A Meeting of Council was held on the SECOND day of AUGUST, 1955, commencing
at TEN O'CLOCK in the forenoon.
PRESENT: Mr. George T. Todd, Reeve, in the Chair.

The MINUTES of the June 29th 1955 meeting were read and on motion of Mr.
Newman, seconded by Mr. Pugh, ADOPTED. CARRIED.
The MINUTES of the July 5th, 1955 mee ting were read and on motion of Mr.
Newman, seconded by Mr. Scott, ADOPTED. CARRIED.
The MINUTES of the July 11th, 1955, meeting were read and on motion of
Mr. Newman, seconded by Mr. Scott, ADOPTED. CARRIED.
The MINUTES of the July 25th, 1955, meeting were read, and on motion of
Mr. Newman, seconded by Mr. Scott, ADOPTED. CARRIED.
The following CORRESPONDENCE was read:-
1.
Arrears of Taxes 1954 and prior $45,435.53
Unpaid Taxes ....1955 ......... 315,934.45
Mr. F.J.Prouse July report shows 49 permits value $332,699 - 24 Dwelling:
average $11,500. 1955 to date $1,513,700.
School Section 3 West application $60,000. Debenture for 4-room school
addition.
4. Westeel Products, Ltd, quotation for steel signs 24" X 24" $3.00 each
plus $5.00 setting up - re no shooting. Agreed Clerk get twenty.

5. T. M. Moore stating Ashman and Warner, P.270, L.38, are asking for a
fence against lane purchased by Township for owners on lake shore
properties. Clerk ask that Hughson and others erect same.
The following PERSONS, on motion, were heard :-
1. Mr. Frank Prouse,,,re certain garage set backs.
2. Mr. W.H.Ellicott, re weeds.
3. Mr. I. L. McLean, asked :-
(a) that he be permitted to build garage on his farm 30 feet
from road, some 30 feet in front of house on west side
of laneway.
(b) that the sideline between lots 8 and 9 in the north half
of Concession 5, be ditched this year - Council advised
Mr. McLean it is on the 1955 road list and expected to be
done.
4. Mr. Ross of Fairport Beach stated Council agreed to ditch the front
of his lot two years ago and it is not done. Council advised this
work is on the 1955 road list and is expected to be done.
5. Mrs. Cory, Mrs. Kinsman and Mr. Phelan asked Council to require the
"Hi-Lo" Park, Concession 3, Lot 12, to provide:-
(a) better sanitary conditions
(b) supervision of dammed creek for swimming
(c) enforce living in trailers by-law, and, in general, permit
no more public parks in this area.

PERSONS HEARD, continued:
6. Mr. Winters asked permission to add 20' X 22' temporary addition
to his hardware store in Plan 228, Lot 1, as the present 20' X 22'
is not large enough for his business.

MOVED by Mr. Scott, seconded by Mr. Pugh, that Mr. I.L.McLean, Concession 5,
Lot 9, be permitted to erect a garage on west side of his lane, 30 feet from
sixth concession line. CARRIED.
MOVED by Mr. Scott, seconded by Mr. Newman, that Mr. Winters be granted a
permit to erect a temporary building at rear of his hardware store in Plan 228
Lot 1, 20' X 22', provided the entire building will be removed when permanent
stores are erected at rear. CARRIED.
MOVED by Mr. Newman, seconded by Mr. Pugh, that the Treasurer be authorized
to accept the 1954 Tax Roll from the Collector showing arrears and interest
of $37,477.84 as of June 30.1955. CARRIED.

BY-LAW NO. 2105 - To restrict speed of vehicles in Plan ~~

Committee of the Whole on By-law Number 2105 be adopted, and that the said
By-law be now read a third time and PASSED; that the Reeve and Clerk sign

BY-LAW NUMBER 2104
Mr. W. G. Newman, seconded by Mr. J.S. Scott, moves for leave to introduce
a By-law of the Township of Pickering to appoint a Road Superintendent in
the Township of Pickering, and that same now be read a first t ime.
Mr. W. G. Newman, seconded by Mr. S.S. Pugh, moves that By-law Number 2104
to appoint a Road Superintendent in the Township of Pickering be now read
a second time and that Council go into Committee of the Whole thereon.

Committee of the Whole on By-law Number 2104 be adopted, and that the said
By-law be now read a Third time and PASSED; that the Reeve and Clerk sign
the same, and the Seal of the Corporation be affixed thereto. CARRIED.
BY-LAW NUMBER

1st reading.
Mr. W. G. Lawson, seconded by Mr. J.S. Scott, moves for leave to introduce
a By-law of the Corporation of the Township of Pickering to authorize the
borrowing of $60,000.00 upon debentures for Public School purposes, and that
same now be read a first time.
2nd Reading
Mr. W.G.Lawson, seconded by Mr. S.S. Pugh, moves that By-law Number
to authorize the borrowing of $60,000. upon debentures for Public School
purposes, be now read a second time and that Council gp into Committee of
the Whole thereon. CARRIED.
Messrs Scott and Pugh reported they had interviewed the Scarboro' Public
Utilities Commission and believe a satisfactory agreement may be signed
for water services to six Pickering Township ratepayers who live on our
west Town line south of Highway No.40l.
AGREED the Reeve and Clerk sign specifications for Scarboro' Waterworks
line along the Town line on approval of our Engineer.
Messrs Todd and Newman, who waited on the Markham Township Council at 1.30
reported that they would try and find the necessary funds so that the six-tenth
mile of Town line immediately south of Highway No. 7 could be paved this year
on a fifty-fifty basis.
CLERK'S INSTRUCTIONS
1. Get progress report on West Rouge waterworks from Mr. Redfern.
2. Arrange for Scarboro' telephone service for Police Department.
3. Have Dr. Loos inspect Hi-Lo Park re sanitation and swimming supervision.
4. Have Mr. Thompson investigate use of trailer at Hi-Lo Park.
5. Advise Chas.Fuller that fence bottom must be cleaned up before bonus paid
6. Give Mr. L.A. Boucher a breakdown of Mr. Brian RUddy's time spent on
Road Department.
7. Advise Mr. Ingram Percy that Road Department will try to improve his
20 rods road this year.
8. Prepare another resolution regarding CoUnty of Ontario collecting
Hospital accounts.
9. Write Department of Highways re Wilcox license.

10. Require Chester Hill Development Corporation to build a reasonable
road to pumping station.
MOVED by Mr. S.S. Pugh, seconded by Mr. J.S. Scott, that Council do now
adjourn to meet again on Friday, the Second day of September, 1955, at
the hour of ten o'clock in the forenoon. CARRIED.
