A meeting of Pickering Township Council was held on MONDAY, the
THIRTEENTH day of JULY, 196~. at EIGHT o'clock p. m.

The following CORRESPONDENCE was considered:
1. Wellington Chester, West Rouge. asks Council if they will maintain
the fence in his ditch as set out in letter from Mr. T. O.
Jefferson.
2. Police Chief Parker submits a report on his recommendation for
traffic control. Clerk make copies for Council members.
3. Edmond Crooks, of Dunbarton, asks Council to sell him a part of
old No.2 Highway for the enlargement of his gasoline station.

4. Resolution of Road Committee that Council purchase 27' by
1320' from Mr. Lindo at Con. 4, Lot 20. for road widening
purposes at a price of $1600.00. TABLED
S. W. G. Duncan, of Consolidated Building Corporation, advises
that they will storm sewer five acre parcel for Sir John A.
MacDonald School.

Township submit to them a report on special needs of youth.

8. Ontario Municipal Board re $225,000.00 debenture for Municipal

(2) Application to Ontario Municipal Board to di~n~e with
vote of electorate.
(3) Five year capital forecast must be filed.
(4) Temporary financing must be for full cost. not $22S.00Ú.OO.

10. H. S. Pearce submitted a report on Welfare Course stating he
felt the two year course would be beneficial to large cities
with large staffs. and that the proposed correspondence course
from Queen's would be more suitable to this Township.

Our Auditors submitted a report on the Township debt. being
per capita "compared to the suggested maximum of $200.00."
long term debt represents approximately 17% of the taxable
assessment compared to a suggested limit of 25%.

The following PERSONS. on MOTION, were heard:
AGREED Mrs. Eleanor McKean be heard for a large delegation.
Mrs. McKean objected to the Council endorsing School Area 2 resolution
that the whole Township be formed into one school area. She claimed
the Council had no right to be interested in this matter as Bill 5~
gave the Minister the right to create one or two school areas.
Mrs. McKean also asked why individual members of Council voted in
favour of the endorsement. .Reasons were given by the respective members,
who felt that the Trustees meeting of all the Township to be held
July 21st would clarify many points of Bill 5~.
It was MOVED by Mr. Spang, seconded by Mr. Waring, that Mr.
Edmunds be heard.

Mr. Edmunds stated that the previous night three men were killed in an
automobile accident in front of his home in Con. 9, Lot 31; that they
had struck a narrow bridge and turned over in the stream. drowning
them. He asked that as the bridge was too narrow to pass on. it should
be well marked. He also asked that he be permitted to spend from
$1000.00 to $1500.00 in raising the Township road where the accident
occurred in return for which Council would agree to give him several
çonsents to sell lots.
It was AGREED that Mr. Edmunds should attend the next meeting of the
~oad Committee. and that the Road Chairman and Engineer proceed
immediately to have proper signs erected at the point of accident.
Councillor Newman asked, that until a policy was set re dumping
~harges. that Mr. Norman Irish be permitted to dump garbage. collected
from Pickering Township. in the Township Dump. free. See Resolution
No. 206/64.

MOVED by Mr. Newman, seconded by Mrs. McPherson. that garbage picked
up in the Pickering Township Garbage Area by Mrs. Taylor (Mr. Irish)
be not charged a dumping fee until the Council has made a final
decision on policy on this matter. and that this matter be dated
back to May 15, 196~.CARRIED

MOVED by Mrs. McPherson. seconded by Mr. Campbell. that this Council
make application to the Department of Highways for approval to call
for tenders for surface treatment for roads for 196~. CARRIED

make application to the Department of Highways for approval to call
for tenders for supply of approximately 2,000 tons of 3/8" chips for
196~. CARRIED
RESOLUTION NUMBER 209/64
MOVED by Mr. Newman, seconded by Mrs. McPherson, that licensed mechanics,
employed by the Township of Pickering Road Department, be paid $2.06
per hour for period March 1, 1964 to February 28. 1965. and $ 2.11
from March l, 1965 to February 28, 1966. CARRIED

MOVED by Mrs. McPherson. seconded by Mr. Newman, that the
Engineer check the tenders for "chips" and road surfacing
to Council.

BY-LAW NUMBER 2906
Mrs. McPherson, seconded by Mr. Wank, moves for leave to introduce a
By-Law of the Township of Pickering to provide for the 196~ expen-
ditures on roads in the Township of Pickering. and that same now be
read a first time.
Mrs. McPherson, seconded by Mr. Spang, moves that By-Law No. 2906
to provide for the 1964 expenditures on roads in the Township of
Pickering, be now read a second time, and that Council go into Committee
of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mrs. McPherson~ seconded by Mr. Newman. moves that the report of
the Committee of the Whole on By-Law No. 2906 be adopted, and that
the said By-Law be now read a Third time and PASSED; that the Reeve
and Clerk sign the same. and the Seal of the Corporation be affixed
thereto. CARRIED
Clerk make copies Chief Parker's report for Council members and Bay
Ridges Ratepayers' Association, and get a copy of letter from Road
Department written by T. O. Jefferson in 1961 to Wellington Chester
re watercourse.

The Committee of the Whole met at 10:~O p. m. to discuss inside
Union salaries.
It was AGREED that no change be made in staff increases for 1965
other than the $200.00 increase agreed upon.
