A meeting of Pickering Township Council was held on MONDAY, the
TWENTY-NINTH day of JUNE. 1964. at EIGHT o'clock p. m.

The following C9RRESPONDENCE was considered:
1,
~artment of Highways of Ontario advise that they will pay
o cost of~nstallation of lights only at Valley Farm Road
and Fairport Road on No. 2 Highway. Township to pay SO%
capital costs and all maintenance. Markham H.E.P.C. estimates
capital costs at Valley Farm Road $187.00, and at Fairport Road.
$300.00. See Resolution No. 183/64.
2.
Board of School Area No.2 requests Township to lay a sidewalk
on Liverpool Road instead of on Base Line to shopping plaza and
again asks for a sidewalk on Toynevale Road in the interest
of safety for children.
Held up for Police Chief report for all areas.
3. Mr. Poulsson submits a report on charges for installation of
private culverts and asks that the resolution which permits
Township to instal culverts where re-grading is done for price
of $40.00 be repealed. See Resolution No.
4. A General Motors dealer is anxious to purchase Township 5 acre
parcel at Liverpool. and spend $200,000.00 on plant.
Council agreed 5 acres for sale, and that Reeve have principals
meet a co..ittee of Council.
5. Metro Toronto and Re ion Conservation Authorit proposes to
pure ase the area aroun mouth of Pett1coat Creek with 33S0
feet lake frontage. Th3Y ask for a date when Council and
Planning Board could meet them.

6.. Department of Municipal Affairs submits two copies of application
ror Municipal Works Assistance Program for completion. NO ACTION

Public Utilities Committee study.
8. De~artment of Highways of Ontario advises old Highway 2 west of
Fa1rport Road never officially closed.
9. Department 9f Hi~hways of Ontario advises they will place sign
at Liverpool ~0&4.and Highway No. 2 re Brock Road.
lOa Department of Highways of Ontario (Mr. C~l~ighan) advises to
contact County re Deye10pment Road. Clerk has written Hon.
M. Dymond.

ll. Department of Education. Mr. G. L. Duffin, advises that
Township not yet divided into two public school areas and
that Mr. McClelland will discuss new organization with
Council. Over telephone Mr. Duffin stated he would not
send anyone from his Department to speak to trustees.
12. Fire Chief recommends that the Brougham Fire Department
purchase a $17,887.00 new pumper with E. M. O. paying 45%
cost.
l3. Select Committee on Municipal Act and Related Acts resumed
hearings May 28th in Toronto. Any municipality may submit
brief.
l~. Township Engineer of Markham states they can use Conservation
Authority Dump for one extra year but may ask dumping privil-
eges in Pickering Township next year.
15, County Clerk advises Township share of County costs for
1965 to be 26.6~673% based on $29.080.533,00 assessment.
16. Our Solicitors state agreement with Rougedale Acres not yet
signed.
l7. H dro-Electric Power Commission advises Markham Hydro has
assumed all 0 P~c er1ng Township except a few properties near
Whitby Townline.
18. East Fairport needs one more signature to get 66.66% owners.
19. Mrs. Ruth Merritt thanks for grant of $100.00 to Handicapped
Children..
20. Ontario Water Resources Commission approves water and sewer for
Fairport Beach.
21. Board of School Area No.2 asks Council to endorse their
resolution . "That the Minister of Education be advised
that it is the considered opinion of the Board of Public
School Trustees. Pickering Township School Area No.2. that
Pickering Township be one school area as provided for in
Sect ion 54 of the Pub lic Schools Amendment Act 196~1t.
22. Future regular Planning Board meetings will be the third
Thursday of each month¡ other meetings on other Thursdays.
23. Inside Union would like to meet Finance Committee Tuesday.
June 30th.
AGREED. Wednesday July 1st, at 8 p. m.
24. A group is interested in building a new municipal building
at Bay Ridges Shopping Plaza and renting it to the Township
on a lease basis. They promise to have a full report with
costs in two weeks.
25. W. Hardy Crai~. resigned as chairman and member of the Planning
Board because of inability to attend all meetings.
The following PERSONS, on MOTION. were heard:
l. Mr. Lowe. of Ba¥ Ridges Ratepa~erst Association, submitted a
brief for traff~c regulations ~n Bay Ridges and asked for
parking regulations:
(1) No parking on one side of any street and no parking on
both sides of streets near schools and recreation parks.
(2) Stop signs placed under direction of Engineer.
(3) All signs painted or replaced.
He also asks that all access walks be improved or paved.
Brief turned over to Road Department.

Mr. catrns~ of Bay Ridges Ratepayers' Association. submitted
a brie for a new municipal building. stating that such a
building was badly needed.

Mr. AlthelmiJ' of Harwood North. asked Council to waive the
$500.00 lot ee for Mr. Carl Marco on Lots 1-2. Plan 507. as
Mr. Marco would not pay the fee. but wanted to improve the
area with a new house.
Referred to Planning Board.
RESOLUTION NUMBER l76/6~
MOVED by Mr. Newman. seconded by Mr. Wank. that By-Law No. 2899 be
amended to show the salary of Ray Hutchinson increased from $6000.00
to $6250.00 as of January 1, 196~. and the salary of Mr. D'Alton
to be increased from $~900..00 to $SlOO.OO when he has completed
six months service with the Township, as recommended by the Committee
of the Whole on June lS. 1964. CARRIED

MOVED by Mr. Newman. seconded by Mr. Spang, that Harry Ashton be
allowed $lOO.OO for Parks Administration as of January 1. 196~, and
that his salary be now $5.300.00. as recommended by the Finance
Committee on June 22, 1964. CARRIED

MOVED by Mr. Campbell. seconded by Mr. Waring. that the fOllowing
grants be made by this Council:
(l) Dunbart on Legion - amount of 196~ taxes.
(2) Claremont Legion - amount of 1964 taxes.
(3) Claremont Bowling Club - amoun t of 1964 taxes.
as recommended by the Finance Committee on June 22, 1964. CARRIED
RESOLUTION NUMBER l79/64
MOVED by Mr. Spang, seconded by Mrs. McPherson. that this Council
do hereby declare Lots 34. 35 and 36, Plan M-36. shown on the
Pickering Township 1964 Tax Roll as ~4-318. 4~-3l7 and ~4-3l6. to be
dangerous yards, as defined in By-Law No. 2~44 of the Township of
Pickering and the necessary action to remove this dangerous
condition be taken as directed in the aforesaid By-Law No. 2~~~.

resolution which provides for the payment of $40.00 for culverts by

According to a portion of the minutes of Road Committee meeting
held the 2nd day of June. 1964:
MOVED by Mr. Spang, seconded by Mr. Laycox, that the Committee
recommend to Council that the improvement of Sideline 34/35.
Concession 8, imposed as a condition by Planning Board in granting
Mr. C. Dunkeld consents to divide his land into 4 lots, be done
by the Township subject to Mr. C. Dunkeld paying the Township's
share of the cost of the work. Carried. CARRIED
RESOLUTION NUMBER l82/6~
MOVED by Mrs. McPherson. seconded by Mr. Newman. that the attached
"Road Construction Programme 1964". as prepared by the Township
Road Superintendent, be accepted by this Council. CARRIED

RESOLUTION NUMBER 183/64
MOVED by Mr. Campbell. seconded by Mr. Waring. that this Council
authorize the installation of the following street lights on the
understanding that the Department of Highways will pay 50% of the
costs of installation of one 400 Mercury Vapour light at
(1) Valley Farm Road and Highway No.2 - installation cost.
$187.00.
(2) Fairport Road and Highway No.2 - installation cost. $300.00.
with the Township paying $30.00 per year plus maintenance charges
for each light; all as estimated by the Markham Area Hydro-Electric
Power Commission. CARRIED

Agreement for outside employees as prepared by our Solicitors be
accepted by this Council, as recommended by the Finance Committee
on June 22, 1964. CARRIED
RESOLUTION NUMBER l85/6~
MOVED by Mr. Wank. seconded by Mrs. McPherson,
THAT WHEREAS the ratepayers of the Township of Pickering. on
December 9. 1961. approved the issuance of $100,000.00 debentures
for the purchase of industrial lands and the Township on June ll,
1962 purchased 36 acres and issued 5 year debentures therefor for
$80,500.00. and all such lands have been sold;
AND WHEREAS the Council deems it advisable to use the funds in the
industrial account to purchase 8 l/2 acres of industrial lands for
approximately l7.000.00 in the south half of Lot 3~. Concession
Broken Front, Range 2;
THEREFORE BE IT RESOLVED that this Council make application to the
Department of Municipal Affairs to use approximately 17.000.00
according to survey, of the funds in the industrial account to
purchase said a l/2 acres of land. CARRIED
RESOLUTION NUMBER 186/64

and Clerk be and they are hereby authorized to sign on behalf of
this Council an agreement with the Township of Uxbridge dated
June a. 196~. re the Township of Pickering gravel pit in the Township
of Uxbridge. CARRIED

A petition of eight ratepayers was received by the Reeve. asking
that three lots on Penderme~e Parkway now unbuilt on be levelled
to present a more clean situation and remove a hazardous condition
for children,
INSTRUCTIONS
1. Road Committee prepare a resolution for policy on sidewalks.
2. Clerk find out date of Urban Rural Municipal Convention.
3, Mr. Ashton check well on Barclay property, Concession 6, Lot 19.
4. Clerk get rUling on Council voting on question - 3 to 2 vote
- before chairman votes.
5. Clerk ask Mr. McClelland. School Inspector, to speak to
Public School Trustees re School Area.
