PRESENT: George T. Todd, in the Chair William G. Newman William G. Lawson Sidney S. Pugh J. Sherman Scott L. T. Johnston, Clerk MOVED by Mr. Scott, seconded by Mr. Newman, that Minutes of meeting held August 2 be adopted. CARRIED MOVED by Mr. Newman, seconded by Mr. Scott, that Minutes of meeting held August 4 be adopted. CARRIED MOVED by Mr. Newman, seconded by Mr. Pugh, that Minutes of meeting held August 8 be adopted. CARRIED MOVED by Mr. Scott, seconded by Mr. Newman, that Minutes of meeting held August 22 be adopted. CARRIED The following CORRESPONDENCE, was read: l~ Petition 16 ratepayers complaining about lack of shoulders on Pine Ridge Road, newly paved, and the absence of signs on same, Clerk advise that signs will be posted when received and culverts installed when received. 2. Petition of 22 residents at Rosebank asking Council to post signs "private property" on Township property near private property now being used by the public, and also post signs "No Parking" on Township roads south of C. N. R. Council agreed to post the "No Parking" signs, but not the "Private Property" signs. 3. Stanley Mann asked for a rifle shooting range in Lot 5, B. F. Range 3, As the bank they intend to shoot into is only 15 feet high, it was considered dangerou and Mr. Mann should appear before Council with his request. 4. W. H. Westney reported that the report of Kilbourne Survey Company would be mad the week of September Fifth. 5. Vi1la~e of Pickerin~ certified copy of resolution permitting south half of Lots 19, 20, 21, and part of 22, Con. 2, to transfer from School Section Union 4 to School Section 2. 6. Taylor. JOY. Baker and Lawson, asking Council to Quit Claim Plan 215, Lots 4,5, to Vernon Disney, as Council have no interest and it was sold at Tax Sale in error in 1932. 7. Department of Labour requiring Municipalities to enforce the "Trench Excavators Protection Act, 1954. Advise Department our Engineer will enforce. 8. Petition 5 ratepayers of S. S. 2 requesting that parts of Lots 17, 18, Con. 1, transferred from S. S. 2 to S. S. Union 4 West. 9. Quotations Water Meters: Kent-Nor1antic Limited - t 18.65 Neptune Meters Limited - $ 18.44 10. Township Plannin~ Board recomnlended 10 foot set-back be at their discretion on roads that cannot be considered as through roads, and secondly, that plans of survey for consents on registered plans be required at the discretion of the Bo 11. South Ontario Plowmen's Association Secretar , asking for the regular yearly sonation of . 50.00. 12. Chesterhill Developments Limited approving Tender for installing mains in West Rouge. - 2 - R. D. H. P. Authority advising that survey of Duffin's Creek at and above Pickering Village will be delayed until about September 7th. 14. Building Inspector's Report: August, 37 Permits, $ 269,200.00 including 19 dwellings, averaging $ 11,000.00 each. 15. A. J. Thompson reported: (1) Guard, who rented part of his house, contrary to zoning regulations, has now removed tenants. (2) Aldridge and Rate, wrecking at Port Union without a license. Will be looked after. (3) B. We11banks, part of Lot'9, Plan 330, has erected a pig pen and hen house built-up area. Asked for directions. The following PERSONS, on MOTION, were heard: 1. F. J. Prouse asked for an assistant while he took his holidays about September l~ and suggested Frank McFarlane. Council agreed that Mr. Prouse contact Mr. McFarJ as to date and salary. 2. Alex Picov appeared before Council in reply to a letter written him to remove obstruction across road between Lots 18, 19, Concession Broken Front, Range 2. He stated he would remove same and build a proper fence when Mr. Moore or Annan did the same. Council directed Clerk to ask Mr. Don Annan to have proper fence built and that the present gate on sideroad has never been locked. 3. statement asking They intended to present supplier. Mr. Gildard, of Consumers Gas Company, submitted a prepared Council for a franchise to sell gas in Pickering Township. run a 12 inch line to Oshawa where they have bought out the Council agreed to consider and advise. 4. Mr. Wri~ht of West Point Crescent , who has $ 600.00 deposited with the TownshiPJ asked for his money back before Building Inspector approved. It was agreed that Mr. Wright try to buy materials against his depøsit with Township. 5. Mr. Archibald discussed School Area. -¡'JA/{I'sH 6. Messrs. Mills and ~t of Ajax, stated they would co-operate with Pickering to get the Base Line taken over by the County; asked if Harwood Road could be re-surfaced this year and if the Township could not build a sidewalk, and could larger bulbs be used. The Deputy-Reeve stated that Township had no funds to pave Har~ood Road this year, would place several culverts for the walk but may nc get it done this year. Several of the local ratepayers could be contacted about qsing larger l~ghts. 7. W. C. Willson - re sheep. 8. Gerald Allman asked that all garbage collectors be licensed by the Township. MOVED by Mr. Pugh, seconded by Mr. Newman, that Reeve and Clerk sign a Quit Claim Deed, Township to V. Disney, for Lots 4, 5, 6, Plan 215, Pickering Village, to clear title, às Township has no interest in these lots. CARRIED MOVED by Mr. Scott, seconded by Mr. Newman, that recommendations of Planning Board that all plans and consents fronting on a concession or a sideline deed 10 feet to tl Township and those fronting on registered plans be at the discretion of the Board. CARRIED MOVED by Mr. Lawson, seconded by Mr. Pugh, that recommendation of Planning Board thai all consents to sale of lots granted by the Board, if in other than a registered pIal be accompanied by a proper survey before approval final, and those consents given on registered plans the requiring of a survey shall be at the discretion of the Plannin~ Board. CARRIED MOVED by Mr. Lawson, seconded by Mr. Pugh, that Mr. W. H. Westney be appointed to arbitrate between School Section Number 2 and Union School Section Number 4 West regarding the transfer of certain lands in Concession 1, Lot 17 and 18. Have Mr. Ruddy contact engineers fr~IChesterhill Developments Limited re Easements. , BY-LAW NUMBER 2106 Mr. Newman, seconded by Mr. Pugh, moves for leave to introduce a By-Law of the Township of Pickering to place Maurise F. Binsted on the permanent staff of the Assessment Department, and to increase the said Mr. Binsted's salary from $2,600.00 to $ 2,700.00 per annum, as of Jltly 1st, 1955, and that same now be read a first tim Mr. Newman, seconded by Mr. Scott, moves that By-Law Number 2106 to place Maurise F. Binsted on the permanent staff of the Assessment Department and to increase the said Mr. Binsted's salary from $2,600.00 to $ 2,700.00 per annum as of July 1st, 1955, be now read a second time and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Newman, seconded by Mr. Pugh, moves that the Report of the Committee of the Whòle on By-Law Number 2106 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED MOVED by Mr. Pugh, seconded by Mr. Lawson, that Council do now adjourn to meet again on Monday the Third day of October, 1955, at the hour of Ten o'clock A. M.
