A meeting '~~ Pi~kering Township Council was held on MONDAY, the
THIRTIETH day6f NOVEMBER, 196~, at EIGHT o'clock p. m.

The foll'owing CORRESPONDENCE was considered.
1, OU':',1~¡~Aicitor re Risk property purchase.
(l) Two independent appraisals.
(2) Purchase of Service Road.
(3) Portion for Industrial.

Picov Brothers will not set out in letter why they require 66 feet
entrance to lake west of water plant. They claim Township did no~,
fix his road fence nor make bank at lake useable for watering cattl....
Mr. Poulsson claims both taken care of two years ago, but that we
were not required to maintain. Council agreed not to extend optiøn
to purchase.

Planning Board:
(1) Report and resolution re five acres school area for subdivision.
Council agreed no action be taken until our solicitors give
opinion on $5QO.00 fee in this connection.
(2) Resolution to permit a chinchilla ranch in Concession l,
Lot 33, amending Zoning By-Law No. 2572. See Resolution ~l8/64~
(3) Board recommends that Gerald Cowan be given a number of consents
in Plan 4l8, providing Council will accept deed for road
allowance and assume same as a Township road.
Encineer give cost of building road.
(4) Board recommends that gravel pits in Zoning By-Laws 2572 and
2~90 require setback of 50 feet only, instead of lOO feet.
See Resolution No. 4l7/6~.
(5) Board has finalized its report on 72 objections to Zoning
By-Law No. 2790 for Council's approval. 'Tabled.

Department of HighWa~s of Ontario does not wish to grant a spee'-d
limit of less than 5 miles per hour for the "Service Road".
They again ask the Township to agree to assume, and they would
erect speed limit signs. See Resolution No. ~2l/6~.

Ontario Municipal Board approves Township issuing debentures for
$225.000.00 for new municipal building and the dispensing of a
vote in this connection.
7.
Pickering District High School Board has issued a new letter of
acceptance of payment of approximately $52,140.00 for municipal
water to Dunbarton High School.

8. County of Onta~io wishes to dispose of surplus furniture and will
sell same to minor municipalities.
9. Association of Ontario Mayors ,-and Reeves are preparing a brief
to be presented to the Board of Transport Commissioners of Canaqa
re Bell Telephone raising telephone rates. This reþort will re~uire
a great deal of study into their financial structure so suggest
that they make the presentation rather than individual municipa¡-
itiest but that perhaps the individual municipalities would help
the association financially.
10. In April, 1965k Toronto will host the Joint Planning Conference
of the American Society of Planning Officials and the Community
Planning Association of Canada. Expect over 2000 delegates.
The committee is made up of all aspects of planning in the Metro
Area. and asks Pickering Council for their interest and support.
ll. Ontario County Health Unit advises that thef are considering
discontinuing bedside nursing service at the end of 1964.
12. Stevens, Hassard & Elliott submit draft plan of agreement for

Mr. McIntosh cha.rged her $600.00 for water and now wants to
charge her $l.OOO.OO for sewer connection. As part of the
services are owned by the Township and part subdividers~ Clerk
ask Mr, Taylor for legal opinion.
RESOLUTION NUMBER 417/6~
~OVED by Mr. Wank, seconded by Mr. Spang. that this Council does hereby
~ndorse the recommendation of the Township of Pickering Planning Board
on November 19, 1964. and directs that By-laws Number 2572 and 2790 '
be amended as follows:
(1) By-law 2572, section 18.3, paragraph 2; delete the figures
"100 feet" and insert therefor the figures "50 feet";
(2) By-law 2790, section l2.3, paragraph 2; delete the figures
"100 feet" and insert therefor the figures "50 feet";
and that the appropriate provision to be added that upon application
to the municipality, a lesser setback may be permitted should the
site and type of operation prove that such would be reasonab~e from
an Engineering and/or Planning point of view;
and further that such restrictions be applicable under this resolution
until incorporated in general amending by-laws. CARRIED

RESOLUTION NUMBER ~18/64
MOVED by Mr. Wanke second,4 by Mr. Waring, that this Council does
hereby endorse the recommendation of the Township of Pickering Planning
Board on November 19. 1964, and directs that a specific amending by-law
be prepared to amend By-law 2572 in accordance w!th Section 7.1.2.1,
to permit the operation of a chinchilla ranch and the erection of
one single-family residence only, ,ûbJect to approval of the Township
Engineer as to the method and location of access to this property\
Such approval to be applic:;§ible under this J:'esolution until incorpor-

Township a~thorize the sOlicitor to (a) make 2 independent appraisals
of the Risk proper~y and (b) to forgo purchase of the service road
(c) industrial portion to be valued at $14,000.00 with the acreage to
be determined after receiving recommendations from Planning Director.

RESOLUTION NUMBER 420/64
MOVED by Mr. Wank. seconded by Mr. Campbell, that the Clerk and the
Reeve be authorized to sign the supplementary Agreement to the Rouge-
dale Acres SUbdivision Agreement with the attached schedule not to
exceed $5.940.00 for works as outlined by the Township Engineer.

MOVED by Mr. Wank, seconded by Mrs. McPherson, that the Department of
Highways be advised that the Township of Pickering will assume the
Service Road between Liverpool Road and Fairport Road in accordance
with their letter dated November 25th, 1964. CARRIED

Whereas the partial closing of the ~Ol Cloverleaf at the intersection
of Sheppard Ave. has resulted in increased heavy truck traffic
Whereas the passenger vehicle tr~ffic into and out of The South Eastern
portion of .The Township of Scarboro and The South Western portion of
TheTQwnship of Pick~r.i..ng is increasing in density, daily,
Whereas this intersection is used by the maj or portion of population in
tho.e areas for ingress and egress
Whereas the incidents of Vehicular Traffic accidents is rapidly increas-
ing at the intersections of Highway # 2 and Sheppard Ave,.
And Wh.ere.as ,the. S,outhwe,S.t Corner has become a truck transport Depot
And Whereas the Pickering Township Police Dept. has on many occasions
p~commended that Traffic Lights be installed at these corners
And Whereas the corners in question are geographically located wi±hin
the jurisdiction of The Township of Scarboro
~E_Il THEREFORE RESOLVED that a strong recommendation be forwarded to
the Council of ThéTownship of ScarbDro and to The Department of
Highways of Ontario and Metro Roads Commission
(a) Truck Transports be restricted to off highway parking
(b) That traffic signals be installed at the intersection of
No. 2 Kings Highway and Sheppard Ave.
(c) That copies of this resolution be forwarded to the above
mentioned bOdies.
