Johnston, Clerk MINUTES MOVED by Mr. Wank. seconded by Mr. Waring, that the Minutes of the meeting held September 8, 1964. be adopted. CARRIED MOVED by Mr. Spang, seconded by Mr. Wank. that the Minutes of the meeting held September 17. 1964. be adopted. CARRIED MOVED by Mr. Wank. seconded by Mr. Waring. that the Minutes of the meeting held September 21, 1964, be adopted. CARRIED MOVED by Mr. Newman, seconded by Mr. Campbell, that the Minutes of the meeting held September 22, 1964, be adopted. CARRIED The following CORRESPONDENCE was considered. 1. L. N. Howe of Kincardine delivered load of chloride September 11, 1964. to Road Department - refused by that department - now bill Township for $225,00 freight. Referred to Engineer. 2. Our Solicitors suggest changes in our Inside Union Agreement which have been made. 3. F. R. Clark of West Rouge asks that the drainage ditch in front of his home be improved as it smells very bad. Referred to Engineer. 4. Plannin~ Board resolution - that Letters of Tolerance be first dealt w1th by the Committee of Adjustment. See Resolution 345/64. 5. Planninf Board resolution - that Dr. Dymond and A. Walker. M.P.P.'s for Pic ering Township, be asked for help in eliminating the necessity of Township requiring Ontario Municipal Board approval for all Planning Board consents. Staff contact O.M.B. 6. Engineer has recommended purchase of 17' X ~OO' from Douglas H. Raymond in Concession 5, Lot 20, for $400.00. See resolution 344/6~. 7. De artment of Hi hwa s of Ontario advise that as of January 1, 1965, this ownsh1p w~ 1 come under D1str1ct 6, Toronto, and not under District 7, Port Hope, as at p~esent. 8, Ontario Municipal Board Notice of Hearing of Objections (2) to a new Municipal Building at cost of $300.000,00. 9. Department of Health will pay 50% cost of air pollution control to Townships based on 1963 expenditures. lOa Department of Highways approves tenders for culverts and road salt. ll. Department of Highways approves purchase of 2 Road Department trucks. l2. Engineer submits approved expense account for R. J. Finnegan to Sarnia convention of Plumbers - $121.75. ($3,75 returned to Treasurer) t ~-- 2 13. Board of Transport Commissioners for Canada advise C. P. R. passenger train will operate from Toronto to Havelock pending a hearing. l4. Minister of Public Works claim Frenchman's Bay a private harbour. Policy will not permit opening a private harbour. Tenders for fine salt for Road Department: l5. Mr. Hardy Craig asked that his resignation from Planning Board be accepted as he has no, evenings free. See Resolution No. 34l/64. The following PERSONS were HEARD: AGREED Mr. L. G. Squires be heard. Mr. Squires asked for two (2) Taxi licenses and submitted proper forms and approval of Police Chief. Tabled for one week. RESOLUTION NUMBER 339/64 MOVED by Mr. Waring. seconded by Mr. Newman, that whereas the sum of $1,400.00 was appropriated for tbe installation of water and services in the Township Hall, Brougham, under the 1964 appropriation, be it therefore resolved that this installation be proceeded with as expeditiously as possible. Laycox, Wank and Campbell RESOLUTION NUMBER 3~0/6~ MOVED by Mrs. McPherson, seconded by Mr. Wank. that we accept the tender of Canadian Salt Company Ltd. for 200 tons of Highway Fi~e rock salt in bulk delivered in ten ton shipments at $10.20 plus 3% Sales Tax. total of $lO.~07. CARRIED RESOLUTION NUMBER 341/64 MOVED by Mr. Wank. seconded by Mr. Campbell, that Mr. Craig's resignation from Planning Board be accepted with regret and that this Council wishes to express their sincere appreciation for his invaluable service to the Township both as a member and Chairman of the Planning Board. CARRIED RESOLUTION NUMBER 3~2/64 MOVED by Mr. Campbell. seconded by Mrs. McPherson. that Mr. R. R. McLaughlin be requested to serve on the Township Planning Board. CARRIED YEA: Messrs. Newman, Laycox, Wank, Campbell, Waring and Mrs. McPherson NA Y: Mr. Spang RESOLUTION NUMBER 343/6~ MOVED by Mr. Newman. seconded by Mr. Spang, that the Council allow the Rouge Hill - Pickering Lions Club to hold a Turkey Shoot on the First Saturday in December. which has been held for years and since the monies raised at this shoot go back into the community for service work. MOTION LOST YEA: Messrs. Newman and Spang NAY: Mrs. McPherson, Messrs. Laycox. Wank, Campbell, Waring RESOLUTION NUMBER 34~/64 MOVED by Mrs. McPherson. seconded by Mr. Spang, that this Council approve the purchase for road widening of 17' X 400' from Mr. and Mrs. Douglas H. Raymond in South Half Lot 20. Concession 5, for the sum of $~OO.OO, CARRIED - I i I I I I I I 3 RESOLUTION NUMBER 3~5/6~ MOVED by Mrs. McPherson. seconded by Mr. Campbell, that this Council aoes hereby endorse the recommendation of the Planning Board on October 8, 196~, and hereby directs that no change be made in the administrative procedure with respect to the granting of requests for opinions until such time as By-laws 2572 and 2790 have received Ontario Municipal Board approval; and further that effective November l, 1964. all Letters of Tolerance be considered by the Committee of Adjustment for recommendation to Council. CARRIED RESOLUTION NUMBER 3~6/6~ MOVED by Mrs. McPherson, seconded by Mr. Waring, that the Reeve and Clerk be and they are hereby authorized to sign a contract with Mel-Ron Construction Company to build a bridge on Concession 2 at tendered price of $12.715.00 CARRIED RESOLUTION NUMBER 3~7/6~ MOVED by Mr. Wank. seconded by Mr. Spang, that in view of the fact that the Union contract had two errors, namely: (a) the schedule was in error of 5¢ for 1964 and 1965 for certain shift workers the schedule should be increased for 196~ & 1965. (b) the designation for shift work and overtime was not clearly defined be it resolved that the schedule for 196~ and 1965 should be increased and that normal shift work set out by department head be not considered overtime. CARRIED BY-LAW NUMBER 2921 Mr. Waring, seconded by Mr. Campbell, moves for leave to introduce a By-Law of the Township of Pickering to provide for street numbers for the lots in Dunbarton Shores being parts of Lots 24. 25, 26, Broken Front, Range 3. and that same now be read a first time. Mr. Waring, seconded by Mr. Wank, moves that By-Law Number 2921 to provide for street numbers for the lots in Dunbarton Shores being parts of Lots 2~. 25, 26, Broken Front, Range 3. be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By.Law as read. Hr. Waring, seconded by Hr. Spang. moves that the report of the Committee of the Whole on By-Law No. 2921 be adopted. and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Mr. Campbell. seconded by Mr. Spang, moves that By-Law Number 2922 to provide street numbers for the lots in North Fairport. being in Concession Broken Front, Range 3, Lot 24, Plan 355 and part of Plan 239 be now read a second time, and that Council go into Committee of the Whole thereon. Mr. Newman, seconded by Mr. Spang, moves that By-Law Number 292~ to authorize the signing of the Inside Union Agreement be now read a second time, and that Council go into Committee of the Whole thereon. Reeve La~cox reported that Cóunty Road Department are making a study of certa~n roads to be taken over by the County during next 1 - lS year period. It was also agreed that Council should also place their roads on a priority basis. Agreed our Solicitors should attend next Council meeting to discuss unfinished business. Agreed Council meet October 19~h. Clerk make copy of solicitor's letter re Murdoch road. George Kay and Council discussed Union Agreement for waterworks men. See resolution No. 3~7/64.
