HomeMy WebLinkAboutJanuary 9, 1956 MUNICIPAL BUILDING BROUGHAM PURSUANT to Statute, the Members-Elect of the Municipal Council of the Township of Pickering met on January 9, 1956, at the hour of Eleven o'clock in the fore- noon, viz:- William G. Newman - Reeve-Elect William G. Lawson - Deputy Reeve-Elect J. Sherman Scott - Councillor-Elect Sidney S. J. Pugh - Councillor-Elect Mrs. Jean McPherson - Councillor-Elect The Members-Elect, having taken the Oath of Allegiance to Her Majesty, Queen Elizabeth II, and the Declaration of Qualification on the day of Nomination, took before the Clerk their respective Declarations of Office, and took their seats at the Council Board - the Reeve in the Chair. Mr. Crouch, of Pickering, conducted the devotional address, and on motion of Mr. Lawson, seconded by Mr. Scott, a vote of thanks was tendered him. The Reeve asked for the co-operation of his Council during 1956 and stated that the Council would endeavour to institute a Procedure By-Law for Council, more protection for school children, better roads, more municipal water services, Wards, more industry, and a Master Zoning Plan. The Deputy-Reeve and Councillors welcomed the new Council member, Mrs. McPherson, asked for a committee to discuss with Metro the possibility of this Township, or a part of it, being incorporated into Metro, and suggested that the Township employ a Public Relations Officer. Messrs. B. RUddy, Vaughan Willard, Mrs. Crichton, Mr. Noyes, A. J. Skidmore, W. C. Willson, D. Goslin, W. H. J. Thompson, and A. J. Thompson, all wished Council well. MOVED by Mr. J. S. Scotti that Council adjourn for one hour. CARRIED Council resumed at One 0 clock P. M. On MOTION of Mr. Lawson, seconded by Mr. Scott, the Minuted of December 30, 1955, were adopted. CARRIED MOVED by Mr. Scott, seconded by Mr. Pugh, that there be a Vice-Chairman for the Road and Bridge Committee. MOVED by Mr. Pugh, seconded by Mr. Scott, that a Garage Operator's . license~be granted Mr. Wilcox for Concession 1, Lot 17. CARRIED The following PERSONS on MOTION, were heard: 1. A. J. ThomDson, re By-Law Enforcement work. Stated 37 cases in Court for garbage during 1955. Lost none. 2. William ThomDson - asked Council not to institute a Municipal Garbage System as his client, N. Irish, would lo_è most of his work, but recommended licensing of garbage trucks and bonding. 3. Frank Prouse, re Commercial Building By-Law. 4. D. Goslin asked that the collection of dog licenses be removed from his Department. - 4 - MOVED by Mr. Scott, seconded by Mrs. McPherson, that Mr. Ruddy order 500 of his maps of Pickering Township for office use and sale. CARRIED AGREED Engineer have Miller Paving Company crush a further 10,000 yards gravel in our Township Pit at 50¢ per yard. MOVED by Mrs. McPherson, seconded by Mr. Pugh, that Assessment Department tabulate all Township dogs, but that Mr. A. J. Thompson be responsible for issuing such licenses, with Mrs. Robertson assisting. CARRIED AGREED each regular Council meeting be First Monday in month at 10 A. M., and the Emergent Meetings be held the Second and Fourth Mondays at 8 P. M., unless it is a holida~when meetings will be held the next day. BY-LAW NUMBER 2126 Mr. Scott, seconded by Mr. Pugh, moves for leave to introduce a By-Law of the Township of Pickering to appoint members to the Township of Pickering Planning Board, and that same now be read a first time. Mr. Scott, seconded by Mrs. Jean L. McPherson, moves that By-Law Number 2126 to appoint members to the Township of Pickering Planning Board be now read a second time, and that Council go into Committee of the Whole thereon. Mr. Scott, seconded by Mr. Pugh, moves that By-Law No. 2130 to provide a time and place for Municipal nominations and elections of Council and Trustees for School Areas One and Two, be now read a second time, and that Council go into Committee of the Whole thereon. CARRIED - 6 - CLERK'S INSTRUCTIONS 1. Contact Mr. Moore for written legal advice on (1) Collection of garbage by a uniform yearly rate on all houses within an area under Section 388, sub-section 87, Municipal Act. (2) If a Wrecking License may be withheld by Council if By-Law not b~oken by applicant. (3) A general charge for sidewalks can be made on an area or school section, rather than by Local Improvement and frontage, also same for street lights. <. ~ 2. Write Township of Scarborough as to a division of cost of paving Town Line from Highway 401 to J. Manville, and send copy of letter to Mr. Dempsey. 3. Send letter of thanks to C. A. Sterritt for past services as Truant Officer. ( 4. Get location of 550 hydro voltage in Township -- costs and bonds required for industry. AGREED February 14th, at 8 P.
