Planning Director submits: (a) copies of 1963 Annual Report of Planning Board. (b) consent for approval - Finnegan, Con. 2, Lot l~. $500.00 fee. (See Resolution No. 66/6~) (c) consent for approval - PoriskYt Lot 56, Plan 406. No fee. (See Resolution No. 67/6~). (d) recommended change to Zoning By-Law No. 2790. (See By-Law No. 2875.) (e) recommended change to By-Law No. 2643 - Official Plan re industrial uses. (See Resolution No. 68/64). (f) recommended change to Zoning By-Laws 25ll and 2520 re paDting. (See Resolution No. 69/6~). (g) recommended change to Zoning By-Law No. 2572 as amended by By-Law No. 2866 - add fur bearing animals -' third reading. (See By-Law No. 2866). Mr. Poulsson submits letter recommending that our solicitors advise what can be done to require Rougedale Acres Subdivider to bring roads to a safe condition and assume that Township has no liability. High School Minutes - February llth. March 3rd. March 5th. The following PERSONS. on MOTION. were heard: 1. MOVED by Mr. Wank, seconded by Mr. Spang. that Mr. S. R. Riste be heard. Mr. S. R. Riste asked that a Letter of Tolerance be granted to him to permit his son to operate a body shop on 10 acres in Concession 6, Lot l6. He stat.d that he would be willing to meet any conditions set down by Council. that he would erect a temporary building only, and that there would be no unsightly dishevelment. Council suggested that Mr. Riste obtain the permission of his immediate neighbours for such an operation. and directed that the By-Law Enforcement Officer investigate the property. 2. Mr. Tyas. Secretary-Treasurer of School Area 2. presented the 196~ budget for School Area 2. and together with Mrs. Finn and Messrs. Van Houghton and Hawes, spoke on the estimated costs of the new Sir John A. MacDonald Public School in Bay Ridges. The Reeve thanked the trustees and complimented them on their successful efforts in holding the mill rate down. (By-Law 2878) 3. William Pegg, Agent for proposed lOO acre gravel pit owned by James Taylor. discussed property on Lot 8. rear Con. 9, one-half mile east of Cedar Creek School. The owner is asking $~5,OOO.OO but is open to an offer and is prepared to permit testing with a backhoe or auger provided that the test holes are filled without cost to him. Mr. Pegg suggested that Mr. Bert England, of Scarborough, could do this testing at a cost of $20.00 per hour. starting from the time he left Scarborough. He informed Council that Mr. England could do forty test holes during a ten hour day. AGREED that Road Committee investigate and report. RESOLUTION NUMBER 66/6~ MOVED by Mr. Campbell. seconded by Mr. Waring, that this Council make application to the Ontario Municipal Board for approval of consent, as recommended by the Township of Pickering Planning Board on February 28. 196~, for Richard John Hugh Finnegan and Marlene Grace Finnegan to convey to Richard John Hugh Finnegan, a parcel having ~94 foot frontage by 2.22 acres in area. from a total holding of 1258,75 foot frontage and 5.3 acres in area, being part of Lot l~. Concession 2. CARRIED RESOLUTION NUMBER 67/6~ MOVED by Mr. Spang, seconded by Mr. Newman, that this Council make application to the Ontario Municipal Board for approval of consent. as recommended by the Township of Pickering Planning Board on February 28. 196~, for Walter and Margaret Beamish Porisky to convey to Wasyl and Helga Tschoban, all of Lot 56, Plan 406. CARRIED .3. RESOLUTION NUMBER 68/64 MOVED by Mr. Wank. seconded by Mr. Campbell, that By-Law No. 2643 + Township Official Plan - be amended to provide th~t the requirement tor industrial development to conform to the staging programme as ~utlined in the Township of Pickering Official Plan. shall be deleted. CARRIED ~ESOLUTION NUMBER 69/6~ D by Mrs. McPherson, seconded by Mr. Wank, that Zoning By-Laws Sll and 2520 be amended by adding thereto the following regulations: (a) No parking shall be permitted in any front yard in any multiple-family dwelling zone except in the case of single family or semi-detached structures. (b) No parking shall be permitted in any side yard. other than within wholly enclosed structures. accessible by a minimum entrance way having an unobstructed perpendicular w-dth of 15 feet except in the case of single-family or semi-detached structures. CARRIED RESOLUTION NUMBER 70/64 MOVED by Mr. Waring, seconded by Mr. Campbell, that Zoning By-Laws ~S72 as amended by By-Law No. 2866. and 2790 be amended by providing ihat uses connected with the raising of fur-bearing animals or the ~rovision of kennel accommodation shall not be located closer than ~ive hundred (500') feet to any area designated for residential purposes in the Township of Pickering or any adjacent municipality. ~d that a specific amendment shall be required for such use. CARRIED RESOLUTION NUMBER 72/64 MOVED by Mr. Campbell. seconded by Mr. Waring, that minutes of all Township Committee meetings be circulated to all members of Council. CARRIED RESOLUTION NUMBER 73/64 MOVED by Mr. Wank, seconded by Mrs. McPherson. that the Clerk request ~hat our solicitors prepare a by-law in accordance with recommendations submitted by the Planning Board to Council concerning moving of buildings. CARRIED RESOLUTION NUMBER 74/6~ ~OV~D by Mr. Wank. seconded by Mr. Newman. that Canadian Petrofina ten er for fuel oil at l3.80 cents per gallon be accepted. CARRIED RESOLUTION NUMBER 75/64 ~OVED by Mrs. McPherson. seconded by Mr. Wank, that this Council request the Engineer of the County of Ontario to prepare and purchase the necessary land on the Fifth Concession Line where it approaches the Brock Road from the east so that the grade shall be 5% and that the County forward their account for the estimated $2.350.00 cost to the Township. Mr. Waring, Mr. Wank, and the 1st named member to serve as chairman. Mr. Newman. seconded by Mr. Waring. moves that By-Law Number 2878 to authorize the borrowing of $345.000.00 upon debentures for Public School purposes, be now read a second time. and that Council go into Committee of the Whole thereon. Reeve Laycox advises that he and Mr. Wank presented our resolution re Hydro Area within' the Township to Executive Council of Province of Ontario on March ll. 196~. AGREED that a Public Hearing be held at the Municipal Hall, Brougham, at 8:00 p. m., April 1 to hear comments on By-Law No. 2790 and 2875.
