G. Newman, in the Chair Wm. G. Lawson J. Sherman Scott Sidney S. Pugh Mrs. Jean McPherson Brian Ruddy Douglas PIitz D. F. Goslin L. T. -Johnston, Clerk The following CORRESPONDENCE was read: 1. Pickerin~ Townshin Red Cross Association, advising of officers in case of emergency. 2. R. D. H. P. Requisition, 1956 - $ 1,320.59 3. Ajax and Pickerin£ General Hosnital - notice of meeting March 27th at Nurse's Residence. \ 4. Mrs. C. Ennis, Jr., - request that the bank in front of her house, in ditch, be sodded and that her driveway be gravelled due to flooding in Rosebank Road north. 5. Fines, February, $ 128.87. 6. Pickerin~ District Hi£h School requisition, 1956, $ 63,430.35. 7. United Townships of Neelon,and Garson request that this Township endorse their resolution to the effect that the Federal Government assume 50% of the cost of all education. Messrs. Nicholson and McCart asked that the Taxi By-Law be amended so that the insurance on Taxis would be reduced from 10/20/2 to 5/10/1, and that the 25% discount for steady customers be withdrawn. MOVED by Mrs. McPherson, seconded by Mr. Pugh, that Taxi By-Law be amended so that insurance required will be reduced from 20,000. - 2,000. to 10,000. - 1,000. CARRIED MOVED by Mr. Pugh, seconded by Mrs. McPherson, that resolution of United Townships of Neelon and Ganson: "THAT whereas approximately 40% of the population of Neelon and Garson are in the age bracket of 0 to 12 years, and whereas the cost of education makes up approximately 66% of taxes in the municipality; and whereas 89.53% of taxable assessment is residential; therefore be it resolved that Council go on record as being in favour of the Federal Government assuming 50% of all educational cost and that a notice of such resolution be forwarded to the Local Members of Federal Government and also to the Speaker of the House of Parliament, the Prime Minister, the Premier of Ontario and the Ontario Municipal Association and that further a copy of this resolution be forwarded to all Municipal Governments of Ontario of 5,000 or more population for their endorsation." be endorsed. CARRIED MOVED by Mr. Scott, seconded by Mr. Lawson, that a recommendation go forward to the Planning Board that a fee of $ 5.00 be required for all consents to defray costs. CARRIED MOVED by Mr. Lawson, seconded by Mrs. McPherson, that the Township of Pickering ~urchase a new Gradall and Front End Loaderibr use on TORDship roads at a cost of $35,210.00 and that payment be made, $17,605.00 in 1956 and $17,605.00 in 1957, providing Provincial approval is obtained. CARRIED YEAS: Mrs. McPherson, Messrs. Newman & Lawson. NAYS: Messrs. Pugh and Scott MOVED by Mrs. McPherson, seconded by Mr. Scott, that salary of A. J. Thompson be increased from $ 3,000.00 to $3,200.0~ CARRIED MOVED by Mr. Scott, seconded by Mr. Lawson, that the salary of Lloyd Johnston be increased from $ 4,700.00 to $ 4,800.00. CARRIED MOVED by Mrs. McPherson, seconded by Mr. Pugh, that the salary of Douglas PIitz be increased from $ 3,100.00 to $ 3,400.0Q and charge $ 300.00 to Water Area. \.... CARRIED MOVED by Mr. Pugh, seconded by Mrs. McPherson, that salary of W. H. Ellicott be increased from $1,100.00 to $ 1,300.0~, but that he be required to clean windows. \ CARRIED MOVED by Mr. Pugh, seconded by Mr. Scott, that salaries of D. Goslin and E. G. Baker be increased from $ 3,500.00 to $ 3,600.00. CARRIED MOVED by Mr. Scott, seconded by Mr. Lawson that M. Binsted's salary þe increased from $ 2,700.00 to $ 2,800.00. CARRIED MOVED by Mr. Lawson, seconded by Mr. Scott, that salary of Miss Walker be increased from $ 3,300.00 to $ 3,500.00.'" CARRIED MOVED by Mr. Scott, seconded by Mr. Pugh, that Township surplus be reduced 1 Mill and applied to General Township rate. CARRIED AGREED that no person be hired as Municipal Consultant, but that any agent will receive a commission on the industry procured for Township. AGREED that C. Schwalm work full time as Dog Catcher for two weeks at not over ¡ 70.00 per week. Advise. BY-LAW NUMBER (Two Readings) Mr. Lawson, seconded by Mrs. McPherson, moves for leave to introduce a By-Law of the Township of Pickering to raise by debenture the sum of $ 30,900·.00 for capital costs of our Road Department, and that same now be read a first time. Mr. Lawson, seconded by Mr. Pugh, moves that By-Law Number to raise by debenture the sum of $30,900.00 for capital costs of our Road Department, be now read a second time, and that Council go into Committee of the Whole thereon. BY-LAW NUMBER 2157 Mr. Pugh, seconded by Mr. Scott, moves for leave to introduce a By-Law of the Township of Pickering to assess the several Public School sections and Union Public School sections in the Municipality, to provide funds for the purposes of the said School Sections in the year 1956, and that same now be read a first time. . .I Mr. Pugh, seconded by Mrs. McPherson, moves that By-Law Number the several Public School Sections and Union Public School Sections Municipality, to provide funds for the purposes of the said School the year 1956, be now read a second time, and that Council go into the Whole thereon. . TO assess in the Sections in Committee of The Committee of the Whole arises and reports the By-Law as read. Mr. Pugh, seconded by Mr. Scott, moves that the report of the Committee of the Whole on By-Law Number be adopted; that the said By-Law be now read a third time and PASSED; -that the Reeve and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED CLERK'S INSTRUCTIONS 1. Get Tariff cards printed for Taxi owners. 2. Cheek Township of Scarborough and City of Toronto for amount of insurance carried by Taxis. (Scarborough 10/1 but mast carryall possible) 3. Arrange meeting with Ajax and Pickering Village re Hospital, Health Unit and Fire Areas. - 3 - Clerk's Instructions (Continued) 4. Write Department of Health if He~lth Unit could be formed with 22,000 population. 5. Ask Mr. Wilson, Toronto Industrial Commission, to meet Council. 6. Ask Ontario Municipal Board how surplus funds transferred to "reserve for uncollected taxes" may be released. 7. Write McKeown re draìnage. Cannot gravel lane. 8.
