constable for this purpose. Clerk write S. P. C. A. in St. Catharines re appointment and ask Mr. Thompson to assist Mr. Schwalm. Councillor Scott reported they had met~with Chesterhill Developments Limited about a serious drainage problem and agreed that no more Permits be Issued to builders in Plan 6~ until drainage situation rectified. MOVED by Mr. Pugh, seconded by Mrs. McPherson, that Road Engineer erect a steel culvert instead of a bridge at culvert cost of . 2,719.52 in Concession 9, sideline between Lots 14-15, subject to approval of Department of Highways. CARRIED AGREED that Council pay Mr. Polanyi $25.00 and pack his lane if he drops present suit. ' ~ MOVED by Mr. Scott, seconded by Mr. Pugh, that resignation of Brian Ruddy, as Engineer, be accepted as of September 30, 1956, CARRIED MOVED by Mr. Scott, seconded by Mr. Pugh, that Frank McFarlane be employed as Building Inspector, while Mr. Prouse is on holidays, at . 7.00 per day, plus mileage. CARRIED MOVED by Mrs. McPherson, seconded by Mr. Lawson, that salary of Dr. Tomlinson be increased $200.00, from $1,950.00 to $2,150.00~as of January 1, 1956, and that salary of Dr. Loos be held at same figure, until Unit is formed. MOTION LOST MOVED by Mr. Lawson, seconded by Mr. Pugh, that salary of Dr. Tomlinson be increased $200.00, from $1,950.00 te $2~~50.00, and that of Dr. Loos be in- creased $100.00, from $1,'00.00 to i l,~O.OO~both as of January 1, 1956. . ....... CARRIED ~GREED that this Council is in favour of granting yearly $50.00 to upkeep of Bethel Cemetery and recommend same to incoming Councils. ~y -LAW NUMBER 2177 ~. Pugh, seconded by Mrs. McPherson, moves for leave to introduce a By-Law of ~he Township of Pickering to repeal By-Law Number 2173 regarding the taking over of :ertain cemeteries as Township property and the appointment of a Township Cemetery 30ard, and that same now be read a first time. 4r. Pugh, seconded by Mr. Scott, moves that By-Law Number 2177 to repeal B~-Law ¡umber 2173 regarding the taking over of certain cemeteries as Township property ind the appointment of a Township Cemetery Board, be now read a second time, and ~ouncil go into Committee of the Whole thereon. rhe Committee of the Whole arises and reports the By-Law as read. Ir. Pugh, seconded by Mr. Scott, moves that the report of the Committee of the (hole on By-Law Number 2177 be adopted, and that the said By-Law be now read a ~hird time and PASSED¡ that the Reeve and Clerk sign the same, and the Seal of the :orporation be affixea thereto. . CARRIED - 3 - CLERK'S INSTRUCTIONS 1. Check Cemetery Regulations for cost of perpetual upkeep of lots. 2. (a) Advise Highland Creek Sand and Gravel Company that Council will consider an Agreement whereby their Company would pay 50% of the cost of an asphalt road from their plant to corner of Pickering Station Road and ~¢ per ton hauled over our roads subject to professional advice that working is not causing further erosion of Squire's Beach. (b) 50% of cost of rebuilding the Station Road from Range Line to Highway ~Ol. 3. Advise Mr. H. C. Rickaby, Deputy Minister of Mines, that Council are discussing mining of gravel from Lake Ontario by Highland Creek Sand and Gravel Company and would appreciate their holding up of license until we have opportunity to discuss erosion with the Town of Ajax. ~. Advertise for Engineer in Globe and Mail and Toronto Star and several Engineering placement services. 5. Ask Mr. Ruddy to investigate erosion at Squire's Beach.
