A meeting of Pickering Township Council was held on WEDNESDAY, the
FIFTH day of FEBRUARY,_196~, at the Municipal Building, Brougham,
at EIGHt o'clòck p. m.

MOVED by Mrs. McPherson, seconded by Mr. Wank. that the minutes of
meeting held January 6, 1964. be adopted. CARRIED
MOVED by Mr. Spang, seconded by Mr. Wank, that the minutes of meeting
held January 13, 196~, be adopted. CARRIED
MOVED by Mrs. McPherson, seconded by Mr. Campbell, that the minutes
of meeting held January 16, 1964, be adopted. CARRIED
MOVED by Mr. Waring, seconded by Mr. Spang, that the minutes of
meeting held January 20, 196~, be adopted. CARRIED
MOVED by Mr. Wank, seconded by Mr. Campbell, that minutes of ~eeting

The following CORRESPONDENCE was considered:
1. Mrs. Brenda Pemberton-Pigott asks Council to set up its planning
machinery for the 1967 Centenary and that Council cause tQ be
removed old election and other signs. ¡
2. J. W. Bell, Director Law Branch, Department of Municipal Affairs,
advises that our legal advice under Clause 7 of the Municipal Act
re purchase of a gravel pit in another Township was correct and
that under Clause 8. such a gravel pit could be purchased with the
agreement of the municipality in which the gravel is situated.
3. Secretary, Metro Toronto Planning Board, Waterfront Advisory
Comfittee, asks whether or not Mr. J. S. Scott will represent
the, Township on the Committee.
Cle~k find out if a non member of Council can be appointed.
~. Loc'1129 Union of Public Service Em 10 ees, submit their
pro~osed changes n agreement which exp~res February 29, 1964.
5. canfdian Underwriters' Association advise that they have given
our~new pumper a three hour acceptance test and that it proved
satisfactory.
6. Department of Highways of Ontario has approved transfers in
1963 Road Budget of $l8,67S.00.
7. Ontario Municipal Board has approved $48,350.43 debenture of
$50,000.00 requested for new two room school at Audley.
8. Notice and programme of the Ontario Association of Rural
Municipalities Conference - King Edward Hotel, Toronto, February
lO - 9 a.m. to banquet at night; Febr~ary 11 - 9 a.m. to 5 p. m.
9. Two resolutions of Parks and Rec~~ation Cç~m~ttee passed
on January 29, 196~:

MOVED by Mr. Hopkins, seconded by Mr. Shaver,
that the Parks and Recreation Committee consider
allotting sufficient money from the 1964 budget
to finance the lighting of East Woodland and
Bay Ridges Parks for the purpose of softball and
hockey. that further funds be set aside for the
grading of one of Brougham or Claremont Parks;
that the recipient parks be notified that in the
year 1965 the remaining two parks may receive
the bulk of the monies to repair and maintain
their parks. CARRIED
MOVED by Mr. Ryan. seconded by Mr. Hopkins, that
in view of anticipated requests from local Parks
and Recreation Boards to finance their budgets
for the coming year will require a budget allot-
ment from the Council of $12,500.00 for parks and
$12,500.00 for recreation. CARRIED

11. Our Solicitors give opinion on Fire & Garbage exemption
by-laws:
"It is our opinion that both by-laws are valid
and supportable under Section 37 of the Assess-
ment Act, R.S.O. 1960 C. 23 on the basis that
they fall generally within the spirit of such
section in spite of any informality in their
wording."
The following PERSONS. on MOTION, were heard:
AGREED Mr. D. S. Bailey, of Rosemount Investments Limited, be
heard.
Mr. Bailey stated his firm had become owner of all of McIntosh
Subdivision including Lot 5, Plan M 37. The house on this lot
has been vacant three years. and if Council would permit him to
install a septic tank until sewers are available, his firm could
sell lot. He agreed to conditions set out by the Engineer.
Council stated they would give reply February lOt after con-
sultation with Planning D~rector.
MOVED by Mrs. McPherson, seconded by Mr. Waring, that John Williams
be heard. CARRIED
Mr. Williams discussed the brief he had presented to Council on
the matter of the partial farm fire rate exemption.

ROVED by Mr. Wank. seconded by Mrs. McPherson, that the Clerk in-
struct our solicitors, if it is possible, to draw up a legal
agreement which would permit this Township to enter in agreement
with ,an adjoining municipality for the purchase of a gravel pit,
in view of the fact that certain methods are not legal but some
municipalities have carried this out in some way that we must
presume legal. CARRIED
MOVED by Mrs. McPherson, seconded by Mr. Wank, that the report
of the Standing Committee on ROADS AND BRIDGES recommending payment
of accounts in the amount of $13.895.27, be adopted. CARRIED
MOVED by Mrs. McPherson. seconded by Mr. Wank, that the report of
the Standing Committee on SANITATION recommending payment of
accounts i~ the amount ~f $~,66l.62, be adopted. CARRIED

of the Standing Committee on POLICE recommending payment of
accounts in the amount of $8,674.32, be adopted. CARRIED

a By¡Law of the Township of Pickering to authorize the Reeve and
Clerk to sign an agreement with the Canadian National Railways for
a Township water main crossing their property on Fairport Road.

to authorize the Reeve and Clerk to sign an agreement with the
Canadian National Railways for a Township water main crossing
their property on Fairport Road, be now read a second time, and
that Council go into Committee of the Whole thereon.

a By-Law of the Township of Pickering to authorize the Reeve and
Clerk to sign an agreement with Consolidated Sand and Gravel Company
Limited for a right-of-way, and that same now be read a first time.

to authorize the Reeve and Clerk to sign an agreement with Con-
solidated Sand and Gravel Company Limited for a right-of-way, be now

appoint a Warble-Fly Inspector for the year 196~, be now read a
second time. and that Council go into Committee of the Whole thereon.

the year 196~. and that same now be read a first time.

to appoint members to the Pickering Township Museum Committee of the
Township of Pickering for the year 196~t be now read a second time,
and that Council go into Committee of the Whole thereon.

Committee, and that same now be read a first time.

name a Parks and Recreation Committee be now read a second time, and
that Council go into Committee of the Whole thereon.

BY-LAW NUMBER 2865 (Two Readings)
Mr. Newman. seconded by Mr. Spang, moves for leave to introduce
a By-Law of the Township of Pickering to authorize the borrowing
of $130,050.09 upon a debenture for the construction of an
extension to the sewage treatment plant. and that same now be
read a first time.
Mr. Newman, seconded by Mr. Wank, moves that By-Law Number 2865
to authorize the borrowing of $130,050.09 upon a debenture for

be now read a second time. and that Council go into Committee of
the Whole thereon.
Deputy Reeve Mrs. McPherson objected to the reporting in local
papers and made it quite clear that Resolution No. 39/6~ was
only a matter of zoning.
AGREED there be a Council and Finance meeting Monday, February 10,
at 7:30 p.. m.

(2) Advise Mrs. Pemberton-Pigott that Council will try to
clean up all old posters and arrangements are now being ~ade
for Centennial Committees.
